HOMOPHOBIC chanting, internet trolling and smoke bombs will be targeted in a major new crackdown on football hooligans.

Troublemakers will be hit with three-year bans under new guidelines drawn up by the police and Crown Prosecution Service.

It is the first time homophobic chanting has been made a police priority at football matches.

The CPS also highlighted assaults on players by fans and the use of flares or fireworks within grounds.

And there will be renewed efforts to clamp down on abuse directed at players on Twitter and Facebook.

An FA spokesman said yesterday: "We wholeheartedly support the CPS in its ambitions in continuing to make football a safe environment for everyone."

Cristián Barra, the director of the Safe Stadium Plan, a program established in 2011 to eradicate violence from soccer matches in Chile, said the government’s initiative is making a difference.

“Little by little, we are bringing people and families back to the stadiums,” he added.

Attendance at the Campeonato de Apertura, one of the country’s major soccer tournaments that runs from January to July, increased from 729,907 in 2012 to 793,690 this year, according to the Ministry of Interior and Public Security.

Fans behaved better, too, as 224 were arrested for crimes committed in and around soccer stadiums during the first half of 2013, down from 269 in 2012, a decrease of 16.7%.

The Safe Stadium Plan was the government’s response to recent acts of violence by barras bravas – the name given to groups of soccer fans who are known for committing hooliganism to support their teams – inside and outside stadiums – which kept the public away from matches.

“People did not want to take risks and would rather watch the game on TV,” Barra said. “We even had professional soccer matches with an average of 3,000 people, while in the lower leagues there were no more than 600 people at a game.”

Power struggles among barras bravas, conflicts with the clubs’ leadership and opposition to having police officers present at games triggered outrage, cancellations of matches, attacks and death threats to players, leaders and authorities, according to the Ministry of Interior and Public Security.

The situation got to a point where, in May 2011, a survey by the Catholic University of Chile revealed 73% of Chileans felt unsafe in stadiums.

The breaking point that caused the government to intervene was the July 12, 2012 murder of Colo-Colo fan Francisco Javier Figueroa Muñoz, who was killed by fans of his favorite team outside El Teniente Stadium, in the city of Rancagua, 100 kilometers south of Santiago. Three Colo-Colo fans were sentenced to 10 years in prison after they were found guilty in Figueroa’s murder.

Three months later, the Chilean Congress enacted the new Law on Violence in Stadiums No. 20.620, which replaced the 1994 law.

The new law mandates team officials and the National Professional Soccer Association (ANFP) provide security inside the stadiums, as police officers have been relegated solely to maintain order outside the venue by March 2014.

Officials with the country’s 24 professional stadiums will require fans to pass through a machine that scans their fingerprints to determine whether they’ve been banned from the stadium. Fingerprints will be kept on record so they can be used if a crime occurs inside the stadium, which will give police a better chance of catching those who break the law.

Fans also will have to present their government-issued identification card before entering the stadium, which will have security cameras.

“The images could be used as evidence in cases of damages or attacks,” Barra said.

Clubs that do not meet the plan’s requirements can be fined between $4 million pesos (US$8,000) to $12 million pesos US$24,000.

“This new set of laws and regulations and the security protocol for each game does not allow for noncompliance from the show’s organizers, or public disorder, because if either occur, both parties risk sanctions,” said René Rosas, ANFP’s competition manager.

Those found convicted of breaking the law in and around stadiums during soccer matches can be banned from venues for a period of six months for being disorderly to life for committing murder.

Since July 2011, 225 of the 320 cases in connection with the breaking of the Law of Violence in Stadiums resulted in the defendant’s receiving some type of ban, according to the Ministry of Interior and Public Security.

The plan is expected to cost US$2.5 million in 2013, with the teams and ANFP expected to pick up the majority of the bill, according to the government.

