Serbia: Changes in law to ban hooligans from matches - 01/12/2009

Justice Ministry State Secretary Slobodan Homen says changes and additions to existing laws will make sanctions for violence at sporting events more severe.
He told Belgrade daily Danas that the draft law for preventing violence at sporting events has been given to the government, adding that it will be on the parliamentary agenda in early December.
The changes in the law are expected to take power on January 1, 2010.
“The new laws will introduce automatic punishment of 30 to 60 days in prison and fines for all hooligans who are convicted offenders if they do not contact the police administration before a match,” Homen said.
He added that pitch invasions will be treated as a crime and will lead to prison sentences and bans from attending future sporting events.
“These additions and changes will take care of the issue of the hidden identities of some supporters,” Homen said, adding that there will be prison sentences and fines handed out to those hiding their faces with scarves and similar articles of clothing.
He said that clubs will be fined for not securing areas for referees and places where people who are violating rules at sporting events will be taken into custody.
Clubs will also have to secure video surveillance and hand the videos over to the Interior Ministry (MUP).
According to the draft law, one person will not be able to buy more than seven tickets. There will also be numbered tickets sold for seating, so that there will no longer be standing areas in the stadiums.
The new law, if adopted, “will prohibit the sale and consumption of alcohol at sporting events and within a kilometer radius of the arena or stadium in Belgrade, Kragujevac, Niš, and Novi Sad,” Homen stated, and explained that in other towns the distance will be 300 meters.

Austria Vienna could be in trouble with UEFA after its fans caused play to be held up for 20 minutes by launching fireworks onto the field to protest two contentious goals.
The Austria Vienna-Bilbao match was interrupted in the 67th. Fans yelled "Schiebung" (swindle) because Athletic Bilbao's first goal benefited from an offside decision and the second goal came from a free kick which they thought was wrongly awarded by Norwegian referee Svein Oddvar Moen.
Fans also launched fireworks and jumped into onto the field to protest the two contentious goals.

Troubles at the end of the game
About fifty supporters from the east stand were angry and threw seats in the pitch.
After the game, they set fire at a small pub inside the stand and some of them tried to forces gates. Police used pepper sprays but troubles continued outside the stadium.

Supportes of serbian team caused troubles during their Euroliga game played last week so Partizan was fined for a total of 15.001 € because their fans threw missiles in the pitch before and during the game against Olympiakos.

Very good mob for this game against BBB...We mobbed up at 2pm in our pub...before that appointment, 5 Dinamo lads entered the pub and announced their venue before the game...Same thing in the city center where a small local mob talked to other BBB who also announced their venue in near the pub. At 2pm, local mob was present with 70...at 4pm, about 140 and later, 300 (only Anderlecht, no Ajax but only a few private friends). Our young spotters tried to find BBB mob and they finally found them: a mob of 40 lads armed with bottles and other missiles...and they're marching to our pub...we took the road and we charged them and they trew their missiles. We continued and a few violent toe-to-toes erupted but due they were totally outnumbeded, Dinamo mob finally ran away... We ran after them for 2 kilometers and some of them received punches.
Respect for their action because they were outnumbered but we must admit we're a little bit disappointed only a very small mob came to Brussels (we heard only 100 top-lads were there, including 20/30 old faces).
At the end of the day, skirmishes occured with local police as we tried to confront BBB mob who was escorted back to the tube station.

Before the game, a thousand of supporters blocked the Stuttgart players' coach so police with horses intervened to restore the situation. After the game, about 3000 people mobbed up outside the stadium because they were angry about the bad results of their team. Police said about 400 ultras were very agressive so they needed to baton-charged them and using pepper sprays as they were pelted with missiles. Two policemen, including a woman, were injured. Three men were arrested.

Fights occured in the away stand in Bordeaux, this Saturday night. These troubles opposed both Parisian mobs, from Boulogne stand against Auteuil stand. It seems everything started when, at the beginning of the game a flag with a celtic cross was seen inside the stand.

