AS Roma and Inter Milan have been fined €50,000 (£42,000) each and forced to shut sections of their stadiums for one match after their fans were found guilty of racist or discriminatory chants, Serie A said on Tuesday.
Roma were ordered to close the Curva Sud section of the Stadio Olimpico where their most dedicated fans sit because of racist chants aimed at AC Milan striker Mario Balotelli during Monday's 2-2 Serie A draw at the San Siro. A disciplinary tribunal said Roma supporters chanted "The red-and-blacks are a team of blacks", referring to the colours of the Milan shirt, and persistently booed Balotelli when he had the ball. Inter Milan were also fined and ordered to shut off a section of their ground for one match because of discriminatory chants aimed at Napoli fans during Sunday's match in the southern city. The tribunal said the game, which ended 4-2 to the home side, was marred by verbally offensive chants. The ruling means Inter will play Sunday's derby with city rivals AC Milan without the support of hardcore fans who usually sit in the Curva Nord. Italian soccer authorities have cracked down on discriminatory as well as racist chanting this season, announcing automatic stadium closures as a penalty. This has angered many fans who have long traded insults. Ultras from teams including Naples have campaigned against the rules. A selection of smaller fines were also given to Napoli, Juventus, Milan, Catania and Lazio for charges including aggressive chanting and the use of firecrackers.

Olympiakos and Zenit St Petersburg will both have to close part of their stadiums for their UEFA Champions League last-16 home ties after being punished by UEFA for the racist behaviour of their fans.
Olympiakos must close the lower tier of the north stand at the Georgios Karaiskakis stadium for the last-16 first leg against Manchester United on February 25 and have also been fined 30,000 euros (£25,000).
UEFA imposed the penalties following incidents during Olympiakos' home Champions League Group C game against Anderlecht on December 10.
A UEFA statement read: "Olympiakos have been sanctioned for the racist conduct of supporters, insufficient organisation (of UEFA Safety and Security Regulations), the setting-off of fireworks and the use of a laser.
"There will be a partial closure of the Greek club's stadium - the lower tier of the north stand - for their next UEFA competition home match. They have also been fined 30,000 euros."
Zenit St Petersburg have also been similarly punished for incidents in their Champions League Group G game at Austria Vienna on December 11.
Zenit must close part of the Petrovski Stadium for the last-16 home match against Borussia Dortmund on February 25 and have been handed a 40,000-euro fine.
UEFA said: "Zenit have been penalised for the racist behaviour of fans - namely the displaying of a banner - the setting-off and throwing of fireworks and crowd disturbances.
"There will be a partial closure of the Russian team's stadium - specifically the area housing the club's ultras - for their next UEFA competition home game. Zenit have also been fined 40,000 euros."
Both clubs can appeal against the respective decisions.

Three Vasco da Gama supporters that were involved in crowd violence that marred the final game of the season against Atlético Paranaense in Joinville, Santa Catarina, have been refused bail.
Arthur Barcelos Lima Ferreira, Jonathan Fernandes dos Santos and Leone Mendes da Silva were all involved in the clashes which occurred on 8 December. They are to be remanded in custody on various charges including attempted murder, property damage and criminal association.
Judge Karen Francis Schubert Reimer said that continued detention was necessary in the interests of public order and to prevent any continuation of this kind of violence. The magistrate classified the crimes as heinous and as that which demonstrated extreme violence towards other people.
The three fans in question were captured by images assaulting fans of Atlético. The confrontation left a total of four fans hospitalised, one of whom suffered a fractured skull and was only discharged five days later.
A second investigation being run by the Santa Catarina Civil Police is looking into the stadium’s security which many claim was both inadequate and too slow to respond once violence flared. It also hopes to identify approximately 40 other fans involved in the confrontation.
Brazil's Superior Court of Sporting Justice has already ordered the two teams to play a total of 20 games away from their home cities of Curitiba (Atlético) and Rio de Janeiro (Vasco).

