Officials in the Dutch town of Velsen plan to frisk all English fans traveling via the nearby port of Ijmuiden on the way to the World Cup in Germany, Belgian media reported yesterday. Local mayor Peter Cammaert wants to change the local bylaws to enable police to stop and search all the fans to ensure they are not carrying weapons, a spokesperson for the municipality said. Police expect approximately 100,000 English fans will arrive by ferry to Ijmuiden and travel on to Germany by coaches. Ijmuiden has two ferry services to Britain every day. The mayor wants to designate the arrivals terminal as a special security zone to allow the police to search all arriving fans. The police say the possibility hardcore hooligans may use the Netherlands to get to the World Cup cannot be ruled out. The court heard police were escorting Manchester United fans towards the city centre through Everton Valley at about 8pm. Stuart Driver, prosecuting, said about 50 United fans became separated from them and police set up a makeshift convoy to take them away from Goodison Park. He said the smaller group was faced with a group of Everton fans and a fight broke out, with fans punched and kicked, and missiles were hurled at them. Mr Driver said: "Police officers said this was the worst incident of violence they had encountered in years of service." S******, of Store Street, Kirkdale, W********, of Hawthorne Avenue, Halewood, and S******, of Cockington Close, Northwich, were all convicted of violent disorder and were each jailed for 27 months. They were given football banning orders, preventing them from attending matches for 10 years. Police in Weston-super-Mare have revived their football operation to kick out potential soccer hooliganism in the town.
This follows the decision of the Football Association to switch key matches to the Millennium Stadium in Cardiff following the delay in building work at the new Wembley Stadium.
The FA Cup and key playoff matches have all moved to Cardiff from the Middlesex venue, prompting police chiefs in North Somerset to resurrect their highly successful football operation.
Hundreds of fans could flood the seaside town again seeking overnight accommodation ahead of matches planned for the Millennium Stadium including this weekend's FA Cup final between Liverpool and West Ham United.
Chief Inspector Nick Walker of WSM police said: "We have well-rehearsed plans which we will wheel out for the forthcoming games. The operation has worked extremely well over the past five years since the major games have been hosted in Cardiff.
The operation will also involve the police joining forces with the town's taxi firms, hoteliers and guest house owners to tackle potential soccer hooliganism.
Problems had occurred in the past as a result of fans staying overnight in Weston-super-Mare, ahead of major games in Cardiff.
In 2004 up to 600 fans stayed in Weston – at least 150 consisting of men staying in groups but there no reported incidents. Similar numbers also stayed in the resort last year with no reported incidents.
Police ensured licensees were made aware of the potential for problems and helped pubs and clubs to take steps to enhance their own security. This included the provision of additional door staff being put in place.
Extra high-profile police patrols, reinforced by support group units and officers from the dog section, together with police spotters and covert officers were mobilised.
Mini buses and coaches bearing soccer club banners and colours were stopped and passengers filmed and warned about their conduct in the family seaside town.
They were advised that if they caused problems they would be shown the red card and could be landed with a football banning order.
C/Insp Walker said: "Our priority is to ensure that people come to Weston-super-Mare and enjoy themselves. We want to make their stay in the resort part of an enjoyable weekend, unfortunately we can't be responsible for how their teams perform on the pitch!
"We will follow the highly successful and well rehearsed plans, which formed part of Operation Jinx adopted last year. This involved good partnership work, combined with police-led intelligence, to ensure that we have trouble-free evenings ahead of the games in Cardiff.
"Positive co-operation from licensees and door staff and robust high-profile policing ensured there was no football-related disorder in the town and we will be looking to bolster those already firm relationships.
"Additionally, we will be working with hotels and bed and breakfast establishments in the resort, providing support and advice, especially where groups of supporters have block-booked accommodation.
"We hope the partnership approach sends out a strong message that Weston-super-Mare will not tolerate any football-related disorder. Troublemakers will not be welcome in this town and would-be hooligans can expect a robust response and could also be given a football banning order," warned CI Walker. _________________ | |

