The French Cup final between Paris St Germain and Monaco may yield drama on the pitch this week but off the field, hooliganism and racism threaten to tear Paris’s top club apart and spark a bout of social tension.
Soccer hooliganism in Europe is not uncommon but unlike much of the rest of the continent, PSG’s fanaticism is within its own stands and creating an example that is spreading into other clubs, such as Lyon, Nice and into Corsica.
France’s government on Thursday announced a ban on five Paris St Germain (PSG) fan associations after a supporter was killed following riots outside the club’s stadium in February.
At the heart of the violence lies the rivalry between two sets of supporters — “Boulogne” known for far-right views and
”Auteuil”, which was set up to provide a multi-ethnic fanbase.
“When we think of PSG, we think racism,” said Christophe Huldry, a spokesman for one the Auteuil associations, whose supporters were blamed for the murder. “When we go to a football match, it’s not to die. We can’t not do anything anymore.” The February riots saw about 150 Boulogne fans chanting slogans such as “Hitler for President”. A group of Auteuil fans is teaming up with anti-racism groups to file 30 complaints against fellow supporters for racial slurs and violence.
The club, whose fans include French President Nicolas Sarkozy and veteran actor Jean-Paul Belmondo, was forced to play games behind closed doors and the management has cut ticket sales.
“These penalties (are aimed) at eliminating from our stadiums pseudo supporters with totally unacceptable behaviour,” Interior Minister Brice Hortefeux said of the government ban, which means five groups will be dissolved.
But the government has stopped short of evoking the racism issue, which has plagued PSG’s stands for about 20 years.
“What’s shocking is the Interior Ministry has recognised the problem of violence, but a lot less the subject of racism,” said Carine Bloch, president of the sport’s commission for the International League against Racism and Anti-Semitism (LICRA).
Britain fought a crusade against hooligans during the 1980s. More recently racist incidents primarily in Italy involving chants from home fans have blighted matches, forcing European soccer body UEFA to issue guidelines to handle the chants.
“At a time of crisis, we are seeing a push across Europe in nationalism and identity politics,” Bloch said.
NATIONAL IDENTITY
The racism complaints come when France is again gripped by issues of race and national identity. Paris suburbs are the backdrop for bus burnings, stone-throwing and drug trafficking by disaffected youth, many of them from an immigrant background.
Still smarting from a beating in March’s regional elections, Sarkozy has also revived a strident tone on law and order.
Boulogne spokesman Philippe Perreira has admitted that some fans in his stand are guilty of making Nazi salutes and chanting slogans, something that he condemns, but says is rife among “a young generation” and is being stamped out by older fans.
It remains an unwritten rule that nobody of colour enters the Boulogne stand, be it supporters or stewards.
While the Auteuil fans were turning to anti-racism groups, they also had a militant side, LICRA’s Bloch said.
Perreira has described Auteuil fans turning up at a match dressed in traditional Arab gowns in January, as “provocation”.
PSG, lying 25 points off the pace in the league, will hope Saturday’s match provides a good result to help calm its fans.
But the club’s woes are of its own making after years of neglect and a decline on the pitch, stemming from uncertainty at the top. Its current majority shareholder, Colony Capital, is unpopular accused of a lack of investment and interest.
PSG’s president Robin Leproux, who was caught in a racial storm for saying the Auteuil stand was “too mixed”, has pledged to clean things up by working with authorities to secure the stadium and persuade families to return.
“The club is in our blood, but is also everything we detest,” said Auteuil’s Huldry, a PSG supporter since 1989. “We want a club we can identify with... a club that 10 million Parisians can identify with.

