Colombia lawmakers consider legislation to stem rising football violence - 11/03/2008

Source : The Associated Press

Colombian politicians are demanding tougher action on soccer hooligans after a riot at a weekend match injured more than 80 people.

The mayhem Saturday, video of which has been played repeatedly on Colombian television, comes after a soccer fan was stabbed to death in February allegedly for wearing an opposing club's T-shirt.

Congress is mulling two bills that would stiffen penalties for hooligans and increase security in stadiums across the country.

Rep. Mauricio Parodi's proposed legislation would increase prison time for those caught fighting at soccer matches as well as creating a new police unit dedicated to fighting violence in soccer.

"In Colombian soccer we've copied the worst from other countries, such as Argentina and England with their hooligans, but we haven't copied the good, the increased security," Parodi said. "Every weekend that goes by, it seems there's another incident for us soccer fans to be ashamed of."

The bill, which Parodi is confident will pass, also would create a national commission consisting of police, club representatives and the ministry of the interior to study and recommend solutions to the violence.

He also wants to see multimillion-dollar investments in stadiums across Colombia to improve security, such as the installment of metal detectors and closed-circuit television cameras.

On Tuesday, police arrested 11 fans suspected of participating in the disturbances, including one identified as Alexander Gomez Giraldo, who authorities believe could be the man that stabbed a police officer three times, Cali police commander Gen. Jesus Gomez Mendez said.

Officials had offered a US$5,000 reward for information regarding the stabbing.

Authorities used video and photographs to identify the suspects and were searching for another 15.

Parodi worries that the overall level of violence in Colombian society, which has one of the world's highest homicide rates, is now spreading to the country's love of soccer.

"The criminals hide among the real football fans and use football as their excuse for fighting and vandalism," he said.

Burnley fan accused of racially abusing frontman - 11/03/2008

Source : Burnley Citizen

A BURNLEY fan faces a life ban from the club if he is convicted of racially abusing striker Adi Akinbiyi.

David Taylor, 19, of Carr Bank, Keighley, West Yorkshire, was thrown out of Turf Moor during a match between Burnley and Watford.

Police said that Taylor is alleged to have called the front man a "monkey" during the home game on Saturday, March 1.

He was arrested by police at 3.40pm in the Bob Lord stand and ejected from the ground.

Taylor was later charged with a racially-aggravated public order offence and will appear before magistrates next week.

Bosses at Burnley said if convicted he would be banned for life from Turf Moor.

In a statement, the club said: "A Burnley fan has been charged with a racism offence.

"He was ejected from the ground for allegedly making racist comments.

"If he is found guilty of this alleged offence this man will be banned for life by the club.

"Burnley Football Club takes all allegations of racism extremely seriously. As the case is on-going we are unable to comment further at this time."

A police spokesman said: "The charge relates to an allegation that he shouted monkey' at the player, believed to be Adi Akinbiyi.

"In conjunction with the Crown Prosecution Service a decision has been made to charge this man."

Taylor has been bailed to appear before Burnley Magsitrates on Monday.

Latest figures show that more than 80 football fans have been banned from attending matches in East Lancashire.

Home Office statistics revealed Burnley FC tops the table for football banning orders locally with 57 sanctions - up four on last season. Operation Fixture, the football disorder campaign in Burnley, was set up to kick racism out of football. Blackburn Rovers saw two new orders for the 2006-07 campaign, bringing the Ewood Park club's running total to 17.

Carlisle: ADDICTED TO HOOLIGANISM - 12/03/2008

Source : News & Star

A VETERAN Carlisle hooligan yesterday pleaded with magistrates to help him beat his life-long addiction of organised football violence.

Scott Charters, a self-confessed hooligan since the age of 14, was given his second football banning order for the latest in a long series of soccer related convictions.

The court order bans him from going to any professional soccer match in England or Wales for the next three years. It was imposed after police arrested Charters on Botchergate following Carlisle United’s game with Doncaster Rovers on Saturday, February 23, magistrates heard.

