Winstone tackles World Cup thugs - 03/05/2006

Source : The Guardian

He will use the F-word more than 150 times and portray the world of football as being riddled with bungs and deceit. But yesterday the actor Ray Winstone, who is to star next week in Channel 4's unflattering fictional portrait of a corrupt Premiership manager, was named by the Football Association as the celebrity face of its campaign to improve the behaviour of England supporters at this summer's World Cup.
The 49-year-old West Ham supporter, who has starred in such gritty and violent film dramas as Scum, Nil by Mouth and Sexy Beast, plays the archetypal foul-mouthed, sheepskin-coated soccer manager in the TV drama All in the Game. In the run-up to the World Cup he will be the respectable, if slightly rough-edged, public face of England fans in the FA's Alltogethernow campaign, making video appeals to fans for a trouble-free tournament. Winstone said: "I am proud to be an England fan and enjoy nothing more than joining in with the crowd to get behind the team, but let's get this straight. Causing trouble at a football tournament is unacceptable. I'm as passionate about being an England fan as the next man, but the moment you get involved in violence you let down the team and the country."

Attempts by England supporters to shed their notorious hooligan image will be put under severe strain after the decision by tournament organisers to allow all-day drinking. The German authorities are rolling out the welcome mat for the 100,000 England supporters expected, while police are planning a restrained approach.
One of the biggest tests will come in Nuremberg, where England play Trinidad and Tobago. The city, substantially rebuilt after the war, is embracing the organising committee's slogan - "A time to make friends". With 40,000 England fans expected, the city authorities are adopting a trusting approach based on improved behaviour over the past decade. Nuremberg's old market squares, dotted with bars, will allow drinking round the clock. There are reminders all round the city of its role in the Third Reich; next to the 36,000-capacity match venue is the Frankenstadion, a derelict Nazi parade ground.

The FA, fans' groups and the German authorities all hope it is not a recipe for disaster. They fear England's presence could be exploited by local neo-Nazi groups, or lengthy drinking sessions could lead to provocative Nazi salutes.

But Heino Hassler, a fan-coordinator with the Nuremberg Fans Projekt, believes the dangers are overstated. The mood is shared by englandfans, the official England supporters' club. England supporters' reputation hit a low at Euro 2000 in Germany, when 450 hooligans were arrested. This time, about 3,500 troublemakers will be prevented from travelling to Germany.

50 Welsh hooligans banned from Cup - 03/05/2006

Source : icNorthWales

FIFTY soccer hooligans from North Wales have been banned from travelling to Germany for the World Cup finals.

The yobs will have to surrender their passports 10 days before the opening match on June 9.

They will also have to report to police every day England play during the tournament.

Soccer and police chiefs are keen the World Cup, which is just weeks away, is trouble-free.

The hooligans, who have not been named, are subject to Football Banning Orders because of bad behaviour at soccer matches.

A Home Office spokeswoman said it was protocol not to name them.

A total of 3,286 Football Banning Orders have been imposed by courts across England and Wales.

They are a civil measure, designed to make it easier to stop hooligans attending games without proving criminal behaviour "be-yond reasonable doubt".

Behaviour likely to result in a ban includes fighting, stirring up racial hatred, using threatening or abusive words and even displaying abusive or insulting writing.

Offenders banned from international matches are also outlawed from any League ground in England. The orders normally last for two to five years.

The figures were released to MPs in a written answer by Home Office minister Paul Goggins.

He said: "Each of the individuals concerned will be required to report to a designated police station and surrender their passports 10 days prior to the opening match and on every England match day during the tournament."

Courts in South Wales have imposed 130 orders, those in Dyfed-Powys have banned three yobs, while Gwent courts have dished out 25 orders.

Home secretary Charles Clarke has said the orders will be rigorously enforced.

Dozens on county's hooligan list - 03/05/2006

Source : BBC NEWS

More than 50 Lincolnshire football supporters have been banned from travelling to the World Cup.

The suspected hooligans will be forced to hand over their passports to police to stop them from travelling to Germany to cause trouble.

The bans affect 30 Lincoln City fans and 13 Boston United supporters along with supporters of several other teams.

Chief Inspector Kieran English said the football fans were among a total of 3,286 people banned across the UK.

