Police are calling for tougher powers to tackle the problems caused by football hooligans.

Banning orders were introduced in England and Wales in 2000 to prevent convicted troublemakers from travelling to matches at home or abroad.

Scottish ministers are now looking at a similar crackdown, in the face of a comeback by football "casuals".

Strathclyde Superintendent Kenny Scott said keeping thugs out of grounds would have a "tremendous effect".


Rivalry between Rangers and Aberdeen has led to some of the worst violence in Scottish football.

Supt Scott told BBC Scotland's Frontline programme: "The introduction of banning orders would be the single most effective tool that we don't have at present in our armoury in dealing with hooligans and persons convicted at football matches."

He said: "What a tremendous effect that would have in stopping people who are intent on disrupting the enjoyment of the normal everyday punter."

As many as 200 police can be on duty for category A matches - those which need the highest level of security.

An undercover officer said: "On match days I am sometimes employed as a spotter, gathering real-time intelligence from licensed premises, pubs or train stations.

"We go out in plain clothes looking for ringleaders from the hooligan groups concerned.

"Once we find them, from their demeanour we can usually tell whether something's planned or not. They'll be agitated on their mobile phones."

'Mob' pub

One casual admitted: "You live and breathe it. You know, you could be sitting in a pub with your wife and thinking this would be a good pub to bring a mob to."

Football hooliganism author Dougie Brimson said: "The big thing, and it's the point everybody misses when they are talking about hooliganism, is that it is the best fun to go to the other end of the country with a group of your mates.

"You drink loads of beer, abuse policemen, fight with other lads, fight with local police and come home. It's just the best buzz.

"There are those who will go purely for violence but they are the sort of guys who are just violent.

"For the most part it's about clothes, bravado, football, messing about, getting drunk and having the odd row."

Injured officers win compensation - 02/12/04

Eight police officers who were injured during fan violence at a football match between Manchester City and Millwall will share £56,000 compensation.

The officers, who had not been given riot gear, had tried to form a human barrier between rival fans at City's old Maine Road stadium in 1999.

They claimed there had been "woefully inadequate planning and policing".

The cash was agreed in an out-of-court settlement with Manchester City FC and Greater Manchester Police.

The six male and two female officers suffered serious back, limb and neck injuries.

'Trouble expected'

One officer, WPc Carolyn Hargreaves, was hit in the face by fans and had pieces of broken chair smashed over her.

The officers said trouble had been expected at the match on 6 February after fans clashed at the preceding fixture at Millwall's New Den ground in south-east London.

Ms Hargreaves said: "There was a history of violence between the City fans and Millwall supporters but they were still sharing a stand and we got caught in the middle, with too few officers trying to keep them apart.

"For me it was never about the compensation but to try to ensure that officers like myself were never placed in such a situation again."

No-one was immediately available from Greater Manchester Police or Manchester City to comment.

10 arrested after soccer brawl
A gang of Swedish soccer hooligans ran amok in downtown Oslo during the night after their team, Djurgården, lost a Royal League match against local squad Vålerenga. The hooligans attacked victims at random, and at least one man ended up in the hospital.


Police apprehended 10 of the alleged Djurgården fans after finally gaining control over the brawl.

Police told Norwegian Broadcasting (NRK) that at least some of them were known for causing trouble before. They called the hooligans "casuals," a term used for soccer fans who launch attacks after matches without wearing any clothing related to their team.

Most of the fighting occurred just outside Oslo's central train station after starting in a nearby subway station.

After minifootball(footzal) derby Spartak Moscow-CSKA Moscow there was a fight in the "Pl.I'licha" metro station between young hooligans of Spartak -(U.T.F., Moscow Offensive Band, Simple Boys)-38 lads versus CSKA youth- Hunters ~30-35 hools. In the first clash firstline of Hunters was broken,from both side fought about 10 lads,and then Spartak chased them before "m.Rimskaya".Full fair play on both sides-no weapons.Red-Whites have won...

Four charged over match violence - 07/12/04

Four people have been charged following violence at Millwall's cup game against Liverpool last month.

James G******, 26, and Gary W***, 23, both of Anfield, Liverpool, and Anthony P*******, 41, of Dingle, Merseyside, are charged with violent disorder.

James H*******, 18, from Kirkdale, Liverpool, has been charged with affray following the south-east London club's Carling Cup defeat on 26 October.

All four are due to appear at Greenwich Magistrates' Court on 10 December.

The Football Association has launched an investigation into the violence in which riot police were called to the New Den, in Bermondsey.

During the clash 68 seats were ripped up and two supporters of each team were thrown out, the stadium's security chiefs said.