Peter Kelly, prosecuting, outlined how Charters, a 39-year-old father-of-four, of The Square, Longtown, was spotted among a crowd of fans outside the Caledonian pub on Botchergate after the match. Police officers noticed him leaving the pub, staggering, and speaking aggressively into a mobile phone, said Mr Kelly.

Speaking to a fellow hooligan on his phone, Charters said: “Where the ** are you? There have been 12 of us waiting for you all day. Do you want a fight or not?”

In court, Charters admitted being drunk and disorderly. He already has a football banning order but magistrates said they would give him a new, and more stringent one, barring him from Carlisle city centre and Brunton Park on match days.

Calm and polite throughout the hearing, he apologised for his “stupidity” and thanked the magistrates, saying: “I’d accept any banning order that would help me kick this stupid habit.

“I’ve tried for a number of years to stop, but I sometimes fall back into it.”

After the case, Charters spoke at length about his 20 years as a soccer hooligan, explaining why he was lured into it and why he now wants to be cured of what has become a costly and unhealthy “addiction.”

A former member of Carlisle’s notorious Border City Firm (BCF) hooligan group, Charters eventually swore allegiance to their Cardiff City counterparts, known as the Soul Crew, whose name is tattooed on the back of his head.

On his left knee is another tattoo: the name of a friend who took his own life at the age of just 33 after his girlfriend asked him to choose between hooliganism and his relationship with her.

“He just couldn’t do it,” said Charters, whose partner Anne was in court to support him. “He was called Jason Collier, and in the end he couldn’t live without hooliganism.”

In a remarkably frank interview, Charters said he was a boy of 14 when he entered the shadowy world of football violence.

He said hooligan gangs – known as firms – have an internal command structure that includes generals and elite fighters. Some command as many as 1,000 members, though BCF numbers are between 70 and 100.

Members are from all walks of life, he said, and they include lawyers and doctors. For many, hooliganism offers an adrenaline rush, combined with an enduring and tribal sense of belonging.

Charters explained: “As a kid, I’d watch Carlisle and go into the Warwick Road end at Brunton Park, and stand there next to the big lads, watching and listening to what they were getting up to. I felt I was part of something, and got a buzz from it all. I felt pride in what we did. It felt like people were looking up to us.

“I eventually got sent down for football related offences and moved on to the Cardiff Soul Crew after meeting friends in jail.”

Contrary to the common view, he claimed, soccer hooligans live by an unwritten code that should protect genuine fans, known among hooligans as “scarves”.

He said: “We don’t go near normal fans. It’s firm against firm . As soon as somebody is on the ground, that’s usually it.

“Nine times out of ten, when somebody’s on the ground they don’t get stamped on.”

He spoke of seeing hooligans suspend hostilities as women and children passed by.

He said most firms are on good terms when not in direct combat. He pointed out: “I was fighting the Red Army [associated with Manchester United], and I ended up pulling a lad’s tongue out of this throat after he swallowed it, and I put him in the recovery position.” He went on: “People often ask me why I’ve got involved?

“It’s also an addiction.”

Why does he now want to turn his back on hooliganism?

Charters has paid a heavy price for his way of life. On his face and head are several; scars – including one more two inches long on his head where a broken Lucozade bottle was rammed into his scalp.

Hooliganism has also cost him dearly financially: numerous fines, and a criminal record that robbed him of his hope of an Army career.

Some hooligans use drugs to give them an edge, usually cocaine. Charters said he used to be addicted, spending a frightening £10,000 on it in one year alone, he said.

He said: “ Now I think it’s all just stupidity. I hope other people out there can learn from my mistakes.

“They should bring back compulsory Army service. Hooliganism means you lose out of so many opportunities..

“I love Carlisle United and I’m getting more tattoos in tribute to the BCF and the Soul Crew. I’m pleased Carlisle are doing well and pleased Cardiff are in the semi-final of the FA Cup. Because of my stupidity and can’t now fulfil my dream to see them at Wembley.

“There’s help for people with other addictions, but nothing for people addicted to hooliganism.”

Charters was fined £80 for being drink and disorderly and told to pay a £15 victim surcharge. He told magistrates that he recently started work at a factory.

