Football fans are being urged not to get involved in trouble when two Birmingham teams meet on Sunday.
West Midlands Police said officers will be taking a "robust stance" against troublemakers when Birmingham City play at Aston Villa at midday.
Supt David Sturman, match commander, said officers had been working with Aston Villa and a high visibility operation will be in place.
He said he accepted there was "a minority" who seek to cause trouble.
Anyone arrested for football-related matters will face a banning order.
"We have worked with Aston Villa to ensure that this event takes place in a trouble-free and safe environment," he said.
"Thousands of avid supporters will attend the match to enjoy the spectacle and atmosphere of a local derby, however we acknowledge that there is always a minority who may seek to use the occasion as an excuse to cause trouble.
"My message to this minority is that there will be a high-visibility operation on the day and we will take a robust stance against anyone whose behaviour falls foul of the law.
"Anyone arrested for football related matters will also be subject of applications of football banning orders which will prevent them from attending future fixtures."
Earlier this month, four men were convicted at Birmingham Crown Court of violent disorder following the derby at Birmingham in September, police said.
All received prison sentences of 36 weeks, suspended for two years and football banning orders for three years.

After the game, police intervened to separtate both sides of supporters who tried to fight together. Police used pepper sprays. One young fan, 17 years old, was arrested as he threw a glass in direction of police. Three other persons were also arrested.

Police have identified five Vigo supporters who threw beer cans and bricks in direction of Betis supporters who were inside a car, just before the game. As they were controlled by police, many weapons were found, like flares, golf balls, chains, batons, bricks etc. They are all aged from 21 to 34 years old.

About 500 Feyenoord supporters mobbed up near the Kuip stadium as they were angry about the fact it is forbidden for them to go to the Arena stadium (Amsterdam) next Sunday to see the Dutch cupfinal (it is the same way for their coutner-parts). Many messages were showed up and then they threw bricks and bottles in direction of police. Five people were arrested.

A GROUP of alleged football hooligans appeared in court accused of taking part in an organised attack on visiting rival fans.
The 10 men and teens are all alleged to have plotted to attack Manchester United fans before a crunch Liverpool FC Premier League game this season.
The group, who appeared at the North Liverpool Community Justice Centre yesterday, are alleged to have arranged among themselves to target opposition supporters.
But rather than facing off in a pre-planned scrap, they are instead accused of picking out unsuspecting opponents.
The allegations stem from violence which took place around Stanley Park before United visited Anfield for the early afternoon kick-off on Sunday October 24, 2009.
On-lookers told police they witnessed frightening scenes, such was the ferocity of the violence.
There are allegations a United fan was thrown to the floor and tried to fend off kicks and stamps to his head. After a lengthy police investigation into the incident, the 10 suspects appeared in court for the first time yesterday.
They are Jack Clark, 19, of Jarrett Walk; Patrick Cowling, 18, of Grantham Road; Francis Davies, 19, of Carlile Way; and Carl Irvine,19, of Loweswater Way, all Kirkby.
They were joined in the dock by Paul Mottram, 23, of Coppull Road, Maghull; Liam Paton, 20, of Fazakerley Road, Walton; James Polhill, 21, of Eltham Street, Kensington; Jonathan Sheridan, 19, of Berwick Street, Kensington; and Chris Smith, 23, of Elizabeth Road, Fazakerley.
There was also a 17-year-old from Kensington who cannot be named for legal reasons.
All of the suspects are charged with affray. None of them indicated any pleas. District Judge Trevor Chatalier granted them all conditional bail.
The 10 are banned from going within one mile of Anfield when Liverpool are playing at home for four hours before the game, during the match and four hours afterwards.
If Liverpool are playing away, they are banned from visiting that town, city or place unless the game is against Everton when they must stay at least one mile away from Goodison.
Judge Chatalier declined jurisdiction of the case and it will now be heard at the Crown Court.