The Safe Stadium Plan prohibits fans from bringing banners, signs, fireworks, bottles or any object that can be used as a projectile. But is also prevents fans from entering with a bass drum traditionally played by barras bravas because officials feared the instrument would be used to smuggle contraband into games.

Glen Aliste, who has been coming to the Estadio Nacional for more than 30 years to support the Universidad de Chile soccer team, said the drums should be allowed inside stadiums.

“The bass drum in the stadiums has nothing to do with violence – it is about soccer’s festive mood,” he said.

Carlos Soto, leader of the Los de Abajo fan club – the official Universidad de Chile barra brava – said the Safe Stadium Plan is becoming a “systematic campaign to keep us out of the stadiums through all sorts of tricks.”

“We have pursued dialogue because we want to offer our proposals to the authorities, but they don’t want to listen to us,” he added.

Barra said the government and ANFP are committed to the Safe Stadium Plan.

“We want to avoid every circumstance that can open the way for a crime to be committed during a match, as we have witnessed in previous years,” he said.

Italy : Violent football fans arrested using new 'deferment' measure - 21/08/2013

Two Milan football fans suspected of stadium violence during the Serie A Verona-Milan match on Sunday were arrested using a recently introduced measure allowing for deferred arrest, police said on Tuesday. The two hard-core 'ultra' fans, a 24-year-old and 21-year-old man both have previous records for stadium violence, police said. They were identified using images from the Verona stadium's surveillance cameras and face charges of aggravated damage, possession and use of dangerous objects. Police are still working to identify other fans involved in the incident.

Bulgarian clubs punished after fan violence - 27/08/2013

Bulgarian club Neftohimik Burgas have been handed a one-match home ban and Lokomotiv Plovdiv have been ordered to play their next home game behind closed doors after hooliganism marred their league match on Friday.

The punishment, handed down by the Bulgarian Football Union's disciplinary commission on Tuesday, will be in effect for Neftohimik's game against Cherno More Varna on September 14 and Lokomotiv's match against Lokomotiv Sofia on September 2.

The Burgas-based side were also fined 5,000 levs ($3,400) and Lokomotiv were fined 7,000 levs ($4,800) for the incidents, which led to several arrests.

More than 100 fans ripped plastic seats at the Lazur Stadium and pelted each other during halftime of the game that Lokomotiv won 3-1. Trouble erupted when several visiting fans clashed with the home supporters.

Violence inside and outside stadiums has plagued Bulgarian football in recent seasons, endangering the safety of players and fans.

A FOOTBALL hooligan who chanted homophobic abuse and brawled with opposing fans has been banned from matches.

Ben Carrick Rhodes, 22, has been given the order for a catalogue of disorder dating back four years, including glassing a Newcastle United fan in 2009.

Rhodes, of Sykes Close, Swanland, attacked the fan with a bottle in a Hull bar after they sang Newcastle songs.

He also took part in a pre-arranged fight in Barnsley after the penultimate game of last season.

PC Neil Gibson, of the football intelligence unit in Hull, said: "He has been actively involved with hooligans for a few years, often in a large group of people causing trouble.

"Often they are very confrontational and look for like-minded individuals from other clubs.

"Quite often, it can be pre-arranged. A lot of the time it doesn't actually come to violence because of police being there and because we try our hardest to keep them apart.

"Most of it goes on behind the scenes and away from the ground, but we still want to get these people away from football."

Rhodes has now been handed a three-year football banning order at Hull Magistrates' Court.

In February 2010, Rhodes was among 150 people who damaged seats and caused problems when Hull City played at West Ham.

PC Gibson said: "Their behaviour was so bad that coaches refused to take them back to Hull.

"They caused so many problems in London that the Met Police had to escort them from Upton Park to Kings Cross station, which was quite a big operation for them."

Last year, he was ejected from the KC Stadium for homophobic chanting in the ground and was caught by police fighting in Barnsley in April.

"It was the last away match of the season and there were two groups of rival fans fighting in the town centre," said PC Gibson.