England: Man arrested over Bent abuse claim - 01/12/2009
A man was arrested on suspicion of racially abusing the mother of Premier League striker Darren Bent, police said on Tuesday.
The Sunderland player's mother was allegedly picked on by a Black Cats fan in a pub following the side's 1-0 defeat at Wigan on Saturday.
The England man wrote about the incident on his Twitter page, saying: "So we get beat by Wigan and to make matters worse my mum gets racially abused by a SUNDERLAND fan.
"I won't stand for that."
Greater Manchester Police and their counterparts in the Northumbria force launched a joint investigation.
A 26-year-old from Chester-le-Street, County Durham, was arrested at 6.50pm on Monday, Northumbria Police said.
The force said the man was arrested on suspicion of racially aggravated harassment at an alleged incident in Wigan on Saturday, on behalf of Greater Manchester Police.
He was released on police bail until January 12.

Rome derby suspended for 10 minutes
The Rome derby between AS Roma and Lazio was suspended for nearly 10 minutes during the first half Sunday due to exploding firecrackers in the stands.
Referee Nicola Rizzoli stopped play in the 13th minute, and explosions continued during the suspension.
After the suspension and when play had resumed, an announcement was made in the stadium asking fans to behave, but the explosions continued throughout the match.
No goals were scored before the suspension. Roma won 1-0 with a 79th-minute score from Marco Cassetti.
About 10 people were stopped by police in incidents outside the stadium before kickoff, the ANSA news agency reported.
In 2004, the Rome derby was stopped three minutes into the second half when a false rumor spread through the stadium that police had killed a boy outside the stadium, sparking riots.

Last Sunday evening a number of Chelsea and Arsenal fans were involved in a fracas at Mitcham Eastfields station in Surrey, and police are appealing for witnesses so they can apprehend the hooligans.
It seems the fight started on the 20.36 from Victoria and then spilled out into Mitcham stations, and then out onto the street.
A police spokesman, Detective Constable Darren Stenning, said: “We believe the two sets of fans exchanged words on the train as the 8.36 London Victoria to Dorking Southern service pulled into Mitcham Eastfields.”
“We believe a number of people on board the train and at the station witnessed this incident, including mothers with young children who had to move to avoid the fight.
“It’s extremely important that we build a clear picture of what took place. If you were on the train or at the station and witnessed the incident then I urge you to come forward and talk to us.”

The Belgrade District Court sentenced a Rad FC fan to 30 years in prison for the murder of a supporter of another Belgrade club, Voždovac FC.
Judge Branislav Blažić said Bojan Hrvatin was found guilty, and explained that the sentence was appropriate considering the gravity of the crime and the personality of the accused.
Hrvatin killed his victim, Bojan Majić, in August 2006, by stabbing him three times with a knife, in a train in the Belgrade suburb of Rakovica.
The judge said the attack on the train, which transported the Voždovac fans, was premeditated.
Three other Rad supporters received sentences from one to three years in prison for their role in the deadly incident.
They boarded the train armed with knives, iron bars and rocks.
The verdict yesterday was delivered in the presence of a large number of court security officers.
Friends of late Majić were exchanging words with the accused afterward, and objected to what they saw as lenient sentences received by the three other convicted Rad hooligans.