The French government has “dissolved” seven official football supporters’ associations believed to have hooligan links. Five of these are rival "firms" who support the same team: Paris Saint-Germain.
Seven football supporters’ associations linked to acts of hooliganism in France’s Ligue 1 have been dissolved by government decree.
This unprecedented move affects five clubs associated with Paris Saint-Germain (PSG), a club notorious for violence meted out by numerous rival “firms” - who all support the same team – against each other.
The ban also applies to one firm from OGC Nice and another from Olympique Lyonais.
The official decrees, signed by Prime Minister Francois Fillon and Interior Minister Brice Hortefeux, were published in the official journal of the National Assembly on Thursday.
The government intervention comes after a PSG supporter died after weeks in a coma following a savage beating from members of a rival PSG firm on February 28, during a game against archrivals Marseille.
Football for families
“These decrees will rid our stadiums of associations made up of so-called football supporters whose behaviour is totally unacceptable,” Hortefeux said. “We want these people out of the game, allowing genuine fans to feel comfortable coming to matches with their families in a calm and friendly atmosphere.”
As well as banning the seven supporters’ associations, some 650 individual fans have already been barred from attending matches.
Further legal measures to combat hooliganism will be examined by the French Senate in June.
These could include an anti-hooligan curfew, a travel ban for known offenders, forcing banned supporters to be present at a local police station during matches, and extending the length of bans.
Supporters’ associations are notoriously powerful in French football clubs. Their behaviour can often influence clubs’ decision-making, including the signing of new players and the management of the team and the facilities.

Five football yobs were facing jail and match day bans today after admitting their role in a stand off between 100 rival West Bromwich Albion and Wolves hooligans.
David Parkes, Sukhraj Bobari, John Ritchie, Shawn Roche and Josh Hynd all pleaded guilty to using threatening words or behaviour following the confrontation in Wednesbury town centre.
The five were found not guilty of violent disorder on the instructions of a judge, but pleaded guilty to the lesser offence. Three men including a serving soldier were cleared by the jury and walked free from court.
Trouble flared on January 3 last year after Birmingham’s home match against Wolves was called off due to bad weather. On the same day Albion played Peterborough United at the Hawthorns. Police feared trouble because Wolves fans would have to pass through West Bromwich.
At around 6.30pm, dozens of Albion fans poured out of The Bellwether pub as five Wolves fans were being spoken to by police.
Bottles and bricks were thrown and the trouble escalated when a group of 60 Wolves fans, including Bobari, approached the pub.
Pc Martin Portman, who saw the drama unfold, said rockets were fired from the West Bromwich Albion group towards the Wolves group. Drivers were forced to stop in the road as missiles were hurled, Wolverhampton Crown Court heard yesterday.
Wolves fan Parkes, one of the original five spoken to by police, was said to be “gesturing” towards the Albion group.
Albion fan John Ritchie was said to be “leading at the front” of the Albion group, along with Shawn Roche. Albion fan Hynd was said to be shouting and beckoning the rival group to fight.
Mark Moore, John Simpson and soldier Matthew Foster were cleared of violent disorder. Judge Martin Walsh warned the other five that “all sentencing options, including custody,” remain open. Applications for banning orders will be made when they are sentenced on May 21, the court heard.
The men who admitted using threatening words or behaviour are: David Parkes, 44, of Griffiths Drive, Ashmore Park, Wolverhampton; Sukhraj Bobari, 19, of Tansley View, All Saints, Wolverhampton; John Ritchie, 29,of Carisbrooke Road, Friar Park, Wednesbury; Shawn Roche, 20, of Jervoise Street, Carters Green, West Bromwich; Josh Hynd, 18, of Willenhall Street, Darlaston
The jury was also told that Michael Cartwright, 41, of Bealeys Avenue, Wednesfield, and a 16-year-old from Darlaston will be allowed to drop their guilty pleas to violent disorder and will instead plead guilty to using threatening words or behaviour.
The cleared men are Matthew Foster, 31, of Roberts Road, Friar Park, Wednesbury, Mark Moore, 40, of Long Ley, Heath Town, Wolverhampton and John Simpson, 24, of Wyntor House, West Bromwich.