Derby County-Nottingham Forest : Hooligans warned ahead of derby - 06/12/04

Known hooligans have been sent warning letters ahead of the game between Derby County and Nottingham Forest.

The two sides meet at Pride Park on Saturday. Derbyshire Police are urging fans to behave after 28 arrests were made in last season's fixture.

They have sent letters to troublemakers who link themselves to both clubs to warn them about their conduct.

Match commander Superintendent Mike Usherwood said disorder would be dealt with in a "swift and robust" way.

'Passion and atmosphere'

The match, which kicks off at 1pm, is expected to be a 31,000 sell out.

Superintendent Usherwood said: "Saturday's game at Pride Park should be something to look forward to but it's a sad fact of life that there is this minority who attach themselves to both teams with the aim of souring things and attempting to cause trouble.

"Both sets of fans have already shown this year that they come together amicably when Brian Clough's memorial service was held at Pride Park and everyone involved would hope the same can be said of the forthcoming league match.

"We want the match to have all its usual passion and atmosphere.

"The message for those people intent on causing violence or disorder is that you will be dealt with in a swift and robust manner, you will be arrested, brought before the courts and we will seek to gain banning orders against you where appropriate."

People on bail for a football-related offence or subject to a club ban remain barred from both Pride Park and Forest's City Ground, following the introduction of the initiative for last season's corresponding game.

Football riot conviction quashed - 10/12/04

A man found guilty of being involved in a riot after a Cardiff City football match has had his conviction quashed at the Court of Appeal in London.

In July, Robert Moore, 37, was handed a 12-month jail term after being found guilty of violent disorder at Cardiff Crown Court.

He was alleged to have been involved in violence towards West Ham fans going to Cardiff station in September 2003.

The three judges at the Royal Courts of Justice declined to order a retrial.

At July's hearing, a policeman had told the court Mr Moore had been involved in the trouble.

But Mr Moore's lawyers told the hearing in London that their client had been shown on the "periphery" of disturbances on a police video, but was not shown taking part.

He admitted being present near Penarth Road where the violence took place, but said he lived nearby and, while drinking in the Grange pub, had received a call from his scared wife, and was making sure she was all right.

Lord Justice May, sitting with Sir Charles Mantell and Mr Justice Beatson, ruled that this inconsistency should have been pointed out by the trial judge.

Mr Moore, from the Grangetown area of Cardiff, also had a six-year football banning order against him quashed.

History of violence

The Court of Appeal also considered the case of Nils Arnesen, from Butetown in the city, who had been handed a four-year prison term for his part in the riots.

But Lord Justice May said the 37-year-old could not complain with the sentence.

He said Arnesen, who had a long history of violence, had been "at the heart" of the incident.

In July, six men and a youth were sentenced to more than nine years in jail after the incident.

Judge David Wynn Morgan said it was "one of the most serious cases of public disorder seen in south Wales for many years".

Lazio given stadium ban over racist fans - 12/12/04

Lazio will have to play their next European home game behind closed doors following racist abuse by their fans, UEFA has announced.

Real Madrid have also been fined 9,780 euros (6,760 pounds) on Friday after racist behaviour by some of the club's fans during a Champions League match against Bayer Leverkusen last month.
European soccer's governing body said Lazio's one-match ban was imposed for "racist abuse and crowd disturbances" during the UEFA Cup match against Partizan Belgrade on November 25.

It said on its website that the trouble had included "missile throwing and flares being set off, clashes with police and a stabbing incident".

Lazio, who have been punished three times for racism offences, were knocked out of the competition in the group stage earlier this month, so the ban will be carried over to the club's next European campaign.

Partizan were fined 5,200 euros after their fans threw flares during the 2-2 draw at the Stadio Olimpico.

The incidents at Real's match against Leverkusen in the Bernabeu on November 23, when fans were seen making Nazi salutes came and abusing the German club's black players, came just days after England players suffered "monkey chants" in a friendly against Spain in the same stadium.

Before the game some 120-140 Lads were in a bar at the Schwedenplatz...Ob was thinking that we all would take the Underground there but we went to Stefansdom and there we took the U-bahn! We took an alternative route to teh stadium. OB was following 30 lads who went with an other train and so we were free with +-100 lads. We came out the Underground about 2 km from the stadium...and passed a bar of Vienna-fans! There was some trouble and the window was smashed out...Viennalads then used teargas and used an alarmpistol(!)
The group was splitted...and some 20 lads were at front when we reached the stadium. At a corner at 500m from the stadium there was a small openair bar and there were about 50 hools from Vienna who attacked the Bruggelads...we had to make a run cause they were also trowing bottles! At the stadium we could rejoin eachother but coppers were there...
After the game the whole group was up for revange! While all bruges normal fans were going to the parking, we took a small way trough the park without coppers with us! At the corner the Viennalads were attacking the Bruggefans at the parking. We kept silence and marched to them...at 10 m of them, they had not seen us and then we went for it! What a suprise attack !
But coppers were also there and could split up the two groups with dogs etc !
So we went back to the Schwedenplatz and had all another beer ! Great day !!

