Sheffield Wednesday have expressed their concerns to the South Yorkshire police and crime commissioner about the policing of matches at Hillsborough, after an officer struck a young supporter with a baton following the away derby match against Barnsley on Saturday, causing him a serious head injury.
The club have not commented publicly since, but the Guardian understands that a senior Sheffield Wednesday official discussed the incident, and the club’s general concern about South Yorkshire police’s methods, with the PCC Alan Billings on Tuesday. Billings, whose duty as the elected PCC is to hold the local police force to account, promised to do so this week, after the video was posted on social media showing the 16-year-old supporter being struck on the head.
On Monday South Yorkshire police referred the incident to the Independent Office for Police Conduct, which Billings said was “the right thing to do,” saying he had asked the chief constable for a full account and adding: “The public can be assured that I will be listening very carefully to what the Chief Constable reports and that the Force will be held to account.”
South Yorkshire police has not commented further on the incident since referring it to the IOPC, and a force spokesperson declined to respond to a question from the Guardian about whether the officer involved in the incident has been suspended or removed from frontline duties pending the investigation.
Concern has been rising within Sheffield Wednesday that the policing of matches is too heavy-handed, with officers in protective gear and helmets prepared for disorder, despite a policy change last summer to a “neighbourhood policing approach”. These concerns are understood to have been raised with Billings, who is arranging to meet the club to discuss them.
There has been public disagreement between the club and the police following problems at last March’s derby between Sheffield Wednesday and United, when home and away supporters leaving the ground found themselves in a crush outside the Leppings Lane turnstiles. Many people complained afterwards about the police actions, including that they had indiscriminately hit people with batons.
Last summer, following police advice, Sheffield city council issued a wide-ranging prohibition notice which prevented Wednesday from allowing home supporters to enter or leave the North Stand via the Leppings Lane end. The club opposed the prohibition notice but did make some improvements to the arrangements at that end, and following a court action last month, succeeded in overturning it.

A man has been jailed for punching three police horses before a Scottish football match. A Celtic fan has been jailed for 10 months after punching three police horses before a Scottish Cup match.
Kevin McGuire, 36, was part of a group of supporters who attacked officers ahead of Celtic’s 3-0 victory over Airdrie in January 2019.
McGuire was found guilty of causing unnecessary suffering to three police horses, assaulting two police officers and acting in a threatening and abusive manner.
The supporter has also been handed a five-year ban from every football ground in the UK.
McGuire told the court in Glasgow that he was an innocent bystander but Sheriff John McCormick said: “You were in fact one of the ringleaders of this mob.”
Police officer Sergeant Mark Stewart attended the match and he described the violence as the “worst riot” he had ever seen.
“When I got there, Airdrie fans were being blocked from getting into the ground by Celtic fans,” he said.
“There were families trying to get in and bricks and missiles getting flung as well as spitting and throwing lit cigarettes.
“It was very aggressive and this was the worst riot I had ever seen.”

The Bruges police have announced that they will take various precautionary measures in the run-up to the match between Club Brugge and Manchester United next Thursday.
Around 1,500 fans are expected to come and watch Club Brugge play Manchester United on 20 February in a Europa League match. A previous match in 2015 saw significant clashes between supporters, something which police aim to avoid this time.
In order to avoid such incidents, the city has set up a number of different steps to be put into effect.
Local police have contacted the Flemish public transport company De Lijn and Bruges taxi companies to ask them not to “mix up” the supporters of the two clubs.
Catering establishments within a radius of one kilometre around the stadium and in some parts of the city centre are also not allowed to serve drinks in glass.
Supermarkets and night shops were also asked not to promote alcohol on that day and to respect the glass ban.
The majority of the English supporters should spend the night in the centre of Bruges. The local police will, therefore, deploy extra staff and will also carry out checks on the roads leading to the stadium. Supporters who do not have a valid ticket for the match will be refused.

Dynamo Dresden supporters violate folder after game against FC St.Pauli
According to the police, twelve clerks and six police officers were injured in the riots of some Dresden football fans after FC St. Pauli’s second division game against SG Dynamo. There were a total of 22 arrests.
The police emphasized that the number of arrests did not only relate to the incidents immediately after the game, but to the total deployment before, during and after the game. There has been a tense relationship between the fans of the two clubs for years.
Dresdeners attack folders
After the 0-0, Dynamo fans had tried to get out of their standing room block into the area with St. Pauli fans. The rioters attacked folders that they wanted to prevent. A rocket was also launched, which flew under the grandstand roof and fell back from there onto the spectator ranks. The situation could only be calmed down with the help of the police.
From both team camps, clear statements on the events followed: “FC St. Pauli will intensively review the events after the end of the game in the north curve. We wish all injuries a speedy recovery: You’ll never walk alone!” Wrote FC St. Pauli twitter. Dynamo Dresden said similarly: “We will work through the events after the game at the guest block with everyone involved. But one thing is already certain: Every injured person is one too many. We wish everyone affected a good and quick recovery in this way too. “
St. Pauli’s goalkeeper coach Mathias Hain demanded according to “Hamburger Morgenpost”: “They should get out of the league”. Dresden defender Chris Löwe is quoted there with the words: “That’s a shame, it doesn’t belong here”.
Provocations towards Dresden
Before the riots there were supposed to be provocations from the ranks of St. Pauli fans. Apparently there were stickers in circulation, on which the Dynamo logo was modified and provided with an aerial bomb.