Nigerian Football League Closes Stadium After Violence - 11/03/2008

Source : Goal.com

The Nigeria Football League (NFL) has shut down the use of the Onikan Stadium in Lagos following the massive fan violence that erupted after a Division One league game between two clubs on Saturday.

The league game was between home side First Bank FC and the visiting Warri Wolves from Delta State.

The incident resulted in severe injuries to several players from Warri Wolves after angry fans descended on them following the encounter.

The NFL has however insisted that the ban on the Stadium is temporary pending the outcome of the investigation by the Organizing and Disciplinary Committee of the Board.

“What happened at the Stadium on Saturday made it seem like there was a civil war starting,” the interim executive secretary of the Nigerian Football League told sports website KickOffNigeria.com.

Sports editor of the Financial Standard newspaper, Emma Toby, also shared his experience with the website.

" was lucky to to have escaped because the fans got so wild they started beating up every one in sight, and it took the nearby army unit to come in and restore order," he said.

"Of course, security at the stadium was not adequate as there were only six policemen there for the match."

"It all started when the match ended and First Bank’s goalkeeper rushed and slapped the referee and, as soon as he did that, their fans jumped over the fence carrying dangerous weapons, beating up the players and officials of Warri Wolves and journalists on duty."

The rate of crowd violence in Nigerian local matches has been on the ascent in recent times, and the NFL has promised to stop this unhealthy rise.

Leeds - Millwall violence: police photos released- 13/03/2008

Source : Yorkshire Evening Post

THE hunt for soccer hooligans at Leeds United's October game against Millwall continued today with the issue of pictures of more people police wish to trace.

Detectives from City and Holbeck Division released photographs of eight people they are eager to identify as part of their investigation into the trouble on October 27.

Fighting broke out before and after the game and attacks were launched against the police lines. Some officers suffered minor injuries.

The scenes of violence were regarded as being some of the worst involving Elland Road supporters for some years.

The trouble first flared at about 2.15pm when three busloads of away fans pulled up near the Billy Bremner statue outside the Leeds ground. Millwall hooligans on board the double deckers smashed windows and kicked open doors in a bid to goad hundreds of watching Leeds fans into a confrontation. Mounted police responded by forcing them away from the buses.

Officers formed a cordon across Elland Road to keep home supporters at bay while travelling fans were taken into the ground.

One onlooker said: "Some of the Millwall lads on the buses looked like wild animals. They were leaning right out of the top decks with their arms outstretched, screaming."

The game ultimately ended in a 4 - 2 win for United but was followed by further violence.

So far through press appeals, a total of 16 suspects have been identified by police in both West Yorkshire and in the London area. Another 25 alleged hooligans have been identified through police inquiries and some have already been put before the courts.

Last month's appeal in the Yorkshire Evening Post led to all ten people featured in connection with the hooliganiism being identified.

Today's pictures have not been released before and they are expected to be the last photographic appeal by the police in connection with the trouble at the game.

Next Tuesday four people are due to appear at Leeds Magistrates Court charged in connection with offences arising out of the trouble at the Leeds - Millwall clash.

Goole AFC - FC United of Manchester - Cup - 09/03/2008

Source : Goole Today

VIOLENCE which erupted during last weekend's Goole AFC cup draw left one fan needing hospital treatment for a head injury and fractured ankle.

The Vikings faced FC United of Manchester at home on Saturday and it is believed fighting took place in and around the VPG, with many of the 967-strong supporters bitten by police dogs.
One home fan told the Courier: "It was ridiculous, the police put the Manchester fans in the home stand you immediately face as you enter the ground, which made things ten times worse.
"Trouble kicked off before the match had even started and the police had to come in from outside, and those with dogs lost control and were letting them bite fans."
Humberside Police Chief Inspector Mark Stainforth said: "There was a need to create a visible segregation between the home and away fans in order to ensure the safety of the public, the stewards and officers present.
"In order to do this it was necessary to involve the police dogs and also for officers to raise batons.
"No-one was struck with a baton, but a number of people sustained dog bites."
He added: "It is alleged whilst officers were making attempts to keep fans apart missiles were thrown by fans despite warnings.
"Public order trained officers were also deployed to the area in order to assist with keeping the public safe.
"The priority of the police on the day was to keep the public safe and when some people refused to co-operate with officers they were forced to take firm action."
One 34-year-old Goole man suffered a head injury and fractured ankle and he attended Doncaster hospital for treatment.
A number of people were arrested on suspicion of public order offences and issued with £80 fixed penalty notices.
Officers also asked nearby pubs in town to close their doors after the match until 6.30pm.
Goole AFC chairman Des O'Hearne said they hadn't requested police presence because investigations into FC Manchester showed there had been no previous trouble. The club had increased their stewards to 17.
He added: "You can't legislate for organised crime and it spoilt the day for us all.
"We thought we had it right and after the game I was that low I felt like packing it in."
He added that the club is going to study video footage and ban any culprits from the VPG for life.