Among 150 held for 'attacking police'
The remaining 12 Italian fans of Rome club Lazio jailed in Poland were released Wednesday, a spokesman for the Warsaw prosecutor's office said. Around 150 Italian fans were detained before Lazio's Europa League game against Legia Warsaw last month, allegedly for attacking police who were escorting them to the stadium. Most were released in the days following the match after paying fines.

Demands Italy pay one million euros in compensation
Lawyers representing Antonino Speziale, a Catania soccer fan who was handed a definitive conviction last year in the 2007 slaying of a police officer, on Wednesday filed an appeal to the European Court of Human Rights in Strasbourg, claiming the Italian State had violated human rights and should be ordered to pay one million euros in compensation to their client. In particular, the attorneys said Italy had violated art. 6 of the European convention on human rights. "A young man was convicted for a very serious crime he did not commit, without effective evidence against him, and lost his freedom and his loved ones while his life will be forever scarred by this experience," his lawyers said in a statement. Speziale was initially sentenced to 14 years in jail in February 2010 for attacking police inspector Filippo Raciti, 38, during the Sicilian derby between Catania and Palermo. He was originally tried by a first instance minors' court because he was 16 at the time of the incident, on February 2, 2007, and then by a minors' appeals court in 2011 which cut the sentence to 11 years in jail. Last year, Italy's highest appeals court, the Cassation, confirmed the convictions but further reduced the term to eight years. Daniele Micale, 23, was also convicted for helping Speziale attack Raciti. The police inspector received fatal internal injuries as Catania fans fought police with metal bars and powerful firecrackers while trying to attack their Palermo rivals. Police said the two fans hit Raciti, who died later in hospital of liver injuries, with parts of metal pipings ripped from a stadium toilet.

A police officer was justified in using an incapacitant spray to deal with a "violent" confrontation between a large number of rival football fans, an independent investigation has found.
The Police Investigations and Review Commissioner (PIRC) concluded that the two British Transport Police (BTP) officers involved had handled the situation professionally and that the use of the spray by one of them was proportionate.
The incident happened in the Bridgeton area of Glasgow on October 22, the day of Celtic's Champions League clash with Ajax at Parkhead.
The BTP officers working at Bridgeton station heard people shouting and found a row involving a group of more than 15 rival supporters had broken out.
The men ignored repeated warnings from the BTP officers, including warnings that the spray, known as captor spray, would be used if they did not stop fighting.
One of the officers used the spray, after which point the men dispersed.
Publishing his findings, commissioner Professor John McNeill said the officers were outnumbered by the fighting fans.
He said: "I am satisfied that the officers managed the incident professionally. Had the officer not used the captor spray, there is a likelihood that the situation would have continued to escalate and place those involved, members of the public and police officers at risk."
The commissioner did, however, recommended that BTP update their procedures for using the spray in areas other than railway premises.

Brazilian police detained 19 people for their alleged involvement in fan violence that marked the final round of the Brazilian league, with some of them likely to be charged with attempted murder.
Police in three states had arrest warrants for nearly 30 people in a joint operation being called "Red Card," with detentions made throughout the day on Thursday.
Authorities used television images and photographs to identify the fans, among them a former council member in the southern city of Curitiba and at least one of the four men hospitalized after the brawl.
Three men had been arrested the day of the Dec. 8 fight, which resulted in police firing rubber bullets to disperse the crowd during the match between Atletico Paranaense and Vasco da Gama. One of the injured men had to be airlifted from the field to a hospital.
Hundreds of fans from charged at each other in the stands, throwing punches and kicks and using sticks and metal bars in the fighting. Images of the violence were sent around the world, raising doubts about Brazil's preparedness to host the World Cup next year.
"We hope this becomes a lesson to fans so they understand that the law still exists inside a stadium during sporting events," police inspector Luis Felipe Fuentes told Globo TV. "A murder attempt inside a stadium is the same as a murder attempt outside the stadium."
Authorities told a news conference in Rio de Janeiro that 12 fans had not yet been arrested by the end of the day on Thursday and were considered fugitives.
Sixteen detentions were made in Parana, two in Santa Catarina and one in Rio de Janeiro state.
Police had search and seizure warrants for the headquarters of fan groups from both teams in Rio de Janeiro and Curitiba. Officials said they seized documents and computers from an Atletico Paranaense fan group, and one of the computers contained images of past fights involving its members.
Fan groups are usually at the root of stadium violence in Brazil, with many fights pre-arranged on the Internet. Government officials, including Brazilian President Dilma Rousseff, have been calling for more strict punishment for those caught in fan fights inside stadiums.
The match was played in Joinville instead of Atletico's base in Curitiba because the club had already been punished because of fan violence.
Last week, Brazil's sports tribunal said Atletico Paranaense will have to play 12 matches away from home next year because of the fighting. The tribunal also said Vasco will have play eight 'home' matches away. Both clubs will have to play half of the games in empty stadiums. Atletico Paranaense was also fined about $50,000 and Vasco nearly $35,000.
This week, Japanese automaker Nissan dropped its sponsorship of Vasco because of the fighting, saying the violence was "incompatible with the values and principles supported and defended by the company across the world." The planned four-year sponsorship deal had been signed in July.
A four-time Brazilian champion, Vasco lost the interrupted game 5-1 and was relegated to the second division for the second time in five years. Atletico Paranaense finished third in the 20-team standings.