The banned fans will have to surrender passports 10 days before the opening match and report to police on every England match day during the tournament.

"We have a proven track record for working with the football clubs to get banning orders to restrict movements of people who have committed violence and other offences," Ch Insp English said.

500 foreign police on World Cup duty in Germany - 03/05/2006

Source : WorldSoccerNews

Around 500 foreign police will come to Germany as part of the security operation to prevent hooligan violence at this summer's football World Cup finals, a top government official said.

August Hanning, a senior official in the German interior ministry, said Wednesday that 300 uniformed officers from European Union member states would assist German police.

Another 200 would come from other countries among the 32 qualified nations.

"The laws governing the federal police in Germany allow police officers from other EU countries to come to Germany and work together with German officers," Hanning told an audience of foreign journalists.

"We have invited 300 officers from the EU member states who will operate in their uniforms here in Germany.

"I think that is a big help because when it comes to hooligans we can rely on their expertise because they are in a better position to deal with them than the German police.

"On top of that, we have 200 officers from other participating nations who will act as liaison officers with the Germans."

Hanning said the number of officers sent from each country would be in proportion to the number of supporters expected from each country.

The British government has announced that it will send 79 officers, including 44 in uniform, to Germany to accompany the 100,000 England fans expected to attend the finals which take place from June 9 to July 9.

At the last World Cup to be held in Europe, in France in 1998, rioting English hooligans caused chaos and an attack by German hooligans left a French riot policeman permanently brain damaged.

Moscow Soccer Hooligans Arrested in Connection With Racist Murder - 03/05/2006

Source : AP

Two members of the Spartak soccer fan club were detained by police in connection with the November 27, 2005 murder of a Turkish citizen in Moscow, according to an April 27, 2006 report by the Regnum news agency. The murder of Mekhmet Kelesha is being treated as a hate crime. He was beaten and stabbed to death by a mob of soccer hooligans, some of whom shouted “Beat the Caucasians!” (people from the Caucasus) and “For Spartak!” Both of the suspects are 17 years old.

Cup ban for ‘fans’ - 03/05/2006

Source : This is Swindon

A TOTAL of 33 Swindon Town football hooligans have been banned from travelling to Germany for the World Cup finals.

The yobs are all subject to Football Banning Orders and must report to a police station and surrender their passports 10 days before the opening match on June 9.

They will also have to report to police every day England play during the tournament.

James Neighbour, football liaison officer for Swindon police, and his team spent months gathering evidence against the troublemakers.

He says the banning orders will reduce the risk of England being shamed by yobs from our town.

A total of 3,286 banning orders have been imposed by courts across England and Wales with 33 in Wiltshire.

PC Neighbour said: "The banning orders were necessary due to the World Cup in Germany.

"It's not difficult to travel to and there are other countries taking part that have more worrying problems with hooligans than England, like Poland, Holland and Germany themselves."

The Football Banning Orders are a civil measure, designed to make it easier to stop hooligans attending games without proving criminal behaviour beyond reasonable doubt'.

Behaviour likely to result in a ban includes fighting, stirring up racial hatred, using threatening or abusive words and displaying abusive or insulting writing'.

Offenders banned from international matches are also outlawed from any league ground in England.

The first Town fan to receive a civil banning order was Paul Merritt, then 27, of Applewood Court in Westlea in July last year.

The orders normally last for two to five years.

Home Secretary Charles Clarke has said that the banning orders will be rigorously enforced.

He said English and German police and authorities had the leading relationship in Europe in combating hooliganism.

Mr Clarke said: "The German slogan for the World Cup is time to make friends' and that's how we want to see this tournament going.

"We want it to be a celebration of football, an expression of the modern relationship between Germany and Britain."

In March, rival football fans caused chaos when they clashed at a Swindon pub on a day when neither teams kicked a ball.

Twelve people were arrested after the trouble which involved up to 100 people at the Queens Tap.

Men, who are believed to be Bristol Rovers supporters, smashed all of the pub's windows and they were seen hurling cans and bottles at Swindon fans drinking inside.

15 hooligans banned from World Cup - 03/05/2006

Source : Norwich Evening News

Fifteen football hooligans are set to hand over their passports to Norfolk police to make sure they do not travel to this summer's World Cup.