Brawl between supporters before Sedan-Bastia
The shock of National 2 between two former Ligue 1 residents went wrong. Many Basti supporters had traveled to Sedan on Saturday for the poster for the National 2, Group A championship. But before the match at Louis-Dugauguez, which brought together 10,000 people, it was in the streets downtown that violent clashes erupted. Nine people were injured, and the gendarmerie had to intervene.
As France 3 indicates, ultras from the Utrecht club, from the Netherlands, joined the Sedanais to fight it out with Corsican supporters. “A hundred Dutch attacked Bastiais”, explains Philippe Maziniak, departmental director of civil security in the Ardennes. “There was a settlement, it probably refers to an old dispute when the two clubs were in league 1, it was very violent”, laments Didier Herbillon, the mayor of Sedan.
This displacement of SC Bastia to Sedan is a shock between the first two ex-aequo of group A to go up in national 1 (N1). More than 9,000 spectators are expected, including a thousand Corsicans. In March 2007, during an L1 match Sedan/ PSG, incidents had already occurred in Sedan between a hundred Utrecht supporters and PSG supporters.
Utrecht supporters then used to attend major football matches in Sedan since the tribute paid by the Ardennes club to its former player David Di Tommaso, after his death in November 2005 while he was under contract with the Dutch club.

Porto striker Moussa Marega had to be restrained by teammates as he tried to walk off the pitch after he was apparently racial abused during his side’s 2-1 win over Vitoria de Guimarães. Marega scored what turned out to be the winner on the hour mark but felt unable to continue, his final act was to raise his two middle fingers to the home supporters.
After scoring Porto’s second, Marega celebrated his goal by pointing to his skin. In response Vitoria fans aimed abuse and threw seats from the stand at Mali international. Marega even celebrated with one of the discarded plastic seats but then made his way to the side of the pitch, with his thumbs down and seemingly booing the home supporters.
As Marega walked to the touchline, players from both teams attempted to calm down the striker and convince him to stay on the pitch but were unsuccessful. Porto head coach Sérgio Conceição also spoke to Marega but ultimately decided to grant him his wish of leaving the pitch and brought on Wilson Manafá to replace the goalscorer.
After the match, Marega wrote on Instagram: “I would just like to tell these idiots who come to the stadium to make racist chants, go fuck yourself. I hope I never see you on a football field again. You are a disgrace!
“And I also thank the referees for not defending me and for giving me a yellow card because I defend my skin colour.”

A STREET row broke out tonight following the big Dublin derby between Bohemians and Shamrock Rovers.
Trouble erupted in Phibsborough following a dramatic stoppage time winner by Rovers to break 10-man Bohemians’ resolve to win the derby at Dalymount Park.
A man, aged in his 40s, sustained head injuries and has been taken to the Mater Hospital.

Firework hits player, forcing abandonment of Chilean derby
Chilean football has been hit by its second serious incident in this month after supporter unrest caused the abandonment of the Santiago derby between Colo Colo and Universidad Catolica. Fans threw fireworks and missiles onto the pitch in Sunday's game, and Colo Colo striker Nicholas Blandi went down clutching his ears after one explosive device exploded at his feet.
Video showed a clearly disorientated Blandi limping off the field and receiving treatment and the referee removed the players and abandoned the match moments later.
There were 19 minutes of the game remaining. Universidad Catolica were winning 2-0 at the time.
"Clearly, there was security lapse," said Harold Mayne-Nicholls, Colo Colo's executive vice-president. "We will try to identify those involved and hopefully they will never come to the stadium again."
Fans at the capital's National stadium set parts of the terraces alight and threw objects at police during the Feb. 4 game against Universidad de Chile and Brazilian club Internacional.

HSV supporters have created troubles at the Uelzen train station, after their game in Hannover. Police said 600 supporters have travelled by train, including a 100 hardcore who have clashed with police.
Their train was delayed of 2 hours so another train with 300 other fans arrived and police need to contain 900 of them.

PSG ultras detained on border by German police
PSG supporters' group Collectif Ultras has complained about their treatment by the German authorities ahead of the match against Borussia Dortmund.
Paris Saint-Germain fans have complained after being stopped by German police at the border with France while travelling to the Champions League match against Borussia Dortmund. According to Le Parisien, 3,300 PSG fans have been refused entry into Germany just hours before kick-off at the Signal Iduna Park.
PSG fans "treated like dogs"
“After being detained for five hours by the German police, in unacceptable conditions, being treated like dogs, we are going to Dortmund,” a member of the Collectif Ultras supporters’ group wrote on social media. PSG also raised concerns about the treatment of the club’s fans by the German authorities, describing the security checks carried out as “disproportionate.”
The Ligue 1 side took the measure of sending an email to all travelling fans asking them to behave impeccably inside the stadium and around Dortmund after UEFA threatened the club with sanctions following incidents involving away PSG supporters during the group stage.
