Scotland: Following Raith Rovers - Dunfermline - 30/12/2012

Football derby fans nabbed by CCTV
THREE football fans have been arrested in connection with disorder before last month’s Fife derby match at Stark’s Park.
Police confirmed the arrests this week following investigations into a disturbance on Links Street, ahead of the Raith Rovers v Dunfermline Athletic game on November 17.
Two groups of rival supporters were involved in the incident, enroute to the match.
Officers intervened to prevent the incident, which involved a number of men, from escalating.
One person was arrested at the time, with investigations continuing to identify others involved.
Officers from the Football Co-ordination Unit for Scotland (FoCUS) were deployed on the day and captured the incident on CCTV. It was this footage which has assisted Fife Police and resulted in two more men being arrested.
All three men will be subject to reports to the Procurator Fiscal under section one of the Offensive Behaviour at Football and Threatening Communications (Scotland) Act 2012.
Superintendent Dougie Milton, head of Fife’s community policing division, said: “Our positive actions show that we will challenge the disruptive behaviour of these alleged football supporters and apprehend and report these individuals.
“With the full support of the Procurator Fiscal, we will be looking to secure Football Banning Orders for all involved and send out a clear message that threatening behaviour and violence at or enroute to matches will not be tolerated.”
Further arrests are anticipated as enquiries continue.
A spokesman for Raith Rovers said: “We support all initiatives focused on ensuring spectator safety.”
A spokesman for Dunfermline Athletic added: “We are hoping that our fixture against Raith on January 2 will be a good natured affair. Any anti-social behaviour will not be tolerated.”

Celtic supporter banned from attending away matches following IRA chant charges
THE fan has been banned from away games after he was charged with singing pro-IRA songs during the club’s clash with Dundee.
DION MCLEISH, 19, was accused of singing a song supporting a terrorist organisation during the Boxing Day match.
The SPL game at Dens Park in Dundee was marred by disturbances.
Hoops season ticket holder McLeish was one of four fans arrested in the Bob Shankly stand. A fifth supporter was reported to the procurator fiscal.
Witnesses said the scenes were a “throwback to the 70s” and claimed fans and stewards were abused as some drunken Celtic supporters fought among themselves.
Celtic chief executive Peter Lawwell apologised to the Dark Blues over fans’ behaviour, and vowed to identify everyone involved.
Appearing from custody at Dundee Sheriff Court, McLeish was also accused of engaging in behaviour which would be likely to incite public disorder.
And he faced a charge brought under the new Offensive Behaviour at Football and Threatening Communications Act.
It stated he had carried out the offences while on bail granted by Glasgow Sheriff Court on December 17 – just nine days before the match.
McLeish, from Clydebank, denied the charges and was released on bail on the condition that he does not attend Celtic away matches before his trial in March.
It was unclear if Celtic will take any action against the fan ahead of the trial. A spokesman said: “We have to investigate this further.”
After the game, Dundee FC operations manager Jim Thomson partly blamed the 7.30pm kick-off time on Boxing Day for the trouble.
He added: “The situation was almost unmanageable and I have never seen so many people drunk.”
There are fears of more trouble when Thursday’s Edinburgh derby begins at 7.45pm.
Lothian and Borders Police said they will be out in force, adding: “We would urge anyone watching the match to enjoy themselves, but ensure they do not ruin the occasion for anyone else.”

Denmark : “Disruptive elements” target of new football safety rules - 12/12/2012
Source : http://cphpost.dk
New initiatives will require hooligans to stay further away from stadiums during away games and give police power to demand that clubs take better precautions
Police, the Danish football association, fan clubs and the Justice Ministry announced today a list of 21 initiatives aimed at combatting hooligans.
Due to be presented to parliament this spring, the proposal would give police more power to set safety requirements at stadiums and demand more safety stewards. And, in an effort to keep out black-listed supporters, stewards will be provided with photographs and details of individuals listed on the so-called ‘hooligan register’, 72 hours before kick-off, instead of the current 24 hours.
“The goal is to tackle the disruptive elements without also infringing on people that simply want to watch a football game,” the justice minister, Morten Bødskov (Socialdemokraterne), said.
Police have blamed a lack of stewards at games for the frequent incidents involving fireworks and other disruptions. Last week, over 1,000 Brøndby supporters invaded their club’s pitch after beating rivals FC Copenhagen 1-0 in the quarter-final of the league cup, leading to confrontations with away fans before police clad in riot gear stepped in.
Speaking to Berlingske newspaper, Bødskov said the police’s ability to require more stewards would help prevent incidents like these, though the move could lead to burdensome extra costs for football clubs.
Experience shows that one of the most effective ways to prevent disruptions at games is to keep unruly fans away from stadiums and under the new rules anyone listed in the hooligan register will be banned from away games and also have to stay out of the new three kilometre exclusion zone surrounding the location of the match – the old exclusion zone was only 500 meters.
Anyone caught participating in violence at games will immediately be placed on the hooligan register which currently only counts 66 individuals.
Thomas Christensen, chairman of Divisionsforening, the association of football clubs, added that while the vast majority of supporters felt safe at matches, a small disruptive element keeps many from attending.
“That is why we are incredibly happy about the plan that focuses on a small core that acts unacceptable outside stadiums,” Christensen said. “We are happy that the police and stewards will be given better tools to ensure a safe football experience.”
Police will be given more power to prevent disruptions at football games, such as last week's pitch invasion at Brøndby

Sunderland fans walk out in protest over season ticket holder suspended for standing - 29/12/2012
Source : http://www.dailymail.co.uk
Sunderland fans have staged a revolt against their own club, after a season card holder was suspended on Boxing Day for standing.
Large numbers of fans in the Stadium of Light resisted warnings from stewards during the game against Tottenham Hotspur, and continued to stand.
One group of supporters chose to walk out of the ground completely, missing John O’Shea’s goal late in the first half.
Club chiefs have threatened to eject and suspend season card holders if they continue to defy stewarding staff.
One seat was secured on Wednesday, with a notice reading: ‘This season card has been suspended due to persistent standing.’
Stern words, published on the club’s website said standing fans are breaking the law, outlining its responsibility to protect the safety and the view of other crowd members.
It added to confirm ‘an increasing number of complaints’ received, particularly from fans in the South Stand, and that 38 fans had been ejected to date, compared to 20 last season.
