The most serious shooting victim of the violence-marred Italian Cup final has been given the all-clear by doctors as Italian politicians take a hard look at how to eradicate 'ultra' fans from football.
Ciro Esposito, 30, was given the all-clear by doctors in Rome late on Sunday after a delicate operation to remove a 7.65 calibre bullet from a Beretta gun which had punctured a lung before lodging dangerously close to his spinal cord.
Police have charged a 48-year-old man, Daniele De Santis — who has already served bans for football-related violence — with attempted manslaughter after shooting at Esposito and two other Napoli fans hours before Saturday's final against Fiorentina on Saturday.
Esposito's mother, Antonella Leardi, stunned Italian media when she said from her son's hospital bedside: "In my heart I've already forgiven him (De Santis).
But I cannot understand what he did. We are all supposed to be countrymen from Italy."
The incident adds to the long list of football-related violence between fans of rival Italian clubs, who seem to require little motivation to embrace the opportunity for violence.
Saturday's final was between Florence-based Fiorentina and Napoli, and De Santis is a hardline Roma fan.
Yet, the events which followed inside Rome's Olympic Stadium have caused as much grief and embarrassment, and the inquest is only just beginning.
New Italian Prime Minister Matteo Renzi was among dozens of high-ranking officials who watched as the final was delayed for 45 minutes after news of the shootings filtered through to Napoli's Curva Nord (North End).
Hardline supporters often hold great sway within major clubs and it is alleged they ordered Napoli not to play.
When rumours that a youth had been killed by police spread like wildfire during a Roma v Lazio derby in 2004, fans rioted and, after Roma captain Francesco Totti spoke to ultra leaders, the authorities called the game off.
During Saturday's delay, Napoli captain Marek Hamsik was ushered over to speak with ultra leader Gennaro De Tommaso, who was holding court at the front of the stands.
Also known by the gruesome nickname Genny 'a Carogna (Genny the carcass), De Tommaso is the son of an alleged Camorra mafia boss, Ciro De Tommaso. For the past two days, his picture has been splashed all over Italian media.
Soon after, a new kick-off time was scheduled although not before the national anthem was widely whistled and jeered.
Outspoken Napoli president Aurelio De Laurentiis later played down the role of the ultras' influence in causing the delay when he told reporters: "The fans give their hearts and passion to the shirt right to the end.
"So to talk with those groups without the police present seems to me a sign of responsibility both on the part of the organisers and the fans."
Napoli won 3-1, prompting a mass pitch invasion that saw their fans run towards Fiorentina's Curva Sud.
The incidents have heaped huge embarrassment on a country in crisis and already fighting to shed a long-standing reputation for football-related violence.
Maurizio Gasparri, a vice - president of the Italian Senate, said: "In addition to whoever shot the victims, people like Genny 'a Carogna should be jailed immediately. They have made a mockery of the State."
Italian football federation (FIGC) president Giancarlo Abete admitted: "It's a matter of fact: in the stadiums ultras play an unacceptable role."
De Tommaso boldly wore a black T-shirt emblazoned with 'Speziale Libero' - a call for the release of Catania fan, Antonino Speziale, who was jailed for eight years for killing 40-year-old police officer Filippo Raciti with a block of concrete outside the Sicilian Derby with Palermo in February 2007.
A statement from Italy's national police trade union (SIAP) hit out: "We're astonished that an ultra leader can decide when a game is played.
"It's incredible he was even allowed in to the game and even more surprising that nothing was done to remove him.
"We want to express our sympathy to (Raciti's widow) Marisa Grasso that, after seven years later, we still have to live through this."
Grasso, in an interview with L'Espresso magazine on Sunday, said: "Last night I saw just how weak the vestiges of the State are. The State has lost."
For the past two days De Tommaso's picture has been splashed all over Italian media. On Monday La Gazzetta dello Sport even published a picture of him holding the Italian Cup during celebrations at the Olympic Stadium after Napoli's triumph in 2012.
Although Italy already applies one - year 'DASPO' bans to fans deemed a security threat, there are urgent calls to get tougher.
Maurizio Beretta, the president of Lega Serie A, said individual thugs should be targeted and isolated.
"If you punish a club or an entire Curva, it gives the minorities the possibility to blackmail everyone," he said. "We have to target the individuals."
Italian Interior Minister Angelino Alfano, who denied the Napoli's ultras played any decisive role, called for life bans to be introduced — a proposal Beretta supports.
"We have cameras and nominative tickets, so it shouldn't be hard to identify people. This is where a life-ban Daspo would be useful," added Beretta.
"Obviously all these new measures would be useful, but to act upon them we need a law. We need to have the certainty that we're acting with severity."