A MOTHERWELL and a Celtic fan, aged 16 and 23, were arrested in yesterday's early morning raids. And police warn there could be more over the Christmas period.
POLICE yesterday launched a series of dawn raids against thugs who disgraced Scottish football at the Fir Park shame game.
Two men were arrested as officers warned the yobs responsible for appalling scenes at the Motherwell-Celtic match: “We’re coming to get you over Christmas.”
The police chief leading the investigation said they planned to swoop on the homes of a further 20 fans.
And Superintendent Glen Bland warned there could be many more.
He said: “This is just phase one. It is an ongoing operation and it will continue over Christmas.”
A Motherwell and a Celtic fan, aged 16 and 23, were arrested in yesterday’s early morning raids in Lanarkshire and Glasgow.
Celtic fans at the December 6 match let off smoke bombs and flares. Two smoke bombs were thrown on to the pitch.
Renegade Hoops supporters, sitting next to a Green Brigade banner, ripped up 200 seats in the South Stand.
And police were forced to separate fans from both clubs outside the stadium as they tried to fight each other.
Detectives have been examining CCTV footage, TV coverage and internet video of the carnage, as well as taking statements from ordinary fans disgusted by the hooligans’ behaviour.
Officers had already arrested five supporters from both clubs, aged 16 to 21, and two suspects have appeared in court.
But yesterday marked the start of a new chapter in the operation.
Supt Bland said: “We are looking at both camps and we will not tolerate this sort of criminal behaviour.
“The majority of fans are decent, hard-working people. We are looking at 20 people at the moment but we are still trying to identify others who were involved.”
Celtic condemned the Fir Park scenes and suspended 128 supporters from all their games in response.
The club also effectively disbanded the Green Brigade by cancelling the season tickets of 250 fans in Section 111 at Parkhead and offering them seats elsewhere.
The club were fined £42,000 by UEFA last week for a Green Brigade banner display linking William Wallace and IRA hunger striker Bobby Sands.
The stunt at last month’s Champions League game with AC Milan was the latest in a series of protests by the “ultras” group.