Serious clashes between fans of Panathinaikos and Aris as well as with the police preceded the Greek Cup final at the Olympic Stadium of Athens on Saturday afternoon, leaving many fans and police officers injured.
With 23,500 fans (at least) from each side, hooliganism had appeared inevitable and proved once again beyond control for the police.
The coach of the Aris squad suffered an attack by some 400 people who hurled stones and other missiles at it, before being chased by police inside a shopping centre close to the Olympic Stadium.
Clashes between Panathinaikos fans and the police continued at the stadium’s entrance as hundreds of fans tried to make their way through the gates without tickets, and many of them indeed got through.
More clashes with the police were reported at the arrival of Panathinaikos fans by the electric subway at Irini station, with a number of fans and officers getting injured and riot police resorting to the use of tear gas.
Yet worse was to follow inside the stadium as Panathinaikos and Aris fans got onto the pitch some two hours before kick-off with several people getting injured in clashes around the pitch, while in two instances several seats were set on fire.
Initial reports by the police spoke of 14 arrests and five officers suffering injuries before the start of the final.

One Nantes supporters, 30 years old, was arrested Friday night, suspected to attack the car of a local player. Damages were caused after this game as locals lost 1-3. Police is still looking for two other supporters as one Sedan fan was punched after the game. Several troubles occured for this game.

THREE football hooligans have been banned from attending Bristol Rovers matches for three years.
Thugs Lewis Blackwell, 18, Rikki Paddon, 21, and Richard Sperring, 23, have been given football banning orders after being caught causing trouble on match days.
Bristol Magistrates' Court heard Blackwell and Paddon had been involved in violent clashes with police following a Carling Cup match in Cardiff and Sperring had shouted offensive remarks towards Leeds fans at a game at the Memorial Stadium.
The court was told all three were members of Rovers' "risk group" – fans identified by police as being football hooligans.
The hearing was also told that Blackwell and Paddon also boasted they were football hooligans on social networking website Facebook and had been heard chanting GHS, which stands for Gas Hit Squad, after a game.
PC Julie Hayward, a football intelligence officer for Avon & Somerset police, showed the court video footage of a disturbance at Cardiff railway station after the cup match on August 26 last year.
She said some Rovers fans had been trying to arrange a fight with Cardiff fans, so 150 of them, including Blackwell, of Sixth Avenue, Horfield, and Paddon, of St George Road, Chepstow, were kept behind after the match and taken to the railway station by coach.
PC Hayward said the fans were chanting "give me joy in my heart, keep me English" and "no surrender to the IRA" before they were driven to the station.
District Judge David Parsons was told a disturbance broke out as police were escorting the group of fans to the platform of the station. PC Hayward said: "At some point, the Bristol Rovers risk group realised there were members of the Cardiff City risk group behind a barrier at the station.
"They began to chant GHS and were trying to push police officers down the steps. Police officers had to draw their batons and hit people. They were making no attempt to get onto the train and were being very aggressive."
Detective Sergeant Michael Rourke said Sperring, of Rodborough Way, Kingswood, had shouted abuse at Leeds fans during at match at the Memorial Stadium on March 19 last year.
He said about 20 fans led by Sperring approached supporters and chanted "you left your mates to die", in reference to two Leeds fans being stabbed to death in Turkey before a match with Galatasaray in 2000.
Daniel Johnson, prosecuting, said Blackwell had used a St George's flag and the words "Gas Attack" on his Facebook page and Paddon had openly boasted of being a football hooligan on his site.
The court was told all three men had criminal convictions for football-related violence.
They were banned from going in or near the Memorial Stadium in the hours before and after home games, and barred from away games.
They were also banned from attending pubs near the Memorial Stadium on match days and ordered to surrender their passports when the England team play away matches.
District Judge Parsons said: "I'm satisfied it's reasonable to make the banning orders to prevent violence in connection with football matches.
"If you breach the orders, you will come to court and could go to prison for up to six months."

Three hours before kick-off, about thirty Lyon supporters who seated in front of a pub in the Marienplatz provoked troubles, throwing seats and tables. One Tunisian, 22 years old, who threw a seat in direction of police was arrested and will appear in front of a Court. Other Lyon supporters were arrested for using firecrackers.

Referee stopped the game during 25 minutes due to violences which opposed right-wing extremists and police. Away supporters also sung anti-semits and anti-gay songs. One man was arrested and now police will watch CCTV to identify all these supporters.