| Germany: Security Concerns during World Cup Soccer - 09/05/2006Source : Stratfor The 2006 World Cup soccer tournament will begin June 9 in cities across Germany, and end a month later with the final match in Berlin's Olympia Stadium. The vast majority of European fans who are expected to attend will be peaceful and law-abiding, though gangs of neo-Nazi skinheads, soccer hooligans and possibly even anarchist/anti-globalization groups could incite violence. The concern is that the neo-Nazi groups, perhaps fueled by alcohol, could descend on small groups of foreign soccer fans, particularly those from the Middle East or Africa. Skinheads are a problem in the former East Germany, where economic conditions are worse than in the rest of the country. In Leipzig, in the former East Germany, unemployment reached more than 22 percent in March. The far-right National Democratic Party (NPD), which espouses anti-Semitic views, is planning a rally in Leipzig on June 21 when Iran takes on Angola. The rally ostensibly is a show of support for Iranian President Mahmoud Ahmadinejad's recent remarks about Israel. In addition to German skinheads, rowdy gangs of neo-Nazis from other countries could create problems as well. Polish neo-Nazis have made no secret of their plans to cause trouble in Germany during the tournament. Despite efforts to prevent unruly fans from entering Germany in November 2005, German and Polish fans clashed in the woods outside Berlin. The NPD also plans to demonstrate at matches involving Polish teams -- which likely will draw a response from Polish gangs. Therefore, the June 14 match in Dortmund between Poland and Germany could be especially volatile. In addition, the Portuguese right-wing group National Front is planning a demonstration in Cologne on June 11, when Portugal plays Angola. Additionally, the tournament is expected to draw some 100,000 British fans, among them many whose reputation for violence and hooliganism has preceded them. Approximately 3,000 fans have been banned from leaving the United Kingdom for the games, based on their violent behavior at previous soccer matches. Bans against hundreds of other fans for incidents that occurred before 2004, however, have expired. The German government has made an effort to remind British fans that displays of Nazi symbols and salutations are illegal in Germany, and has warned that violators will be prosecuted and possibly jailed. The rivalries between soccer hooligans in Europe have evolved to the point that groups in Holland, Germany, Poland and the United Kingdom have become somewhat organized. Because of the strong contingents of hooligans expected at these games, security concerns for spectators, corporate sponsors and business owners will be highest at matches featuring teams from these countries. A lesser threat to security during the World Cup will come from anarchists and anti-globalization groups. The World Cup is not as politically charged as events such as G-8 summits and World Economic Forum meetings, though some problems could arise. Some left-wing groups could demonstrate when the United States plays the Czech Republic in Gelsenkirchen on June 12, and there could be small demonstrations against multinational corporate sponsors, such as Coke and MasterCard. Overall, however, most anarchists who attend the World Cup will be there to watch the games, not to stage organized protests. The German Interior Ministry has established liaisons with law enforcement organizations such as Interpol and Europol in an effort to identify potential troublemakers in advance of the games, though Europe's lack of internal travel restrictions likely will make it easy for anyone who wants to attend the game to enter Germany. Poland, for example, does not keep track of soccer hooligans as do other European countries, and therefore is unable to provide the Germans with a list of people to watch for at border crossings and event venues. The Germans will provide additional security, including some 2,000 soldiers, for logistical support during the games, but concerns about too severe of a security presence could cause the government to limit patrols. In addition, the German government has placed responsibility for providing much of the additional security on the localities where the games are being held -- a bill that many towns cannot afford. Emotions -- not just over the games -- will be running high and alcohol will be flowing at the World Cup matches. Hooliganism is a growing phenomenon that should be fought with a Europe-wide ban to keep offenders from travelling and entering stadiums, the European Union's justice chief said on Wednesday.
Germany, which hosts the World Cup next month, has said hooliganism is its greatest concern.
"I am concerned about the growing hooliganism across Europe," Justice Commissioner Franco Frattini said.
"If you allow these gangs to freely circulate ... it's hard to think about fighting them," he told Reuters.
Frattini said that both travel bans to bar hooligans from travelling, and bans to keep them from entering stadiums, would be useful.
He said he did not have the power to propose an EU law but that all EU countries could agree to introduce these measures in their national legislation.
Frattini said he was not particularly concerned by hooliganism at the World Cup, because he thought the German authorities were determined to take the necessary steps to prevent it.
If Germany reintroduced checks at its borders during the World Cup that would help it prevent hooliganism, Frattini said, adding Germany was considering such a move.
Travellers in the "Schengen" zone of 15 European countries can normally move freely across borders without showing an identity card, but member states can suspend the accord and reintroduce controls at times of heightened security alerts.
Poland is not part of the Schengen area, and therefore border checks with Germany are still in place, even without high security alerts. German and Polish police chiefs have said they fear clashes between hooligans. _________________ | |

Germany, which hosts the World Cup next month, has said hooliganism is its greatest concern. There are 124 football banning orders in the county, 57 connected to Burnley FC, 37 to Blackburn Rovers, 26 to Preston North End and four to Blackpool.
This figure puts Lancashire 10th out of the country's 42 police areas.

A new strategic plan to combat football violence is expected to be submitted to the Cabinet in the near future, local press reported on Friday.
According to the Permanent Secretary of the Ministry of Justice,Andreas Tryfonides, the decision to introduce new laws to combat the escalating problem of violence at football stadiums was taken after a team of sport and government officials visited experts in the UK.
Government and sport officials met with counterparts from the British Home Office, the various associations, Scotland Yard, football clubs, stadium owners and were even given a tour of Arsenal FC's High bury stadium.
"The aim of the team that participated in the visit is now to inform the Cabinet on what we learnt during our time there, the experiences that we got from the UK," said Tryfonides.
"We will then expect to be given authorization from the government to work together and submit a strategic plan aimed at creating a way to combat the problems that surface every time we have football matches."
Speaking at a news conference in Nicosia alongside Police ChiefCharalambos Koulentis, Cyprus Sports Federation (CSF) Chairman Titos Christofides, Cyprus Football Association (CFA) General Secretary Chris Georgiades and British High Commissioner Peter Millet, Tryfonides added: "We were pleased to discover that these particular measures used in the United Kingdom had very positive results. Unfortunately, as we all know, Cyprus has a problem with football violence which ultimately insults our society, destroys the ideology of sport.
He added: "The secret that was learned from the various UK officials was that a combined effort from all different sectors is needed to beat the problem. To stamp out violence at stadiums we all need to be united and that is not the sole responsibility of the police, the CSF or the CFA.. That was how stadium violence was stamped out in the UK."
Echoing Tryfonides' comments, the Chief of Police said in the past all the blame had been put on police, whereas a joint effort was what was needed.
Football in Cyprus has for years been plagued with violence at football grounds and refereeing controversy. In recent years, the problem has escalated and football is now seeing the emergence of racist chants at some grounds.
Last Tuesday, four youths and two men appeared in court in connection with violence that followed the highly-charged derby between rivals Apollon Limassol FC and AEL Limassol FC on the weekend.
At around the same time, angry fans of Nicosia based APOEL FC fans hurled objects at opposing fans and police officers after their side drew with Anorthosis Famagusta FC at the Antonis Papadopoulos stadium in Larnaca. _________________ | |