Judge jails football fans who rampaged on train - 13/03/2008

Source : The Associated Press

English football fans who charged through train carriages and attacked rivals in a pre-planned riot have been jailed and banned from games for up to 10 years.

The violence happened before a game between neighbors Crystal Palace and Charlton in September last year and police arrested fans whose ages ranged from 16 to 44.

Prosecutors told Judge Stephen Robbins on Thursday that some 30 Crystal Palace followers trapped Charlton supporters on the train, punching, kicking and head-butting them. A father and his two grown-up sons were repeatedly punched, one of the sons left with blood pouring down his face and was later taken to hospital with a suspected fractured nose.

"This was sickening behavior, thuggery, organized violence on a train on members of the public," Robbins said at Southwark Crown Court. "You give football a bad name, especially your team, Crystal Palace, by the disgusting behavior displayed on this occasion. The message must go out from the courts that those who behave like this will receive immediate and substantial custodial sentences to deter others."

He jailed two fans, Dominic Goodridge and Harvey Neenan, each for three years and four months. Three more were sentenced to 2 1/2 years and two to two years.

FC Zenit St Petersburg - Marseille - 12/03/2008

Source : Sportinglife.com

UEFA TO PROBE RACISM COMPLAINT

UEFA have begun an investigation after Marseille defender Ronald Zubar claimed he was the victim of racist abuse from Zenit St Petersburg fans during their UEFA Cup last-16 tie on Wednesday.

Zubar made the claims following the game at Zenit's Petrovski stadium, where Marseille lost 2-0 on the night to let slip a 3-1 lead from the first leg and exit the competition on away goals.

After the game Zubar told the club's official website: "A banana was thrown at us, and there were monkey chants.

"It wasn't terrible, it just adds to the defeat and elimination. These are the kind of things you don't want to have to experience in life."

On Thursday afternoon, UEFA announced an investigation would be carried out.

An official statement read: "UEFA has opened an investigation into alleged racial abuse of Olympique de Marseille players by spectators at the UEFA Cup round-of-16 second leg against FC Zenit St Petersburg in Russia on Wednesday.

"If the investigation produces any findings, the UEFA Control and Disciplinary Body would examine the matter at its meeting on Thursday, March 20.

"Article 11bis of the UEFA disciplinary regulations says that various sanctions may be imposed on clubs whose supporters insult the human dignity of a person or group of persons by whatever means, including on grounds of colour, race, religion or ethnic origin."

Zubar claimed the incident occurred while he was warming up during the second half with Marseille team-mates Charles Kabore and Andre Ayew.

"These guys in the stands looked right at us and made monkey noises," he said.

"It's a shame. They were leading the chants, but they had so much to celebrate.

"I pointed them out to the linesman. He heard them too, but he said he couldn't do anything while he was involved in the match.

"With things like that they should stop the game and throw the individuals concerned out."

Zubar slams banana throwers

Marseille defender Ronald Zubar has slammed Zenit St Petersburg's fans, saying that some supporters threw bananas at the black players and made monkey noises during the Uefa Cup tie on Wednesday night.

L’OM were eliminated from the competition at Petrovsky Stadium and French defender Zubar has revealed the scandalous acts of racism that occurred during the 2-0 defeat.

Black players Charles Kabore and Andre Ayew say they were also the victims of unacceptable gestures and shouts in Russia.

