A significant step to drive hooligans out of Greek soccer grounds will be taken in about three weeks, Sports Minister Giorgos Orfanos said yesterday, when firms bid for the contract to set up an electronic ticketing system.
The new system will force fans to supply identification when buying their tickets and to show it when entering soccer grounds. Orfanos said this will stop the selling of mass blocks of tickets to clubs of team supporters — often thought to be responsible for violence. This practice of selling tickets in bulk makes it hard to trace troublemakers.
The system should be in place for the start of the soccer season in August, when the first division Super League will be launched. Meanwhile, an AEK fan was charged with attempted murder for firing a flare at a coast guard from the ferry carrying supporters from the cup final in Crete. German and Polish hooligans will present the biggest risk of violence at the World Cup finals in Germany, Interior Minister Wolfgang Schaeuble said in a newspaper interview on Monday.
"The biggest problem we have is with German hooligans. We must not place the blame on neighbouring countries," Schaeuble told Der Tagesspiegel newspaper.
"However, it is true that Poland has a hooligan problem. We are working with the Polish authorities. Our cooperation is going so well that I will attend the match between our two countries with my Polish counterpart Ludwik Dorn."
Germany's match with Poland in Dortmund on June 14 is the focus of particular security concerns and those fears were fuelled after Polish football fans fought running battles with police in Warsaw at the weekend.
But Schaeuble said officials believed violence could break out in the centres of any of the 12 cities hosting matches during the June 9 to July 9 tournament.
"I am not worried about the World Cup stadiums, because they are well-secured. But we will be confronted by a new sort of fan tourism. Hundreds of thousands of people will gather in the centre of cities."
At all of the main meeting places in the cities, dozens of video cameras will keep watch on the crowds.
"Our officials will spot immediately where trouble is starting. Surveillance scares people off," Schaeuble said. "On all of the biggest city squares everyone has got to expect to be filmed."
Schaeuble confirmed that the Iranian government had expressed concern that its team was at risk of an attack.
"We promised special liaison staff for all of the World Cup bases. The Americans will also have that because they are a potential target too."
Although there is currently no indication that Iranian President Mahmoud Ahmadinejad will come to Germany to watch the finals, Schaeuble said Germany was obliged to open its doors to him.
"If he travels with the team we have to let him in, but we will tell him that his statements are unacceptable."
Ahmadinejad denies the existence of the Holocaust and has called for Israel to be wiped from the map. _________________ | |

MORE than 40 football fans from Bolton will be banned from travelling to the World Cup in Germany.
They will have to hand in their passports and report to police stations on the days when England are playing.
Police from Bolton will be among 86 uniformed officers and plain clothes "spotters" travelling to Germany as part of a joint operation with overseas authorities to stamp out any trouble.
Violent clashes tarnished the reputation of England fans during the 1998 World Cup in France.
continued... Twenty-three football fans from Bolton have banning orders as a result of convictions for disorder in previous years.
A further 18 were served with banning orders in the season that has just finished.
And a further three Wanderers fans are due to appear in court before the start of the tournament and could be banned from making the trip.
Information about known hooligans from Bolton and elsewhere in Greater Manchester will be collated on a national database.
Police spotters will also be on alert at the region's airports to identify hooligans trying to breach the ban by leaving the country.
PC Adie Ollerton, Bolton's football intelligence officer, said: "The majority of Wanderers fans have been well behaved this season but the small number who cause trouble have been targeted.
"There were one or two incidents of people misbehaving abroad at UEFA Cup matches, but on the whole, we have been able to avoid any disorder through identifying and monitoring known offenders.
"Those who pose the most threat to a peaceful tournament will not travel.
"People who we suspect may cause trouble in Germany will be closely monitored by police from both the UK and Germany."
Bolton has the third highest number on the ban list. Only Manchester United and Manchester City have more, with 97 and 64 respectively.
A total of 3,286 yobs in the UK are subject to banning orders, which were introduced as part of the Football Disorder Act in 2000, according to latest Home Office figures.
Greater Manchester, where 247 orders are in operation, is fourth in a list of shame headed by West Midlands (290), Greater London (267) and South Yorkshire (264).
