ANYONE taken to court for causing trouble at a football match will be banned from entering a stadium under new measures, Justice Minister Ionas Nicolaou said on Thursday.
Speaking after the end of a meeting with police on hooliganism, Nicolaou said the beginning of the season was looming and that there were concerns over possible violence.
“The championship has yet to begin and we are witnessing trouble during friendly matches, something that no logical person can understand,” he said.
During the meeting it was decided that efforts would be made to enforce the measures which were decided by the police and justice ministry.
“We will proceed by studying the creation of a software system which will use photographic material taken from trouble at matches to identify those involved in violence,” Nicolaou said.
The minister said officers and members of the riot squad would take part in a three-day training course about how to deal with crowds and how to calmly deal with any incidents. By September 15, Nicolaou said he hoped that police officers would receive extra riot training.
“There will be undercover officers at matches who will help deal with any problems and also help in clarifying who the wrongdoers are,” he said.
A bill has been prepared and sent to legal services for approval which would allow the chief of police to be able to ban people who have caused trouble at football matches in the past, the minister said.
“We have put forward an amendment which will allow cases of football violence to be tried within 24 hours of the episode so a court can also ban anyone on trial from entering a stadium until their case has been tried,” Nicolaou said.
He added that in cases where someone was convicted of causing trouble at a football match they would also be banned from going to matches.
Nine Apollon fans were arrested earlier this month following trouble before a friendly game between their team and Anorthosis at the Antonis Papadopoulos stadium in Larnaca.
A 20-year-old man was left with severe burns and placed in the intensive care unit of Nicosia general hospital at the time.

About 15 minutes from the end of Chornomorets Odesa’s 3-1 win over visiting Red Star Belgrade in the UEFA Europa League third qualifying round, violence broke out in the away section of Chornomorets Stadium in Ukraine.
The home team’s director of football, Sergei Kernitsky, told UA-Football that one of the fans is in serious condition, and the club is under the impression that Red Star fans were planning to invade the pitch :
The first part of the match was, in general, in a normal environment. But in the second half, the situation began to deteriorate, and then the situation is completely out of control. We have received information that the 15 minutes before the end of the Serbian fans are going to disrupt the match in droves to run out on the football field. We promptly informed the forces of law and order, it was timely. But, unfortunately, accidents still occur. One of our fan severely beaten, he has multiple rib fractures and a lacerated spleen. Now it will be a surgery.

Argentina's football season to start with ban on visiting fans in effort to contain violence - 01/08/2013

In an attempt to lessen the violence surrounding Argentine football, the season starts this weekend with only club members allowed to enter stadiums and watch home games.
The rules will be in force for the first two weekends. After that, the plan calls for a continued ban on visiting fans from attending the matches.
Almost every match in Argentina's top leagues is threatened with violence. Last month, two Boca Juniors fans were killed in a shootout between rival factions of hooligan gangs that support the famous Buenos Aires club. The violence took place at a preseason match scheduled against San Lorenzo.
The Argentine Football Association, with the backing of the government, came up with the plan. The AFA has been blamed for doing little to stem the violence.

5 Lithuanian and 1 Polish football fans detained for minor violations yesterday
Five Lithuanian and one Polish football fans were detained in Vilnius before 8 p.m. local time on Thursday, the Vilnius Central Police Commissariat reported.
According to the press release, the individuals were taken to custody for minor offenses in the run-up and during the match between Žalgiris Vilnius and Lech Poznan soccer clubs.
A minor conflict between the fans of the two clubs broke out next to the Gate of Dawn in downtown Vilnius, however, was soon neutralised by the police.
All in all, according to BNS, seven episodes of violations of administrative law were reported during the match between Lech Poznan and Zalgiris Vilnius, the Police Department said.
The fans were punished for public drinking and petty hooliganism, however, no major disturbances were reported.
In fears of fierce behaviour of Polish football fans, the police was on alert on Thursday night in Vilnius.
According to delfi.lt news portal, about 500 Polish fans who are notorious for being among the fiercest football fans in Eastern Europe came to the Lithuanian capital for the football match.
The Police Department said over 30 Polish officers had been called to assist in securing public peace.