"If he had continued getting involved in large-scale fights, he could have been going to prison, so we have decided to go for this first.

"His family are very supportive of the order and getting him away from the group so he can sort his life out."

PC Gibson is one of eight officers who are dedicated to policing football matches and identifying fans causing problems.

Two of the team go to every away match to spot known troublemakers.

With the team now back in the Premier League, there is a sharper focus on making sure matches stay trouble-free.

PC Gibson said: "People coming to Hull and people going to see Hull away are there to support their teams, which you can with passion without fighting.

"There are people who will be coming to Hull this season who have never been before, and we want to make it a good experience for them."

In 2007, Rhodes had also been banned from Hull KR games at Craven Park for antisocial behaviour.

A dossier compiled by the Manchester Evening News revealed that "the menace of football hooliganism is far from extinct," according to Mike Keegan of the MANCHESTER EVENING NEWS. Documents obtained under Freedom of Information laws show police had to deal with a catalogue of booze-fuelled hooliganism at ManU and Man City games last season including:

•Fights in pubs, grounds and stadium car parks.
•"Sickening chants" about the Munich air disaster.
•Supporters storming turnstiles and forcing entry into sold-out matches.
•Gangs of "racist fans" converging on the city from Europe.

The revelations come as the Home Office "is set to announce a rise in the number of incidents of violence and disorder at football matches last season." ManU's "liveliest" fixture was former Manager Alex Ferguson’s last in charge -- the final game of the season at West Bromwich Albion. Chief Superintendent Mark Roberts, who oversees many of the force’s football-related operations, believes the dossier "reinforced the need for police to remain vigilant." He said, "Over the years we have been extremely successful in reducing the numbers of disorder at football matches. But football hooliganism has not been solved and just because it is not on as wider scale as it has been in the past we cannot afford to rest on our laurels"

Earlier in the month, Polish champions Legia Warsaw were ordered by UEFA to pay a fine of €30,000 and close the north stand of their Stadion Wojska Polskiego (i.e, the terrace where the Ultras congregate) for the home leg of their Champions League play-off against Steaua Bucharest after the club’s fans were found guilty of “racist behaviour” during clashes with The New Saints supporters in the previous round.

Sure enough, the north stand was cordoned off for the second leg of the Steaua play-off, and the Legia fans took the opportunity before the game of demonstrating exactly what they thought of UEFA’s sanctions by staging an absolutely insane pyrotechnic eruption centred around a huge banner which read “Ultra Extreme Fanatical Atmosphere”…

Kind of impressive, right up until the point you remember they’re protesting against UEFA sanctioning them for racism.

Aston Villa fans clash with rivals at New Street Station

Fans travelling back from Villa’s Wednesday cup clash were involved in ugly clashes at Birmingham New Street Station.

Now transport police have called on the public’s help as they try to find those involved in the “alarming incident” after Villa’s Capital One cup clash with Rotherham.

The 11.30pm aggro was witnessed by a large number of passengers at the station.

Station staff stepped in to keep the groups apart after things got heated and threats of violence started to fly on the concourse.

A British Transport Police spokesman said: “Officers are appealing for information after a report of a disturbance on the concourse at Birmingham New Street rail station at about 11.30pm on Wednesday, August 28, involving two groups of men, who are believed to have been football fans.

“Enquiries, including viewing CCTV from in and around the station, are ongoing and officers are appealing for anyone with information which may assist the investigation to call BTP.”

He added the “stand-off” caused “alarm for other passengers”.

One individual caught up in the drama sent a desperate Tweet for help.

He posted: “Police needed at new street station. Villa fans kicking off on the concourse.”

The trouble came just days after BTP launched a new campaign to stop football violence as the soccer season started.

The force pledged to step up efforts – including building relationships with train operators – to ensure fans and other passengers have trouble free journeys on match days.