The Home Office says 15 thugs in the county have been handed football banning orders to try to ensure trouble does not flare at the tournament in Germany.

Paul Goggins, parliamentary under-secretary at the Home Office, said: “Each of the individuals concerned will be required to report to a designated police station and surrender their passports 10 days prior to the opening match, and on every England match day during the tournament.”

More than 3,000 orders have been handed out by the Home Office in advance of the World Cup. The bans can last between two and 10 years.

Among those subject to the bans are Norwich City fans Darryn Cockaday and Adam Mayo.

Cockaday, of School Lane, Sprowston, and Mayo, of Laurel Drive, Brundall, were banned from attending matches for three years following a brawl with Sheffield United fans after a game at Carrow Road in January 2004.

Kristina Raines, a spokesman for Norwich police, said the Home Office figure of 15 was correct, although one order was due to expire and another was being legally challenged.

She added: “Norwich police have been working in partnership with other organisations including Norwich City Council, Norfolk Fire Service and the management of pubs and clubs in the city to ensure a safe and trouble-free environment in the Norwich area throughout the World Cup competition.”

The number of banning orders in neighbouring Suffolk is 10.

Last month, Norfolk police chiefs were warning pub and bar owners they could be closed down if trouble flared during the World Cup.

Polish hooligan army to invade World Cup - 06/05/2006

Source : TIMES online

A HARD core of violent Polish fans led by neo-Nazis is emerging as the biggest hooligan threat to the World Cup, displacing the traditional troublemakers from England and the Netherlands.
“It will be the battle for Berlin,” Andrzej said, with a crooked, toothy grin. Clasping a can of beer and singing obscene anthems, he is one of the estimated 250,000 Polish supporters who will be travelling to Germany next month, with or without a ticket.

We met the 38-year-old mechanic outside the Lech Poznan Stadium before a low-key encounter with Dyskobolia, a local rival, but the talk was of war, blood and the settling of scores on an international level. Poland play Germany on June 14 and whatever the outcome on the pitch, passions will be stirred among the two largest hooligan contingents at the tournament.

To our surprise, Andrzej disappeared to the gentler side of the stadium and squeezed among the younger supporters. There were tougher fans than him at the game, who were shepherded into a huge metal cage: a couple of hundred baying skinheads. As in every Polish game, ritualised chants echoed across the stadium but there was anger too, waiting to be exported across the border to Germany. “Don’t want no education,” bellowed the crowd in a warm-up song borrowed from Pink Floyd. “Don’t want no thought control.”

Police calculate that there are between 2,000 and 2,500 potentially violent Polish hooligans. But the figure is guesswork. Each region has its own figures. There is no central list, little monitoring and no clear overview.

“Only about 5 per cent of the fan community are really hooligans,” Jaroslaw Kilinski, head of Wiara Lech, the Poznan supporters club, said. “The Germans are exaggerating the problem.”

But 5 per cent of 250,000 adds up to more than 12,000 thugs, enough to change the balance of the hooligan problem during the World Cup. By comparison, 100,000 England fans are expected, with more than 3,000 forced to stay at home under banning orders.

The dynamics of Polish hooliganism could be observed in the Poznan cage. About six organisers, none of them wearing fan regalia, slipped through the barred entrance — resembling the exercise yard of a high-security prison — and controlled the mood of the terraces. Using mobile phones to co-ordinate with other parts of the stadium, they whipped up or calmed the fans. After the match, they disappeared into the crowd.

According to Marcin Kornak, the head of the fan-monitoring agency Never Again, they were almost certainly linked to far-right groups. “The hooligan scene has become a prime penetration target for organised neo-Nazis,” he said.

The far-right group Blood and Honour has infiltrated the fan clubs of Wroclaw, Gdansk and Lodz. Each club in Poland, according to Filip Janczak, of the Poznan Supporters Association, has a hooligan cell, often just a handful of young men. “They have their own web of communication — with mobile phones and the internet,” he said.

Grudge matches bring them out. “The arithmetic is complicated,” Jacek Purski, of Never Again, said. “Legia Warsaw has 70 hardcore violent fans who can be spotted at most matches. When Legia plays away, that can swell to 400.”

Now the hooligan cells are co-ordinating their actions ready for the World Cup.

Hooligans act on unspoken rituals rather than on explicit orders: that is what makes them so difficult to monitor.

