Rival fans gather to bury shot Italian supporter

Thousands of rival football fans gathered for the burial on Wednesday of an Italian supporter whose death in a police shooting triggered riots last weekend.

The government promised it would respond firmly to any further outbreaks of rioting and a priest, in his funeral sermon for Lazio fan Gabriele Sandri, urged supporters to stay calm.

"Violence will not bring justice," said parish priest Paolo Tammi. "Gabriele was not violent, he was gentle and serene. So I ask all you young people not to commit any more violence."

Police have called the shooting of 26-year-old Sandri after a brawl between fans a tragic accident. But the incident has fuelled hatred between "tifosi" (fans) and police in the country which won the soccer World Cup last year.

Family and friends of the DJ, senior politicians and thousands of fans wearing blue and white Lazio scarves, and also the colours of city arch-rivals Roma and other clubs, met the arrival of his coffin with traditional applause.

Francesco Totti, the captain of Roma and one of Italian football's biggest names, also paid his respects. Outside the church in the north-west quarter of Balduina, some fans told camera crews they would "get a beating after the funeral".

Interior Minister Giuliano Amato promises a thorough investigation into why a policeman fired two shots across a busy motorway at a carload of Lazio fans leaving a rest stop after a brawl. One of the shots killed Gabriele.

Amato has also accused fans of using the incident as an excuse to go on the rampage around the country, setting fire to cars and attacking police stations, for which two Roman youths may face terrorism charges.

"We expect a quiet funeral. But there is a question mark over what will happen after the funeral," Amato told reporters in Sardinia.

It was the second violent death linked to top league football this year after a policeman died in rioting outside a stadium in Sicily in February.

Some politicians want much tougher action than the soccer federation's suspension of second and third division games this weekend, when no top-flight matches are scheduled because Italy is playing Scotland in a European championship qualifier.

In February, all matches were suspended pending tougher security measures at stadiums. The disparity in measures taken has led to accusations that officials take a policeman's death more seriously than a fan's.

The February violence contributed to Italy missing out in the contest to host the Euro 2012 championship and some Serie A players say the continuing problems could force them to consider transfers abroad.

Thousands attend Rome funeral of slain football fan - 14/11/2007

Thousands of mourners joined in calls for justice at the funeral Wednesday of young Italian football fan Gabriele Sandri, shot dead by a policeman.

Among them was World Cup winner Francesco Totti, who embraced the parents of the 28-year-old Lazio fan, slain on Sunday, before taking his place in the church.

The atmosphere was tense as the mourners, mostly young people, filled the square outside San Pio X church in Balduina, the northwestern district of Rome where Sandri lived.

Many had tears in their eyes as they chanted "Justice, Justice!" and "Gabriele Is With Us."

"He was young, and a fan like me. I couldn't not be here," said one mourner who gave his name as Valerio. "This tragedy is absurd, it could have happened to anyone."

A cheer went up as Sandri's coffin arrived for the funeral, three days after he was shot dead as police were intervening in a scuffle between rival supporters, an incident that sparked violence across Italy.

"We demand justice and truth, and quickly," parish priest Paolo Tammi said in his homily.

"And we ask it of the institutions present here. We ask them to act quickly because then even forgiveness will come, gradually," he said, to loud applause.

"Gabriele was not violent. He was a calm and serene young man. And that it why I ask you, young people, to stop the violence," Tammi said.

Speaking at the end of the ceremony, Sandri's brother Cristiano addressed Gabriele, saying: "See how people have come in large numbers for you, how they love you. Your smile will never be erased."

Some two dozen wreaths, including one from Italian police chief Antonio Manganelli, were laid in the square under a light rain.

The crowd, including mourners from across Italy, applauded again when members of the Lazio team arrived for the ceremony along with Rome Mayor Walter Veltroni and Infrastructure Minister Antonio Di Pietro.

Amid fears of new violence, Sandri's parents requested that police stay away from the funeral, and none were seen in the area.

Sandri's death at a highway rest area sparked violent clashes between football supporters and security forces in several Italian cities, particularly Rome and Milan.

The police officer is under investigation for manslaughter, while Sandri's family has described the shooting death as murder.