Anyone with a banning order will be required to hand their passport to police by May 31, meaning they cannot leave the country, and must report to a police station on match days.
All of those banned face prison if they enter any football ground in England or Wales during the term of their order.
Greater Manchester Police's Assistant Chief Constable Steve Thomas will head the British part of the operation.
He has spoken of his hopes that a repeat of the good behaviour displayed by England fans at Euro 2004 in Portugal will dispel the reputation of the country's fans as hooligans.
He said: "Some people think the good behaviour of England fans in Euro 2004 was a one-off but if the supporters can maintain that for Germany there's no reason to think that image won't disappear.
"There are many challenges ahead but I am confident that we will be able to assist in the successful running of the tournament." _________________ | |

Source : Daily online LONDON: A few hours before an England friendly soccer international match in Denmark last year, four fans sat drinking quietly in a local pub before leaving for the stadium.
To their dismay, a nervous-looking local man approached and begged them not to start trouble.
The incident served as a reminder that despite England fans' good behaviour at the last two international tournaments, bad reputations take a long time to shake off.
England fans will once again come under scrutiny when more than 100,000 travel to Germany - their most bitter soccer rivals - for the June 9 to July 9 World Cup.
"The vast majority of England fans are supporters of the England team," Professor Tom Riley, who studies science and soccer at Liverpool John Moores University, told Reuters.
"Hooliganism now is a very different phenomenon from the late '70s and mid-'80s where you had large sections of individual clubs who were basically hungry for trouble.
"But that doesn't hide the fact that given certain circumstances, England fans could still get drawn in."
Both British and German police say they are confident the tournament will pass off smoothly as the two sides have worked closely to prevent known troublemakers from travelling.
The combination of sun, alcohol and thousands of fans from around the world mixing under close police inspection could still lead to trouble, however.
Some 945 English hooligans were detained and expelled after rioting in Belgium during Euro 2000, and the 1998 World Cup in France was marred by violent England fans.
Supporters at the 2002 World Cup in South Korea and Japan were praised for their behaviour, however, and in Euro 2004 in Portugal, the overriding image of England fans was of young men and women, draped in their country's colours, loudly supporting their team.
It is a look they are keen to repeat.
Travel ban
Following the trouble in Belgium in 2000, the English authorities introduced banning orders on a large scale, preventing known hooligans from travelling during a tournament.
The orders have the added effect of reassuring the host police, who think the worst fans will not be present.
Mark Perryman, a leading member of the England Fans' Group, told Reuters he was quietly confident.
"The encouraging thing is that Japan and South Korea, Portugal and the qualifying campaign for this tournament were all such a huge success, when before both those tournaments and the qualifiers people expected trouble," he said.
Dougie Brimson, a former England hooligan who has since written several books on the subject, said the style of policing would determine how the fans behaved.
"One of the problems traditionally for England fans abroad - and it's a big shock when it happens for the first time - is that the forces of law and order are not necessarily there to protect you. They view you as the problem," he told Reuters in an interview.
"Hooliganism is caused by a mood, it's caused by an atmosphere and (it is affected by) the perception that precedes you. We need police that aren't going to try and tame the England fans but police that will protect them."
Right-wing thug
Brimson said fans had suffered in the past because the image of young lads draped in the St George's flag of England carried an extreme and violent right-wing connotation.
"Traditionally it has been a problem for the English to say: 'I'm proud to be English'," he said. "The only way most working-class lads were able to do that and celebrate the cross of St George is via sport, and in the main that means football."
"Back in the '70s and '80s (the flag of St George and the union flag) was latched on to by the National Front, the BNP (British National Party) and various right-wing groups.
"So the perception remains to this day that you see all these big, bulky lads draped in the Union Flag and you automatically think - right-wing thug. I think that is finally changing."
Fans' groups have worked hard over the last five years to improve the England followers' image, from one of violent troublemakers to fun-loving patriots who just want to support their team.
Observers warn that although behaviour has improved, it is still too early to say that England no longer has a problem with hooliganism abroad.
England's chief police officer in charge of preparing for the tournament, Assistant Chief Constable Stephen Thomas, has discussed with his German counterpart the fact that England fans could be targeted by other supporters because of their past reputation. _________________ | |