he Giudice Sportivo have ordered Napoli to play two Serie A matches behind closed doors.
The decision was made today following the behaviour of Azzurri ultras at the team’s Coppa Italia final meeting with Fiorentina on Saturday.
Following the shooting of three Partenopei fans prior to the match at Stadio Olimpico, ultras inside the stadium demanded talks with Napoli captain Marek Hamsik before they allowed the match to proceed.
“The Napoli fans intended to invade the pitch had their team captain not gone to the Curva to talk to the head of the ultras,” the judge Gianpaolo Tosel announced.
“At this point, the captain Marek Hamsik was like an individual speaker, placing himself in front of the Curva Nord.
“The head of the ultras was wearing a black t-shirt displaying the words ‘Speziale Libero’ [Free Speziale]. This was in reference to the despicable murder of a servant of the State.
“At the end of the ‘talks,’ the match could begin with a 45 minute delay.”
Napoli have also been hit with a fine of €60,000 for the events that took place, but their opponents Fiorentina did not escape punishment either.
The Viola have themselves been ordered to play one match behind a closed Curva Fiesole, though it is suspended for the time being, for discriminatory chanting at the match.
They have also been issued with a €20,000 penalty.

Three Grimsby Town supporters and five Gateshead fans arrested at game
THREE Grimsby Town supporters and five from Gateshead were arrested at Grimsby Town's Conference play-off semi final in the north east on Sunday, police have confirmed.
It was initially revealed that eight people were arrested before, during and after the game, which the Mariners lost 3-1 and 4-2 on aggregate.
A 46-year-old man from Grimsby was charged with being drunk and disorderly, and is due to appear at South Tyneside Magistrates' Court on Thursday, May 15.
Another Grimsby man, 45, was cautioned for being drunk and disorderly, and a third, 18, was cautioned for possessing a class A drug.
One Gateshead man has been bailed after being arrested on suspicion of disorderly conduct while another was charged for breaching a banning order, and a third was charged with being drunk and disorderly.
Superintendent Gillian Mitchell, of Northumbria Police, said: "The match was well attended and the vast majority of fans from both teams were well behaved.
"Officers dealt with the small minority who were causing problems."
Police have also moved to quash a rumour that a fan died at the game, and denied that a supporter had been hit by a flare.
However, it has been confirmed an unnamed Grimsby fan has made a full recovery after suffering a heart attack at the turnstiles before the game kicked off.
Investigations continue into fans tearing up seats.

The evening of spontaneous celebration organized by the PSG fans on the Champs Elysées in Paris has quickly turned into a confrontation with riot police.
They were, however, fewer than last year but these supporters enforcement scalded by serious incidents last year had put the package and quickly dispersed the crowds.
The clashes that followed were during up to 03:00 AM (03:00 in the morning), has numerous arrests, dozens of scooters damaged or burned, wounded.
They are atleast 10 people wounded and 15 fans arrested.

Sunderland fans arrested after pitch invasion
TEN people were arrested at Sunderland’s season-saving match against West Bromwich after a pitch invasion.
As the players and Gus Poyet stayed to return the fans’ applause after the final whistle, more than a dozen supporters – men and boys – ran onto the grass.
They ranged from teenagers to middle-aged men, as they celebrated the moment the club kept their place in the Premiership next season with a 2-0 win against the Baggies.
Some fans have expressed concern about the treatment of those involved in the pitch invasion, others were critical of those taking part.
Northumbria Police said four men, aged 44, 31, 26, and 24, were cautioned in the aftermath of the game.
Two 19-year-old men and two boys aged 14, and others aged 17 and 16 have been bailed pending further inquiries.
All were arrested on suspicion of going into a playing area designated for football.
A spokesman for Sunderland AFC said: “Naturally, there was huge excitement and exuberance at the full-time whistle last night.
Supporters are reminded, however, that it is a criminal offence to encroach on a football pitch and such action sadly results in arrest.
“Ten people were arrested for their actions after the West Brom game.” Many fans watched on after the players and coaching team had headed down the tunnel, as fans continued to run on the grass, with some capturing it on their mobile phones.