Sociologists compare the hooligan structure with the Mafia,Indeed, it is extremely violent. Six people have died in clashes between supporters of Wisla Cracow and their rival Cracovia. Training video clips on the art of kicking to cripple have been put on the internet. In lock-up garages, hooligans have gathered arsenals of axes, knives and chainsaws.

There are many border crossing points between Poland and Germany and the police know the identity of only a few offenders. Last November 100 Polish fans fought Germans in the forests of Brandenburg outside Berlin. Many were Poznan supporters and have been put on a list of undesirables. There is no sure way of stopping even these fans coming to the World Cup.

World Cup ban for 124 Lancs soccer yobs - 06/05/2006

Source : this is lancashire

MORE than 100 Lancashire football hooligans are banned from travelling to the World Cup more than nearly every other part of the country.

There are 124 football banning orders in the county, 57 connected to Burnley FC, 37 to Blackburn Rovers, 26 to Preston North End and four from Blackpool.

This figure puts Lancashire at 10th out of the country's 42 police areas.

Yobs with banning orders will be made to report to a police station and surrender their passports two days prior to the opening match, and on every England match day.

But today the police officer responsible for cutting football-related violence said the high number of banning orders was proof police methods are working.

Inspector Judith Finney said: "Over the recent years, there has been a concerted effort by the constabulary to control behaviour at Lancashire's football games.

Our methods are working and will be continued throughout this season and beyond.

"The constabulary continues to work closely with the Football Association and the force solicitor to target known trouble makers, whilst ensuring that we use current legislation effectively and appropriately."

The World Cup will kick off on June 12 and 100,000 England fans are expected to head to Germany in June and July.

To lessen the risk of trouble, a total of 3,286 Brits have been slapped with football banning orders.

Teams of British police officers will be sent to Germany, and some will be given the same powers as their foreign counterparts.

German police will also head to England to screen fans in the run-up to the event.

Inspector Finney said Operation Summer Nights, a seasonal crackdown on anti-social behaviour, would be linked to the World Cup.

She added: "The vast majority of supporters attending the games are extremely well behaved and act in the true spirit of the game.

"Excluding those individuals who are intent on causing trouble for others will go towards making it even safer for those genuine football fans who want to enjoy the sport."

Two of their members were assautled by a group of Gent fans, thinking they were Standard fans.

Chester City - Shrewsbury Town - 06/05/2006

Source : BBC NEWS

Arrests made after football match

Seven people were arrested before and after a football game on Saturday.

Trouble began before the match when windows on a bus taking Shrewsbury Town supporters to the match at Chester City's Deva Stadium were damaged.

After the game, supporters from the South Stand tried to invade the pitch leading to arrests from both sides.

Further arrests were made by North Wales Police at Wrexham railway station, after the communication cord on a train was pulled repeatedly.

'Robustly policed'

The Cheshire force said the game was "firmly and robustly policed".

It was the final game of the season for the two sides, where Shrewsbury ended up winning 1-0.

Police said a 34-year-old Chester man and a 15-year-old from Shrewsbury were arrested under the Football Offences Act for running on the pitch.

A 32-year-old Shotton man was arrested for assault, and an 18-year-old from Oswestry for criminal damage to the bus.

Three Shrewsbury men, aged 30, 33 and 39 were arrested for public order offences.

Ecuador's Barcelona handed home ban after riot - 03/05/2006

Source : REÜTERS

QUITO, May 3 - Ecuador's Barcelona have been given a one-match home ban after their fans rioted and forced last Sunday's Guayaquil derby at arch-rivals Emelec to be suspended.

The Ecuadorean Football Federation (FEF) said on its official website on Wednesday that Barcelona would have to play their next game, against Olmedo on Saturday, outside their home state of Guayas.

Barcelona fans smashed up the bathrooms, ransacked commentary boxes and hurled missiles on to the field at the Capwell stadium.

One of the missles, reported to be part of a vandalised wash basin, hit a linesman and the game was suspended in the 52nd minute.

Ecuadorean media said 40 people were arrested after the riot, one of the worst in the country's football history.

The remainder of the match was played behind closed doors at the same venue on Monday. Emelec, leading 3-0 when Sunday's game was stopped, held on to win 3-2 after having three players sent off.