A group Bristol City football supporters who rampaged through a pub after a match against Cardiff City in the Welsh capital have been handed lengthy bans from grounds.
Violence flared following the game in February outside Cardiff City Stadium and on St Mary's Street in the city.
Hooligans smashed furniture at the Great Western pub and let off flares.
The five ringleaders were banned from all football grounds for between five and eight years.
South Wales Police mounted a detailed investigation to arrest those responsible for the disorder, painstakingly going through CCTV footage to identify the offenders.
In total, 32 men have been convicted of public order offences as a result of Operation Panther.
The majority of those caught on camera have been handed three year banning orders by Cardiff magistrates.
But the main culprits of the violence - all from the Bristol area - have been given extended bans, after hearings in Cardiff on Thursday.
Michael Harding, 30, was given an eight year order and a three month suspended prison sentence. James Labruna, 26, and Duran Thaws, 30, were each given six-year orders and eight-week suspended prison sentences. Dean Ford, 27, was given a six-year order and a jailed for four months. Luke Selman, 23, was given a five-year order and a 12-week suspended prison sentence. Small minority Speaking after the case, the South Wales Police football liaison officer, Christian Evans, said: "Unfortunately a small minority - less than 3% of the travelling contingent - were intent on causing trouble.
"These are not scenes we are used to seeing in Cardiff and we are committed to keeping football a safe environment.
"The involvement of these 32 men and the weight of evidence have been reflected in their guilty pleas."
Tom Williams, football liaison officer for Bristol City Football Club, added: "The Avon and Somerset Police Football unit have been working with colleagues from South Wales Police for the duration of Operation Panther.
"The sentences handed out as a result of the post-match inquiry into the disorder in Cardiff sends out a strong message to those individuals intent on committing football related disorder.
"We would like to thank South Wales Police, and particularly PC Christian Evans for leading the inquiry."

Police cordoned off a square next to the Kremlin and detained several youths Thursday as they attempted to head off a nationalist protest by right-wing football fans.
Police acted on intelligence gleaned from social networking sites that advertised an afternoon gathering on Manezh Square by fans of the main Moscow football clubs.
According to a message visible on Facebook, the rally was to be in memory of a Spartak Moscow fan killed in a brawl with Chechen youths exactly three years ago.
A policeman on the square told RIA Novosti that several people in possession of "banned items" had already been taken into police vans.
Yury Volkov was stabbed in the center of Moscow in the summer of 2010. That October, a jury found two men, Ahmedpasha Aidayev and Bekhan Ibragimov, guilty of premeditated murder. Aidayev was sentenced to 17 years in prison, Ibragimov received six years in prison.
Another Spartak fan, Yegor Sviridov, was shot dead in a brawl with a group of youths from the North Caucasus in December 2010.
Anger over how the police handled the Sviridov investigation resulted in some 5,000 nationalists and football hooligans rioting outside the Kremlin walls in December 2010.

Five Corinthians fans, held over the death of a teenage fan, have been released after almost six months in a Bolivian jail.
Reginaldo Coelho, Leandro Silva de Oliveira, Jose Carlos da Silva Junior, Marco Aurelio Nefreire and Cleuter Barreto Barros were freed on Friday. The fans had been held in Oruro, Bolivia, since February for their alleged involvement in the death of Kevin Beltran Espada, who was hit by a flare during a Copa Libertadores match, reports Xinhua.
The decision came almost two months after the release of seven other Corinthians fans from the San Pedro penitentiary.
“The Brazilian government is satisfied by the decision by Bolivia’s judiciary to free the last five Brazilians who were held in Oruro. They have been released and are receiving all the support of the embassy in La Paz with a view to their imminent return to Brazil,” said a statement from Brazil’s foreign ministry.
According to reports, the decision to free the prisoners came only after Corinthians agreed to pay $50,000 in compensation to the victim’s family. But the Brazilian club denied the claims, saying the payment was merely a ‘humanitarian’ gesture.

Shocking scenes as crowd trouble mars season opener
Ahead of their opening match in the Regionalliga Nordost division, fans from both sides shocked the onlooking players by clashing in the stands.
It's unclear what sparked the violence, but you can clearly see fans running around the perimeter of the pitch in an attempt to reach the opposing supporters, before various punches, objects and whatever else the violent mob can lay their hands on gets thrown.

Coventry City fans invade pitch at first League One game
Protesting Coventry City fans caused a three-minute stoppage during the club's first League One match of the season.
The Sky Blues went into administration in March, are set to play home games in Northampton, have been deducted 10 points by the Football League and face liquidation.
About a dozen fans ran on to the pitch when the team went 2-0 down in the first half at Crawley Town.
Stewards and police chased them before wrestling one to the ground.
At the start of July the club announced it would be playing its home games for the next three seasons at Northampton Town's Sixfields Stadium, 34 miles from Coventry, a move which has generated much opposition from fans.