“They threw us a banana and made monkey noises,” Zubar told RMC. “That’s not great and adds to our defeat, while they should have been celebrating.

“It was the spectators who were watching us who were making monkey noises. We would have loved the game to be stopped to evacuate those people.”

Cyprus: bill looking to clampdown on football hooligans - 14/03/2008

Source : Cyprus Mail

A BILL promoting stricter laws for football violence will soon be sent to the Plenum for approval.

According to the Chairman of the House Legal Affairs Committee, Ionas Nicolaou of DISY, the committee yesterday wrapped up discussions on the bill they have been working on for well over a year.

The new law provides that football fans should present their ID cards in order to purchase entry tickets to a stadium and they will then be given designated seats.

In the event of violent incidents, the police will have the implicated person’s identity straight away, also helped by footage secured from CCTV cameras.

Apart from a hefty fine and/or imprisonment, perpetrators of violent acts will be banned from all sports areas.

Nicolaou said this will be enforced by having convicted fans report to a police station and remain there for the duration of a weekend’s football matches.

BIRMINGHAM CITY V ASTON VILLA: 22 in court over Blues violence - 14/03/2008

Source : Birmingham Mail

BLUES fans accused of violent clashes after the Second City derby against Villa have appeared in court.

Eighteen men and four teenagers went before the city's magistrates to face charges of violent disorder following the match at St Andrew's last November.

Police were pelted with bricks and coins and 40 officers were injured as they tried to separate rival fans after the game, which Villa won 2-1.

The defendants, whose ages range from 17 to 46, heard the outline of the cases against them and all the adults were named for the first time.

A TOTAL of 22 Blues supporters have appeared in court charged in connection with violent clashes after the Second City derby.

The 18 men and four youths are accused of being part of a group of between 100 and 200 people, some of whom were allegedly involved in trouble with police after the match.

Violence erupted outside Birmingham City's St Andrew's ground following Aston Villa's 2-1 win over their city rivals last November.

Birmingham magistrates heard there was mass disorder against the police. Bottles, bricks and coins thrown at officers as they tried to keep opposing fans apart.

More than 40 officers were injured in the violence, including one who had his front teeth knocked out as he tried to restore order.

The defendants spoke only to confirm their names, ages and addresses when they appeared yesterday for the case's preliminary hearing charged with violent disorder.

No evidence of the precise details against each defendant was outlined in court.

Those who appeared in court yesterday were:

Daniel Bradley Adams, 21, of York-brook Drive, Sheldon; Jake David Allison, 19, of Brandwood Drive, Billesley; Adam Cartwright, 19, of Broad Lane, Kings Heath; Stephen Millard, 23, of St Helen's Road, Solihull; Michael Andrew Batchelor, 24, of Ellerslie Road, Billesley; Glenn Richings, 23, of Cornbury Road, Solihull; Paul Adam Abdullah Yafai, 46, and 23-year-old Paul Yafai, both of Broad Lane, Tam-worth; Philipp Yafai, 43, of Church Road, Moseley; Lewis Curtis, 20, of Otter Close, Redditch; David Allison, 39, of Brandwood Drive, Billesley; Christopher Alan Bird, 20, of Hawk Street, Small Heath; Charles Anthony James, 21, of Selby Grove, Billesley; Richard Stenson, 26, of Booth's Lane, Great Barr; Andrew Stenson, 26, of Pedmore Road, Great Barr; Mark Davies, 21, of Pitmaston Road, Hall Green; Ivor French, 37, of Gisborn Close, Small Heath; and Andrew Millard, 24, of Bradmore Grove, Weoley Castle.

Four 17-year-olds, from Telford, Yardley, Shirley and Castle Bromwich, also face the same charges, but reporting restrictions were imposed banning publication of their details.

They are all charged under Section 2 of the Public Order Act 1986 with using or threatening unlawful violence when present together with others, which could cause a person to fear for their safety.

The 22 were remanded on conditional bail to appear again before Birmingham magistrates on April 10.

The charges follow a four-month investigation by West Midlands Police which also saw the Birmingham Mail print images of 27 people officers wanted to trace in connection with the violence.