A judge has warned courts will not tolerate hooliganism after 17 Chesterfield FC supporters were fined and banned from games following trouble during the club’s clash with Mansfield.
Chesterfield magistrates’ court heard this week, how the fans admitted disorderly behaviour during a fracas at Chesterfield FC’s 0-1 home match defeat against Mansfield on September 28 in League Two.
Police CCTV footage from inside the ground showed a section of the Spireite fans in the north-west corner of the Proact Stadium gesturing, goading and surging towards Mansfield fans and later footage outside the ground showed police struggling to keep both sets of supporters apart as they tried to clear the area.
District Judge Andrew Davison was appalled to learn a terrified woman motorist and her young child had become surrounded and trapped by a baying mob that had flooded on to Sheffield Road outside people’s homes and shops.
Mr Davison said: “Courts in Chesterfield will not tolerate this kind of behaviour. That lady was surrounded in her car and it must have been exceptionally frightening for her and her daughter.
“Ordinary people would have been fearful of this behaviour on a main road outside a football ground.”
The CCTV footage played in court showed Chesterfield FC fans gesturing towards Mansfield fans and goading them while banging on advertising boards as they shouted and surged forward before being held back by police.
Mansfield fans were also disruptive but not to the same degree as Chesterfield FC supporters, according to police.
Mr Shaw explained motorists could not get along Sheffield Road because it was blocked with chanting supporters.
Some of the offenders were identified and traced from police images and some handed themselves in after seeing their pictures in the press.
Mr Davison added: “It was exceptionally, unsatisfactory behaviour from both sets of fans.”
He added: “This type of very frightening and very violent disorder is not a frequent happening in Chesterfield. It was totally unacceptable.”
The 17 Chesterfield FC offenders who pleaded guilty to disorderly behaviour in a public place were fined hundreds of pounds.
They were each given football banning orders of three years, apart from one offender who received a five year ban.

Thirty-three football fans of Sofia's bitter arch rivals Levski and CSKA were detained Thursday ahead of a Bulgarian Cup game between the two teams, the interior ministry said.
Two of the supporters were arrested following a fight near the stadium, while the rest were detained for possession of drugs and for carrying knives and smoke bombs, which are banned in Bulgarian stadiums.
Police also repeatedly prevented fans from clashing on their way to the game, the ministry added in a statement.
Levski and CSKA, third and fourth respectively in the Bulgarian league, are the country's most popular teams and traditional arch-rivals, whose fans frequently organise fights in and outside stadiums.
In October, supporters even threatened attacks against a growing number of immigrants in Sofia suburbs, prompting police to bolster security around their shelters.

Cops hurt during football clash
Four policemen were injured Wednesday night when the football match between JCV Cuijk and MVV in Cuijk, Brabant ended in a violent brawl with angry fans.
One officer got a fist to his nose, one was hit in the face with a bottle and another sustained a wound when a barrier fell on his foot. The fourth officer was bit by a police dog. A 38-year-old MVV fan has been arrested; police say more arrests are likely. The KNVB champions match between the competing clubs (MVV is from Maastricht) had apparently been heated from early on, prompting police to send reinforcements to the stadium. MVV fans were spotted setting off firecrackers and causing damage to the stadium. JCV ended up losing the match 2-1, after which the fans clashed with the police officers. During the ruckus that saw the four officers injured, one MVV steward was knocked unconscious. JCV fans threatened MVV trainer Tiny Ruijs (who hails from Cuijk). He was shocked. “We will slit your throat and burn down your house. Those were terrible statements,” Ruijs said. He said his wife has been assaulted in her car after the game, following which police posted units in front of his house for the night. Police were able to quell the the disturbances and escort the MVV supporters safely to their buses. Ruijs meanwhile canceled this morning’s practice.

Three men were remanded Friday in connection with an outbreak of football violence during the Digenis Oroklini – APOEL Cyprus cup match. The suspects, aged 22, 23 and 24 were arrested outside Oroklini Stadium on Thursday. The court heard that a group of around 50 APOEL supporters attempted to enter the stadium without tickets. When they were stopped by stadium staff the hooligans began pelting them with rocks. Eight policemen intervened and were attacked by the hooligans who in the meantime had armed themselves with wooden clubs and glass bottles. The officers were all admitted to hospital with minor injuries while one members of the force received 18 stitches for a cut to his head. The case investigator said the suspects had been positively identified as part of the mob that attacked the officers. Further arrests in the case are expected to take place.

About fifty angry Sochaux ultras blocked the bus of their own players in front of the stadium. Then, it was insults, home made bombs and banners so police used tear gas to disperse them after a dozen of minutes.

Supporters from both teams clashed during this indoor tournament played in Wittenberg. Authorities said about a hundred troublemakers came from Leipzig. Finally, 13 people were wounded during these troubles, including four policemen. Police used pepper sprays and their truncheons.