For this game, about 30 Utrecht youth made the trip to Arnhem. They took the road of a local pub where a 1 or 2 minutes fight occured with locals.

Twenty-eight members of the Bande Basel gave an appointment to 70 Hardtrumfront members in the city centre. These last ones (50) were joined by 20 Karlsruhe lads.
When both sides were in a face to face, Bande Basel charged Zurich firm without any police presence. The fight took place for 10 minutes and on local side, only Germans stood their position. Finally, Basel charged and locals ran away.
As police forces had many news about this fight, Bande Basel came back to Basel without going to the stadium.
In the same time, the train with 600 Basel ultras arrived in Zurich but 600 policemen stopped the train before the city centre.
Basel ultras were charged by cops who used flash balls. All fans were transfered to a military place and released at 2 or 3am.
Finally, 427 fans were attested, including children and women.

Young Boys Bern - FC Zurich - 05/12/04

About 80/90 fans from Young Boys and FC Zurich, most of them from the hoolie-scene, fought together before the game. They fought near the train station so far away from the stadium.
The agreed fight took place for 10 minutes and at the end of these events, both firms joined the stadium together.
Police, who were not on the place, try to find someone who saw the scene.
At the end of the game, other troubles took place, where 3 fans were arrested

For this high risks game, Modena ultras, when they left their train, took the local stand direction. When they arrived near the stand, police forces made an line. When locals saw that, they (40) tried to attack visitors but they were pushed back by cops, who used lacrymos.

Riots in Barletta train station - 05/12/04

A fight occured in the Barletta train station at 9pm when Bari ultras waited the Venezia ultras train (they played in Bari). The first incident erutped when these 30 Bari fans saw +- 20 Pistoiese ultras (friends with Venezia). When the train arrived, Venezia lads joined their friend and attacked Bari fans (who previously used belts) who had to ran away.

Basel criticise Zurich police over arrests - 06/12/04

Swiss club FC Basel have issued a public complaint against Zurich police after the weekend arrest of around 300 fans.

Officers from Zurich's city police force made the arrests on Sunday, shortly before Basel's 3-2 win at Grasshoppers Zurich.

In a statement released on Monday, Basel described the police action as "indiscriminate", claiming that many of those arrested were children, minors and parents.

The club said several fans had been handcuffed and detained until past midnight without being allowed to contact anybody.

Most of them, the club added, had been arrested simply because they were travelling on a train specially designated for football fans.

Zurich police told Reuters they would respond to the Basel claims later on Monday.

The Swiss football league has been trying to fight a recent spate of hooliganism among the country's soccer supporters, and recently voted in a proposal to make clubs responsible for the behaviour of their fans at away matches.

Under new rules, clubs can face fines, have points deducted or be forced to play matches behind closed doors if their fans behave violently.

The league has also pledged to tighten security at matches under the new regulations which are due to come into effect after this season's winter break

At 7pm about 50 Russians walked near the Porte de St Cloud. At this time, only a few Parisian casuals were present. With a few fans they tried to given an opposition but most of them were pushed back and the rest received punches. In the same time about 20/25 other local casuals spotted in a pub, situated 500 meters far away from this action, so they arrived in the place in front of 30 Russians who wanted to have a dance. As both sides were really up for it, police forces were outnumbered. Russians tried to force the police line and a good confrontation took place. Parisians tried to attack Russians behind the police line: 30 Russians versus 40 locals joined by 20 fans. Both sides charged. Russians used belts, glasses etc...when a Russian used a firecracker locals had to retreat but came back a few seconds after. Many lads lied on the floor and police forces arrived to calm down troublemakers.
At the end of the game, 30 locals waited for another confrontation but Russians were escorteed back by police forces.

Prior to the game, local RRN members, joined by 5/6 Cagliari friends, attacked 2 vans of Brigata Carolina members. A Napoli fan was injured and another was stabbed when a large local mob (+100) attacked a few (15) visitors at the entrance of the stadium.
Inside the stadium, a Napoli fan invaded the pitch to attack local players.

Riots on an italian highway - 08/12/04

A violent fight took place on the highway near Genoa, opposing Novara ultras to Pavia ones. Both sides, on their road to games in Toscana, fought together. A Novara fan was injured.