Vincenzo Giacobbe, police chief of the central city of Arezzo near where Sandri was killed, said tougher charges might be laid, with numerous witnesses saying the policeman had "probably" aimed at the tyres of the car Sandri was in.

The policeman said that he accidentally fired the fatal shot as he was running, just seconds after firing a warning round in the air.

"The policeman's gunshot was a man's mistake. Football has nothing to do with it," a former high school classmate of Sandri's told AFP at the funeral.

Another young football fan said however: "It's a normal reaction to be furious. There's hatred, rage after what happened."

Italian police have made 25 arrests in the wake of the shooting death, while football authorities suspended second and third division matches; first division matches are unaffected since none were scheduled this weekend.

At least 40 police required hospital treatment after the running battles in several cities on Sunday which newspapers dubbed the return of the "nightmare" of hooliganism.

Interior Minister Giuliano Amato called the fatal shooting a "tragic error."

Italy's sports security watchdog announced that football fans identified as violent would no longer be allowed to travel in groups.

Leagues to crack down on football violence - 14/11/2007

Europe's top leagues agreed on stricter ticketing rules, increased video surveillance and a new rulebook for supporters on Wednesday in a bid to curb a rise in football-related violence.

Europe's Professional Football Leagues (EPFL) -- representing over 20 leagues such as the Premier League, Spain's La Liga and Italy's Serie A -- hammered out a 10-point action-plan to combat the violence which has led to two fatal shootings in the last year.

The strategy -- agreed in just days after Sunday's shooting dead of a fan by police in Italy -- will be submitted to a summit of European Union ministers, the European Commission, police chiefs, supporters groups and senior soccer officials on November 28.

Sunday's fatal shooting of Gabriele Sandri at a service station, where police were dealing with clashes between Lazio and Juventus supporters, was just the latest in an upsurge of violent incidents which have stained the game this year.

In February, an Italian policeman was killed during rioting outside a match in Sicily, while many European matches have been marred by violent and racist scenes.

On Tuesday, European soccer's governing body UEFA said extremists -- with no interest in the game -- were infiltrating supporters clubs in Italy and were to blame for the violence there.

TOUGHER TICKETING

The EPFL is seeking the formation of a new "Supporter Charter" for fans across Europe which sets out strict rules for their behaviour before, during and directly following matches.

"This will be advertised through signs around the stadium, the public speaker system and tickets," the strategy paper said.

The EPFL said it wants supporters groups to be "legally constituted" and help maintain a list of troublemakers or hooligans.

"Most of what we agreed is already in place in countries such as England, but we now need to have the whole of Europe singing off the same hymn sheet when it comes to security at football matches," an EPFL official said.

Among some of the other key measures agreed is the introduction of new ticketing systems "to track and verify the identity of the purchaser.

"It was agreed to restrict the multiple sales of tickets and to combat forgeries to ensure the segregation of supporters," the strategy paper said.

May's Champions League final between AC Milan and Liverpool was tainted by violence after fans with forged tickets gained entry, while others with genuine tickets were refused.

"Clubs should be encouraged to implement and maintain a specified level of technological measures ... including the provisions and equipping of modern police posts with CCTV surveillance systems," the paper said.

It was also agreed to investigate harmonised rules and regulations for stewards and private security personnel.

Atalanta players and staff have started a petition against the violent troublemakers who caused their home game against Milan on Sunday to be abandoned.

The match at the Stadio Atleti Azzurri d’Italia was called off after just eight minutes when Atalanta fans threatened to riot if play continued.

Supporters smashed the safety glass separating them from the pitch and hurled objects onto the field of play.

President Ivan Ruggeri has already threatened legal action against the Ultras and there is a determined effort at the club to force the thugs and hooligans away.

“The Coach and the players of Atalanta back up the position taken by Ruggeri against those whose actions brought shame upon the city of Bergamo after the events of last Sunday,” a statement reads on the club’s website.

“We don’t want to see these troublemakers at training or at the stadium.”

The events on Sunday are likely to have dire consequences on Atalanta. Not only may a 3-0 result be awarded for Milan, but the remainder of the Nerazzurri’s home fixtures this season could be played behind closed doors or at a neutral venue.