After one Taranto supporter, 34 years old, was arrested, because police though he threw a brick in direction of police before the game, 180 of the 200 away fans who made the trip refused to enter the stadium to protest. They were surrounded by police in the car park. Everything started when police tried to escort the mob of Taranto ultras who arrived without escorted maybe to confront locals. Away fans threw bricks and bottles in direction of police who, in the same time, tried to pushed back a mob of 150 locals

A Belgrade court on Wednesday sentenced a football hooligan to 10 years in prison for the attempted murder of a policeman during a football game in 2007.
The court found Uros Misic guilty of aggravated attempted murder of a policemen by trying to force a lit flare down his throat during a Red Star Belgrade game in late 2007. Misic was sentenced to a minimum prison term.
Misic, who was 18 at the time of the incident, was already sentenced to 10 years in prison in 2008, but the Supreme Court overruled the sentence and sent the case to a new trial. Misic's defence now plan to appeal to the ruling.
The case caused a public outrage in Belgrade with calls for stricter punishments of hooligans, but also pushed Red Star fans to launch a graffiti campaign calling for "Justice for Uros."
Serbia has recently seen a surge in football fan violence and the authorities promised tougher measures against the hooligans.
Last September a French football fan was beaten to death by a group of thugs and the trial against 14 of them started last week. Also last week, a Red Star Belgrade fan was wounded in a shooting during a local cup match.

FIVE men were arrested following a mass brawl between football fans ahead of a boxing night in Coventry.
Rival Coventry City and Leicester City supporters clashed on St George’s Day before the boxing event at the Skydome Arena, in the city centre.
There were 12 fights on the bill, organised by top promoter Frank Maloney, including Coventry boxers James Flinn and James Mulhern, who are both avid Sky Blues fans. Also fighting was Rendall Munroe, from Leicester, who took on Victor Terrazas from Mexico.
But before the arena even opened its doors at 6.15pm, fights between rivals from Coventry and Leicester had broken out.
She said police supported the arena’s security staff to reduce the disorder inside and outside the venue.
Officers arrested five men on Friday for actual bodily harm, common assault, violent disorder, a breach of a dispersal notice and possession of class A drugs.
Police also served at least ten dispersal notices on people, which ordered them to leave the area and not gather as a group.
Superintendent Mark Robinson, of Coventry Central police station, said they were prepared for any kind of disorder and that paid off.
He said: “We expected a large number of people in the city centre last Friday in a celebratory mood.
“Our planning and swift actions averted any potential escalation of the disorder and our officers did a good job on a difficult night.

England fan loses Portugal extradition court fight - 27/04/2010

An England football fan has lost his fight to avoid being extradited to serve a jail term for his involvement in a riot during Euro 2004.
Garry Mann, 52, of Faversham, Kent, was given a two-year term for his role in a riot in Albufeira during Euro 2004.
He had his appeal against extradition to Portugal rejected by the European Court of Human Rights on Tuesday.
Mann said he had been the victim of a witch-hunt and condemned the government handling of his case.
He said: "I am proud to be English but sad and embarrassed that this Government and its laws have not stood up for me as an English citizen.
"This has been a witch-hunt from beginning to end."
Portugal is seeking his extradition because Mann did not serve his sentence in the UK after deportation.
'Serious concerns'
Jago Russell, Chief Executive of Fair Trials International, said: "Garry Mann could be on a flight as soon as tomorrow, sent to serve two years in a Portuguese jail after what is widely recognised was a grossly unfair trial.
"It is a travesty of justice that the British courts, the government and now the European Court of Human Rights appear happy to sit back and let this happen."
The former firefighter was found guilty of rioting in Albufeira on the Algarve during Euro 2004 and was deported but was not made to serve the sentence in the UK.
His lawyers claimed he underwent a fast-track procedure which produced an unfair trial.
A British police officer described his trial in Albufeira as "a farce".
Mann has always denied the charge and Home Office officials said at the time he would not serve his sentence in the UK because there was no legislative framework to support it.
In March, Lord Justice Moses delayed his extradition pending an appeal to the European Court of Human Rights.
He said delays to the case gave him "serious concern" and "lends force to the belief that a serious injustice" had been committed against Mr Mann.
Violent clashes
He suggested the whole case was an "embarrassment", after he gave his judgment.
Violent clashes erupted between England fans and police in Albufeira, in the Algarve, on 15 June, 2004.
Mann claimed he was arrested, beaten and deprived of sleep by police, then tried and found guilty of taking part in the disturbance less than 48 hours later.
He said CCTV footage that could have proved he was in a bar away from the violence was never seen by the court and had been destroyed.
Portuguese police denied using unnecessary force against fans and mistreating those arrested.
Melanie Cumberland, acting for the Portuguese authorities, told a hearing at City of Westminster Magistrates' Court in March 2009 that Mann had been "arrested red-handed" at the scene.