One Magdeburg supporters was arrested after he thrown a beer can in direction of police outside the stadium, when the Cottbus escort marched in direction of the stadium. When he was arrested he punched a policeman who was wounded. Inside the stadium away fans used firecrackers which some of them were sent in the pitch. Six people were arrested.

About 30 Brighton came towards the pub with sticks and launching bottles and glasses.
Leeds got stuck into them and it goes off for a good 5 mins, maybe 10. Full on toe-to-toe as no coppers around at all with Leeds eventually backing them off down Beeston.
Fair few lads in a bit of a mess, loads of glasses going back and forth. Around 30 Brighton were lobbing bottles at anyone who they could aim at. Proper lads as well by all account. Leeds did get the upper hand at the end but the Brighton lot sounded pretty game.

The number of hooligans listed by the Swiss Federal Police has climbed to 1,368, the office announced Wednesday 31 July. Only 12 of them are women.
The figure is the highest since Hoogan was established to track hooligans.
Hoogan, the federal database for registering football and hockey hooligans, was set up in 2007. It registers information about anyone who has been banned from a stadium, from traveling abroad or from crossing cantonal lines because of violent acts carried out in connection with sports events.
Carrying explosives ranks at the top of the list of crimes, followed by rioting and acts of aggression against authorities.

Preston steward trampled by police horse as fans invade pitch after Blackpool cup tie
The 2013-14 League Cup kicked off on Monday evening with Preston hosting fierce local rivals Blackpool at Deepdale. Prior to this first round match, the Lancashire sides hadn't faced each other since February 2010, but the animosity between them has been kept alive by stunts including a relegation-mocking plane and a cheeky Countdown Conundrum.
An 87th-minute header from Preston 's Tom Clarke decided the fate of the latest instalment of the West Lancashire derby (also known affectionately as the "donkey derby") but ugly scenes marred the result at full-time, when home fans invaded the pitch to goad their rivals. During the melee, a Preston steward who was trying to restrain a fan was trampled by a police horse.
The incident looks very serious, but the steward managed to walk away, with AP journalist Rob Harris tweeting that he is OK. The BBC confirm that the Deepdale worker injured his shoulder and was sent to have an X-ray. Further proof that they breed them tougher up north.

Preston North End fans to face police action after pitch invasion following beating Blackpool 1-0
Lancashire Police have issued a statement warning Preston North End fans who stormed the pitch at Deepdale after their sides 1-0 win they will face action.
Between 200-300 fans went onto the pitch after the final whistle and a steward was trampled by a police horse during the period.
Chief Inspector Nick Emmett who was Match Commander on the night said, “The behaviour of those involved in the disorder and the behaviour of some people towards officers and stewards was absolutely disgraceful. This was a very difficult situation which presented significant challenges for both the club and for ourselves and we were able to bring the situation under control quickly. The disorder last night was completely unacceptable and we will be making significant efforts to locate and prosecute those involved.”
Police also say they are looking into reports of persistent troublemaking by some fans on both the Blackpool and North End side during the day.
Superintendent Richard Morgan said, “The behaviour of those involved in the disorder at last night’s game was completely unacceptable – there was a significant minority of determined people from both sides who throughout the day, before, during and after the game, were intent on causing problems. There will be a thorough investigation over the coming days and weeks and I want to be very clear that those involved in the disorder can expect a visit from the police and to be prosecuted.”
Preston North End have released a full statement condemning the pitch invasion on their website.
It states: “This incursion onto the field of play is totally unacceptable and is condemned by everyone connected with Preston North End Football Club.
“The measures that had been put in place in anticipation of such an event worked as planned and at no time were rival fans in contact with each other and the pitch was cleared as quickly as possible.
“Contrary to early press reports the steward that was seen on TV in contact with a police horse was not taken to hospital and went home with colleagues after being given the all clear by medical staff at the ground.
“The only steward to receive any injuries at the stadium was working in a part of the stadium occupied by the visiting supporters.
“In reiterating that any invasion of the pitch is unacceptable, we would like to commend the police and stewards for responding in a timely and appropriate manner.”
Tom Clarke’s goal saw PNE beat their Lancashire rivals and progress in the Capital One Cup, but the late scenes marred the victory.
PNE manager Simon Grayson told the post-match press conference: “I was an intense derby match; I thought it was a cracking atmosphere and was on a knife’s edge
“I thought we defended well, we passed it well and we were just waiting for an opportunity to get that goal and although it came from a set piece, I thought we did well in the game and deserved the win.”