It is a bitter blow for Luigi Del Neri’s men, who have had a magnificent start to the season and are sitting in sixth place in Serie A.

An Italian prosecutor has said he would prepare a murder case against a policeman who shot dead a football fan last weekend and triggered riots.

Police had said the shooting on Sunday of Lazio fan Gabriele Sandri by policeman Luigi Spaccarotella had been a "tragic accident".

"It's an unforgivable act because the gun is a last resort," said chief prosecutor Ennio Di Cicco, adding there was no question that Spaccarotella fired at shoulder height.

Asked whether he would accuse Spaccarotella of murder instead of manslaughter, Di Cicco said: "It's a given".

The shooting sparked riots by hundreds of fans, who set cars on fire and attacked police barracks. The violence forced Italy, the country that took home last year's World Cup, to cancel this weekend's lower division matches.

Di Cicco said there were no plans to put Spaccarotella under preventative arrest as he posed no flight risk.

The policeman's lawyers promised a robust defence.

"We'll defend him tooth and nail," said defence lawyer Francesco Molino.

In Italy, prosecutors formulate accusations against suspects before seeking formal charges and indictments before a judge. Spaccarotella denies he took aim at Sandri, a 26-year-old Lazio supporter, whose funeral on Wednesday drew thousands of fans and even Italian football stars like Francesco Totti.

The shooting took place across a motorway after a scuffle between rival fans at a rest stop.

It was the second violent death linked to Italy's top league football this year.

A policeman died in rioting outside a stadium in Sicily in February, six days after a death in a fight at an amateur club.

One of Sandri's friends who were with him in a car at the time told an Italian daily that he saw the policeman taking aim at them with "both hands on the pistol". Then he heard a dull thud.

"When I looked in the (car) mirror, I saw Gabriele spit up blood," the friend, identified by La Repubblica newspaper as Marco, said.

Interior Minister Giuliano Amato has promised a thorough probe into the actions of the policeman.

There will be an away match ban imposed on the fans of 15 clubs when fixtures restart, Italy's sporting events watchdog has decided. Fans from the following clubs will be prevented from travelling with their teams to away matches: Atalanta, Catania, Milan, Roma, Sampdoria, Torino (serie A); Bari and Cesena (serie B); Potenza, Reggiana, Taranto, Ternana and Verona (serie C); Gragnano and Turris (serie D). The watchdog gathered today with analysis of scheduled matches from the 16 to 20 November on its agenda. 10 serie A matches were looked at, along with 11 from the B division and 45 from C as well as those of Italy's national side and of amateur leagues. "In consideration of decisions taken on Monday's extraordinary meeting -a memo says - as well as its normal activity of evaluating each match individually, the Watchdog analysed mass away fixtures for those fans who have, up to now, given rise to repeated criticisms en route. At the end of the meeting, there was agreement that the fan-bases who have caused no disturbances may continue to follow their respective clubs while the 15 listed below may not travel to away fixtures during the forthcoming round of matches: Serie A: Atalanta, Catania, Milan, Roma, Sampdoria and Torino; serie B: Bari and Cesena; serie C: Potenza, Reggiana, Taranto, Ternana e Verona; Dilettanti: Gragnano e Turris. Police thwart plot to sabotage TA game - 18/11/2007

A week after a firecracker thrown by a Hapoel Holon fan blew off three fingers of a guard at a basketball game in Jerusalem, police on Sunday thwarted plans to sabotage tonight's basketball game between Maccabi Tel Aviv and Hapoel Jerusalem at Nokia Arena, police announced.

Acting on intelligence which stated that Hapoel Holon fans disguised as Hapoel Jerusalem supporters were planning to throw hundreds of firecrackers during the game, detectives from the Shchunot Precinct raided a number of houses in the center of the country and confiscated more than 600 firecrackers, detonators, and others explosives.

According to reports, the houses of 13 fans were targeted in the raid, including those of a 12-year-old fan and a 17-year old. The other suspects were between the age of 18 and 35.

In addition to the explosives, police found five grams of cocaine and hashish, as well as stolen phones, DVD players, and Sony Playstations.