Zenit St Petersburg vs Dynamo Moscow abandoned after fan punches player
Zenit St Petersburg's Russian championship clash with Dynamo Moscow was abandoned in the 87th minute on Sunday after Zenit fans invaded the pitch and Dynamo defender Vladimir Granat was punched in the head.
Zenit were losing 4-2 in a match that threatened to dent their title challenge when fans ran on to the field and tried to confront the players.
One managed to get near enough to Granat to swing a punch that connected, despite the Dynamo captain trying to defuse the situation.
Speaking to the television channel NTV Plus minutes after the incident, Dynamo head coach Stanislav Cherchesov said: "I would not want to play. If I was hit, would you force me to go back on to the field?
"I would not want to do that. The player was hit in the face a few times and he says I don't want to go back out there. What can you do?"
The referee led the teams off the field and after a meeting with the match delegate, the decision was made to abandon the encounter.
Zenit, who have been managed since March by former Tottenham Hotspur and Chelsea boss Andre Villas-Boas, currently lead the standings with 60 points from 28 matches, one point clear of Lokomotiv Moscow in second.
Their opponents Dynamo Moscow, in fourth place with 49 points, are likely to be awarded a 3-0 victory.
Zenit could also be punished by having to play between one and five matches at a neutral venue without their own fans.
In 2012, a Zenit fan threw a flare, which hit Dynamo goalkeeper Anton Shunin. The match was halted immediately and Zenit's opponents later awarded a 3-0 victory.

Supporters from Nantes and St Etienne clashed (50 on both side), before kick off. The fight started in the journalists car park. Two locals, 26 and 31 years old, and two St Etienne fans, 31 and 40 years old, were arrested after they punched policemen. Police protect football players from own fans
Players at a club in eastern Germany needed police protection on Sunday to protect them from thousands of their own fans following their side's relegation from the second division.
Dynamo Dresden were relegated to the third division with 3:2 loss at home to Arminia Bielefeld.
After the final whistle Dresden supporters unveiled a huge banner with a clear message to the players – “You have one hour to leave the city.”
Dynamo Dresden’s director of sport Ralf Minge reacted with alarm. “You always have to take such threats from fans seriously,” he said.
The game was also halted for 15 minutes when Dresden fans threw flares, smoke bombs and fire crackers onto the pitch.
Police escorted Dresden players from the stadium after the match and the Bielefeld team bus also left under police protection.
Around 1,000 police officers were at the game to keep order.

A fresh banana racism scandal has occurred in Italy on Sunday in the match between Atalanta and AC Milan.
Midway through the second half, Milan’s Dutch midfielder Nigel De Jong picked up a banana thrown from the stands.
Frenchman midfielder Kevin Constant was next to De Jong at the time of the incident, while Philippe Mexes sarcastically applauded the home fans for their offensive behaviour.

Trouble flares at North Wales Cup final
Flares were thrown and fans invaded the field as Caernarfon Town beat Bangor City to win the NWCFA Challenge Cup last night.
Police had to step in to deal with several pitch invaders following the Canaries' victory on penalties at Bangor City's ground at Nantporth.
The match was interrupted within the first minute when a yellow flare was thrown, pouring smoke onto the pitch. It was removed.
An eyewitness said: "A flare was thrown on the pitch right at the beginning of the game, and another was set off behind the crowd."
After the final whistle, about 50 Caernarfon fans came onto the pitch, but they soon went off.
"One man went over to the Bangor fans and was goading them but security and the police were very quick to deal with him.
"He was struggling with the police and it took several of them to get him under control."
Despite the disruptions, the witness said the behaviour of the majority of the crowd "made for a really good atmosphere".
After a 2-2 draw, Caernarfon Town beat Bangor City 5-4 on penalties.
Neither club was available for comment.
A spokeswoman for North Wales Police said:"North Wales Police arrested two men at the Bangor vs Caernarfon Challenge Cup final at Nantporth last night.
"A 17-year-old youth from Caernarfon was arrested after attempting to enter the ground with a flare. He has been bailed pending further enquiries.
"A 23-year-old man, also from Caernarfon, was arrested for disorder following a pitch invasion at the end of the game. He remains in custody.
"A minority of travelling supporters from Caernarfon were involved in minor disorder during what was primarily a trouble-free match.
"We will be liaising with both football clubs to seek their support in banning individuals involved in disorder from their respective grounds."

Fans invaded the pitch at the Cup of Bulgaria
Ludogoretz and Botev (Plovdiv) resulted 1-0 in the finals of the Cup of Bulgaria. The only goal was scored by Roman Bezyak in the 58th minute after the beginning of the game. Two minutes after that the game was temporarily suspended because of a fire caused by pyrotechnic items thrown by Botev Plovdiv fans. The game was interrupted once again at the end, because fans of Botev FC broken fences at Lazur stadium in Burgas and invaded the pitch.

An 8,000 crowd packed into Aarau's tiny ground and the game ended in chaos when Basel fans staged a pitch invasion after the final whistle.
Television pictures showed Basel fans, many of them hooded, clashing with riot police and throwing objects at the home fans, although the situation was quickly brought under control.