Fan killed by police car
A Colo Colo fan was run over and killed by a police car on crowd control duties outside the Monumental at the Santiago derby against Universidad de Chile, media reported.
Radio Cooperativa said on their website that the police had launched an investigation. It added police had made 80 arrests during fighting with fans sparked by the accident.

Fire inside a special train
Fire started inside a train in the Aarau train station, after 700 St Gallen supporters left wagons to reach the stadium. Many damages were caused (100.000 SF).

Three arrests before the game
Lyon police said they have arrested 3 french people this Wednesday afternoon before the game opposing Lyon to german team Bayern Munich. Two of them threw cans before the game so police reacted using pepper sprays. The third one was arrested near the stadium but had a stadium ban.

Some scuffles outside the stadium opposing local youth to ultras and fans from Munich, near the Rhone. Advantage to Lyon.
20-25 Munich hooligans well-knowed and seen went out of the tube station and fronted local lads. A few punches exchanged but police reacted so hard using flash-balls especially against normal fans from both teams. So chairs and canswere threw from local ultras.

At the end of the game (1-1), Slask chairman, Piotr Wasniweski, was punched up by two men as he was in the toilets of the stadium, in the VIP stand. He escaped and gave the alarm so one of the Lubin supporters was arrested by police. Before the game, 300 supporters tried to enter the stadium without tickets to troubles started. During the game local fans burned flags.

At the end of the game, Rivadavia supporters seriously damaged the car of the chairman of their own team then they also assaulted other people from the team. Quilmes supporters also provoked local chairman.

+- 80/90 Charleroi lads (youth, oldies joined by 12 PSV'ers) mobbed up at 2pm this Sunday. Several phone calls were exchanged during all the week with Standard lads but no one showed up this Sunday. We only heard some of them will take tickets in neutral stand so Charleroi lads took about 40 tickets for this stand (the rest of the mob have stadium bans). We played with police to avoid their control to enter the stand but as said, no away lads as each time.

Steaua and Rapid ended the derby match in a draw 3-3 (1-0) in Bucharest, last night (Sun).
For Steaua, goals were scored by Golanski (minute 33), Kapetanos (minute 80) and Jelev in '90+3, while Cocis (minute 48) and Contra (minute 85 and 90+1) scored for Timisoara.
The match ended in violence as supporters threw stones at security guards. Ten people were arrested by police.
The match put an end to hopes of either team winning the League I. Leader CFR Cluj has 59 points, 6 points in advance compared to Steaua Bucharest and seven, to Timisoara.
There are five more games before the end of the local championship.

TRANSPORT police are appealing for information after a fight between football fans on a train between Nottingham and Kirkby-in-Ashfield.
The incident happened at around 7.20pm on Saturday April 24 and involved Manchester United and Nottingham Forest fans.
Two people were arrested.
British Transport Police's PC Alex Price, the investigating officer, said the fans boarded the 6.55pm Nottingham to Worksop train at Nottingham station.
He said: "We believe the group started getting rowdy following some light hearted banter, several members of the group became agitated and started throwing punches which developed into a fight as other men became involved.
"There were somewhere in the region of ten people involved in the core of the fight, resulting in several of the group receiving injuries such as cuts and bruises to the face.
"Two members of the group were taken off the train at Newstead by security staff who bravely intervened before calling police, before the train continued on to Kirkby in Ashfield.
"Football-related disorder will not be tolerated on the railway network and we will push for the strongest penalties for those who engage in it."

Severe troubles erupted for this very high-risk game. The most important ones occured at the end of the game when police used pepper sprays against Ferencvaros supporters who threw bottles. A water-canon was also used to calm them down. 23 hooligans were arrested and two policemen were seriously wounded. Ujpest fans were escorted by police to the tube station. Other troubles erupted 30 minutes before kick-off when both sides of hooligans fronted themsebles but police avoid any fight using pepper sprays.