All of the suspects were arrested and taken in for further questioning.

Meanwhile, the four basketball fans involved in last week's incident were arrested last Monday. The two prime suspects were remanded in custody for five days by the Jerusalem Magistrate's Court, while the third adult will be held through Wednesday, as police complete their investigation.

Day match: 100 Union (Spartak) came to Dinamo's pub, where situated about 40 lads (Patriots, OTF, TL and the serbs from Blue Union "OFK Belgrade"). Agreed 40*40, but police broke all the plans. Soon to this place came another Spartak hooligans from Shkola, the fight 20 (Spartak) vs 40 (Patriots, OTF and co), total victory of Dinamo hooligans. One of Shkola's lad was seriously injured by glass!...

The same day Spartak hools (MB, CWO) watched for the CSKA lads coming back from away match in Kazan. Somwhere far from Moscow on a train halt ~80 of them attacked a train with CSKA lads and won.

Alcohol a factor in Zambia deaths - 17/11/2007

The sale of alcohol at Konkola Stadium was the primary cause of a stampede that killed 12 fans in Zambia, a report has revealed.

The incident occurred in June after Zambia beat the Republic of Congo 3-0 in a Ghana 2008 Africa Cup qualifier.

The fans were crushed to death as they left Konkola Stadium in the Copperbelt town of Chililabombwe.

Zambia's President Levy Mwanawasa ordered an inquiry in the aftermath of the tragedy that also led to 46 people needing hospital treatment.

On the release of the report, Sports Minister Gabriel Namulambe told parliament the sale of alcohol inside and outside the arena was the main cause.

"Alcohol contributed significantly to the stampede as it caused general unruliness by drunken hooligans," Namulambe said.

This became a problem in a venue already overcrowded by the re-selling of match tickets.

In addition, a delayed kick-off meant the game ended at dusk which caused more problems.

"This led to a panic situation as most of the spectators who had travelled from other towns had to rush out of the stadium in order to get on buses to their respective places," Namulambe explained.

Poor visibility, lack of proper crowd control and security lapses all contributed to the ensuing confusion.

A fight started at one of the gates as pick-pockets took advantage of the dusk and started stealing cell-phones and money from the crowd.

Some fans were caught up in the disturbance and were crushed to death.

Despite the tragedy, however, Konkola stadium could host Zambia’s 2010 World Cup qualifiers.

The Independence stadium, Zambia’s biggest arena, is currently undergoing rehabilitation leaving Konkola as the only alternative venue.

The fixture between Atalanta and Milan is to be replayed, behind locked doors, and the "curva nord", the north end of the "Atleti Azzurri d'Italia" stadium is to remain closed until 31 March. Football Association official Gian Paolo Tosel made this ruling on the match which was suspended on 11 November in the 7th minute of the first half after incidents involving Atalanta hooligans.
The official recognised that the match "was played in an atmosphere marked by a special emotional tension, which had drawn in the whole of the footballing world (and not only the footballing world) on the killing, a few hours beforehand, of a young Lazio fan" but he underlined that "a group of hooligans seized on the opportunity to exercise violent and systematic aggression directed at the security, which was not directly connected with the match being played, but with the exclusive intent of opposing decisions taken at institutional level as to how the matches should be managed on that day". "The atmosphere which developed inside and outside the Bergamo stadium - Tosel explained - forced the police to intervene to protect the safety of the public. The authorities took actions held to be appropriate to the defence of the stadium at the beginning of the match, at its temporary suspension, and then definitive suspension. These provisions were followed at once and correctly by the match referee".

Police take 180 German fans into custody after regional match

Police took 180 rowdy fans into custody Sunday following a regional soccer match after they were pelted with bottles as they broke up a clash between rival supporters.
The police said they would press charges against 76 people for disturbing the peace and attempted bodily harm or property damage.
The incident took place after the under-23 squads of FC Cologne and Bayer Leverkusen played to a 0-0 draw.

German reserve game ends in riot

Nearly 200 football fans were arrested in Germany on Saturday after a riot broke out - at a reserve-team game.

Police detained 180 supporters after trouble erupted at the derby between FC Cologne and Bayer Levekusen's U23 teams.