“This season, we are making renewed efforts, working with the rail industry, to identify the small number of violent, drunken, disorderly or racist individuals who give clubs and football generally a bad name,” said Assistant Chief Constable Steve Thomas.

“If they are very drunk, they will find themselves refused travel. If they are disorderly, they will be removed from trains.

“If they are violent or racist, they will be arrested and we will seek banning orders against them.”

This time North End troublemakers smashed seats and let off fireworks at Burnley’s Turf Moor stadium during Tuesday’s Capital One Cup tie.

There were a string of incidents on two trains taking supporters to the game. British Transport Police arrested three Preston men and have issued an appeal for witnesses to come forward.

“If people are convicted of football related offences like this we will be seeking banning orders from games,” warned a BTP spokesman. “These are only a minority of troublemakers, but they spoil it for everyone else.”

On one train a smoke bomb was let off, causing damage to a toilet. Two men aged 22 and 38 were arrested on a later train for alleged assault and a 22-year-old was bailed for a public order offence at Burnley Station.

Preston fans are already under investigation for their behaviour at an earlier cup tie involving arch-rivals Blackpool at Deepdale when a pitch invasion by around 200 PNE supporters attracted extensive media coverage nationally.

At that game almost £8,000 of damage was done to seats and toilets in the Bill Shankly Kop where Blackpool fans were housed. An investigation is still ongoing to identify the culprits on both sides and already 10 individuals have been arrested. Senior officers say they are confident more will be apprehended.

One Preston fan at Turf Moor said: “There was a guy behind me who just very calmly walked along and ripped out seats one by one. He did about 10 of them. It sickened us. I got him on camera and went to the steward and asked what they were going to do about it.”

1860 Munich supporters allegedly hurl racist insults toward Ingolstadt's Danny da Costa

Danny da Costa does not think racism is an issue in German football despite being the subject of abuse in an away fixture at 1860 Munich.
The Ingolstadt defender reported the incident to referee Florian Meyer during his sides 1-0 defeat to their Bavarian rivals on Saturday.
It led to the game being temporarily halted while an announcement was made warning the abuse to stop.
But Da Costa believes it was an isolated issue, and not part of a wider issue in Germany.
"Several people felt the need during the throw-ins or any contact with the ball to shout stuff like 'Nigger' or 'Black Pig' in my direction," he told SID.
"Every time the ball came near me, there were monkey chants.
"I told Mr Meyer that I was being viciously insulted, that this was no longer acceptable for me.
"I think it was an isolated incident, that it never happened before. It is not a specific problem of 1860 fans.
"I think actually in Germany these things are quite well under control, but if some idiots get out of line, there's nothing you can do. If you drag the normal fans into this, it wouldn't be fair."
The Munich outfit released a statement condemning the abuse, and warned their fans such incidents would not be tolerated.
"Any abuse of this kind has no place in our games," 1860 chief executive Robert Schafer told the the club's official website.
"We are very grateful to our stewards who responded immediately and professionally.
"We were able to identify the person and have (reported) his behaviour to the police.
"Moreover, we will promptly issue a stadium ban. Each case of this type is one case too many.
"People with such ideas are no lions fans. We have zero tolerance on this topic and condemn (the actions) in the strongest terms."

In the north stand one policeman was wounded in his face after he was hitted by a bottle.
Police identified the 1860 supporter who thrown the bottle, using CCTV.
After the game some people were also arrested because they used firecrackers during the game.
After the game, local supporters attacked Ingolstadt ones so police intervened to separate both sides.
One man was arrested.
Shortly later, about 30 drunken fans were escorted back to the city centre by police.
As tension was high police used batons and horses.
Two policemen were slightly wounded.

A severe fight broke out during this regional game, opposing supporters from both sides.
One Inter supporter was wounded by a local, aged 46, and who used a machete.
Police intervened and 3 men, 24, 28 and 36 years old, were arrested.