Staines Town FC fans arrested for affray at Millwall replay
Four Staines Town supporters were arrested and detained by the Metropolitan police on Wednesday December 9 during the second leg of the FA Cup game with Millwall.
Fans posting on the Staines Town internet forum described seeing a few Staines fans making 'cut throat' gestures to the Millwall fans, before they were approached by the stewards.
Friends then get involved and got into a fight, punching the stewards and police officers before one man was dragged and fell down ten flights of stairs.
A spokesman for the Metropolitan Police said: "We can confirm that police made four arrests in the middle of the Millwall game versus Staines.
"One man was arrested for assault and affray and was ejected from the ground while three others were arrested for affray."
The spokesman said the men were being held in South London police station and were waiting to be interviewed on Thursday 10.
He added: "We will be looking at CCTV later on. It looks like stewards were trying to detain a man for making gestures. When he was leaving of his own will some fans took exception to this and got arrested."
The Swans lost 4-0 the Millwall at their home ground The Den.
But fans posting on the forum have said these men were troublemakers and non-regulars to the Wheatsheaf Lane matches.
Mark, a guest on the site, said: "The individuals fighting were certainly not Staines supporters and the whole group they where with seemed to be there to cause trouble.
Sadly this brought a sour end to a wonderfully memorable cup run. We have made many friends along the way and I sincerely hope that no Millwall fans thought ill of us tonight as true Swans fans are completely the opposite of that.
"I was right near the incident and it was extremely disturbing and upsetting to myself and all the regulars."
Other fans commended the police for bringing the solution under control, and the Millwall players for the game.
But a Millwall fan, named Matt, said the fight didn't reflect on Staines,
because: 'whenever we get fans from just about any club coming to The Den you normally get a moronic element. They aren't there for the football, just for the reputation and the aggro.'
Chairman of Staines Town Alan Boon said if it comes about that the fans were in the wrong they will be banned from the club.
He said: "In 38 years we have never had any trouble, but as soon as you get more than 300 fans going to a game, with non-regulars tagging along because of the high profile, they start getting trouble. It is not what Staines Town wants. It seems like some idiots had too much to drink."

Football hooligans, or so-called “casuals”, from Lincoln are descending on Nottingham this Saturday, December 5th, for the English Defence League (EDL) demonstration, according to the EDL Lincoln Division Facebook page — an event which could lead to violent clashes between anti-fascist protesters and the EDL.
The event on Facebook currently has 90 confirmed attendees from Lincoln.
According to the group: “[The EDL] are not racist, but we want Islamic extremists off our streets!” However, one of the group’s administrators has written on the wall saying: “Let’s be out in force and do Lincoln and England proud, and show these Muslim scum we shall never surrender! For Queen and country.”
The same person has posted a link to a petition which advocates the banning of Islam.
Another member of the group made racist comments underneath a photo of some Asian men, saying: “Some nice people get let into the country… can’t believe the immigration system… all they do anyway is sell drugs and rape white women.”
A picture of a flag bearing the name of Lincoln’s gang of football hooligans, the “Lincoln Transit Elite”, has been uploaded to the page. Another picture of a flag uploaded includes a tribute to fascist organisations such as the BNP, National Front, and Combat 18. More pictures depicting football hooliganism, alongside pro-Loyalist images, have also been uploaded.
Lincoln Socialist Students society has organised a coach for people wishing to attend Saturday’s counter-demonstration in Nottingham.

International missions in Serbia and a media watchdog expressed concern Wednesday over death threats that an independent journalist has faced from extremist football hooligans.
The Organization for Security and Cooperation in Europe, the European Union delegation and the Council of Europe said they are "deeply concerned" about the threats to journalists who address important and sensitive issues.
Brankica Stankovic, from B92 Television, has received dozens of threats since she reported last week about unpunished crimes allegedly committed by members of nationalist-backed football fan groups.
Those groups - which have close ties to far-right groups and paramilitaries who fought in the Balkan wars of the 1990s - are widely blamed for a series of recent attacks on liberals, gays and foreigners in Serbia, including the fatal beating in September of a French Toulouse fan.
Stankovic has reported that hooligan leaders are suspected of numerous crimes, including drug trafficking, attacks and even murder, but that they remain free.
The South East Europe Media Organization also condemned the threats, urging the government to "take extra precautions and measures to protect the Serbian media, in particular investigative journalists who play a crucial role in a democratic society."
Serbian police have detained seven people over the threats.

Really surprised to see 80-90 Ultras Sur in Marseille at 11am, to 6pm. We never thought they will be there.
After 7 hours in the city center they moved in a pub near the Mc Donald and the police station. They fronted 20 people, not ultras and not lads but local chavs. No, Ultras Sur were there, but nothing on local side.