The police moved in after rival fans started fighting but soon found themselves the target for a barrage of flying bottles.

Police later vowed to press charges against 76 people for alleged breach of the peace and attempted bodily harm or property damage.

Things were considerably less eventful on the field, where the match ended in a goallees draw.

'In this derby one noticed in both teams the respect they had for one another,' said Cologne coach Frank Schaefer.

It's just a shame the respect wasn't in evidence off the field.

Rise in German football hooliganism threat to Euro 2008 - 20/11/2007

Former East German football clubs are becoming increasingly concerned about the rising tide of hoolinganism and violence amongst their supporters, with experts fearing it could disrupt Euro 2008.

Directors of Dynamo Dresden, whose supporters are seen as the most violent in Germany, seem almost powerless and they have taken the unprecedented step of meeting with their supporters to discuss the future of the club.

Dynamo, the leading club of the former East Germany with eight league titles recently had to forfeit from an indoor tournament for fear of a repetition of the violent incidents which occurred on November 4.

On that occasion, a division five match between a reserve Dresden team and and another leading club from the Soviet era, Lokomotiv Leipzig, erupted in violent confrontations. Police used tear gas to quell some 600 supporters who attacked each other by throwing rocks and launching smoke bombs.

The day before there had been similar violent incidents during a third division match between Dresden and FC Union Berlin.

For these two matches, 1,500 police were deployed and 250 people were arrested during an operation which cost two million euros including damage caused by the hooligans.

These type of incidents are causing concern but not surprise amongst German football officials.

"To do more in terms of security, isn't possible. In the stadiums, everything is going fine, it's outside and after the matches that things are getting out of hand," said Klaus Reichenbach, president of the Football league of Saxony.

Gunter A. Pilz, a sociologist specialised in football violence from the university of Hanover said that the football hooliganism is an old problem.

"The phenomenon isn't new: we can't say there has been a resurgence of hooliganism in Germany, in particular in the new regions coming from the ex-DDR (east)," Pilz said.

Dresden supporters have cultivated their nasty reputation, based on racism, anti-semitism and references to nazism, throughout the 1990's, but gained further notoriety with a number of violent incidents in 2006.

"We are witnessing, in the new states, the same thing that happnened in the 1980's and 90's in the west of the country. It's an expression of frustration with unemployment, the absence of infrastructure or a future - the football is only a pretext," said Pilz.

The sociologist points out that problems of violence, in particular in the Ruhr industrial heartland in western Germany, had been controlled by a national approach to security initiated in 1992 which "balanced repression and prevention".

The approach included stadium bans for violent supporters and putting the obligation on the cities which had first or second division clubs to take responsibility for their supporters.

Over the past three years, Dynamo Dresden has employed three social workers to try and create links with the infamous hooligan group the "Ultras", but due to a lack of financial support, one of these posts will be abolished in 2008.

"The public authorities must do more," said Pilz, who fears that Euro 2008 in Austria and Switzerland on June 7 to 29 will see violent confrontations between supporters, especially amongst those who don't have match tickets and converge on the city centres.

"Just because the World Cup was conducted in a peaceful and festive atmosphere in Germany doesn't mean that Austria and Switzerland won't see violent incidents, especially with their easily accessible position in central Europe and their small capacity stadiums," warned Pilz.

"The conditions will be completely different than they were for the World Cup," he warned.

HOOLIGANS: STADIUM OFF-LIMITS FOR 20 ATALANTA FANS (3-5 YRS) - 23/11/2007

Atalanta hooligans who were involved in the disruptive behaviour ten days ago before and during the Atalanta-Milan match will not be able to enter the stadium for between 3 and five years. Ten of the those subject to the measures issued Bergamo police superintendent Salvatore Longo have already been notified by the special investigations unit (DIGOS), and are fans who had already been arrested in the days following the clashes. Five of them are currently under house arrest, one has to sign regularly, whereas the others were not previously under any restrictive measure. Ten further injunctions will be made official over the next few days for hooligans who were not arrested or taken in the 48 hours allowed for deferred flagrancy. The total number of Atalanta fans served injunctions has therefore risen to 60. However, the previous injunctions lasted for three years at the most.
