Steaua Bucharest have become the first club to be punished by UEFA with a stadium ban because of racist chanting by their fans after a Champions League match last month.
Bulgaria's CSKA Sofia, however, have escaped a ban for racist chanting during a Champions League match at their ground last month because of the 'improper conduct' of the target of the abuse, Liverpool's French striker Djibril Cisse.
Steaua were originally fined 16,500 euros ($20,460) after their fans made monkey noises at two black players playing for Irish club Shelbourne in a Champions League second qualifying round, second leg match in Bucharest.
But UEFA appealed against the decision of its own disciplinary committee and Steaua must now play their UEFA Cup first round, first leg match against Norway's Valerenga 250 km from Bucharest and pay a fine of 19,500 euros.
'It was acknowledged at the appeals hearing ... that the club did not do enough against this kind of misconduct among its fans,' European soccer's governing body said on Friday.
UEFA also appealed against the 19,500 euro fine imposed on CSKA after racist chanting in the home leg of their Champions League qualifying match against Liverpool on August 10 but the appeals committee decided not to increase the penalty.
'It was noted that Liverpool striker Djibril Cisse came in for racist abuse during the latter stages of the game,' said the UEFA statement.
'Nevertheless, the panel also took into consideration the improper conduct of the Liverpool player prior to the chants of the crowd.'
CSKA said earlier this month that some of their fans had video evidence that the France striker had made obscene gestures to the crowd.
Steaua's executive president Mihai Stoica said the UEFA Cup tie against Valerenga would probably be played in Bacau or Constanta.
'Our fans will have free entrance to the match against Valerenga,' Stoica said. _________________ | |

An Argentine footballer has been shot and seriously wounded by a police officer during a riot between rival groups of supporters.San Martin player Carlos Ezcurra was shot as he and other players tried to intervene and calm the fans. Second division San Martin, from the western city of Mendoza, were losing 3-0 to local rivals Godoy Cruz when trouble flared. Mr Ezcurra was operated on for a punctured lung and broken ribs. Trouble had flared during half-time of the keenly-fought local contest when angry fans threw rocks onto the pitch Minutes from the end of the game, rival fans invaded the pitch and clashed on the playing surface. Players who remained on the pitch tried to calm the fans, before police intervened, firing rubber bullets, and injuring Mr Ezcurra. The Governor of Mendoza province, Julio Cobos, said he would seek the officer's expulsion from the police force. Five other officers involved in the disturbances would also be investigated, he said. Eight Hull City football fans have been banned from the club indefinitely after taunting supporters of a London team over the 7 July terrorist bombings.
The men, aged between 17 and 27, have been sent letters from the Stadium Management Company, which owns Hull's KC Stadium, informing them of the ban.
Six other men received final warnings about their behaviour at the home game versus Queens Park Rangers on 6 August.
QPR fans were subjected to chants of "You're just a town full of bombers".
Police and club officials identified the culprits, who have not been named, after studying hours of CCTV footage.
No-one has yet been prosecuted in connection with the incident, but Humberside Police are still investigating.
A Humberside Police spokesman said: "The police and stadium management will not hesitate to take action against people who are intent on poor behaviour and ruining a sporting event for others."
Stadium manager John Cooper told BBC News: "The people who did this crossed the line into anti-social behaviour and we felt as a company that we had to take positive action.
"We sifted through the evidence given to us through a hotline which we set up as a result of what happened against QPR.
"We felt there were eight cases to answer and they have received letters banning them indefinitely from all events at the KC Stadium."
Mr Cooper said the bans could be reviewed if any of the individuals contacted the club to apologise.
"If they want to come back to us and can prove that they recognise the error of their ways and they have changed then we will talk to them," he said.
"If not, the door is closed to them permanently." _________________ | |

Unfortunately, due to the severe security measures (combis, many many spotters...) both mobs stayed far away from eachother. Only a few locals came to us with the aim to see the probabilities of an off; they proposed something in a street far away but OB immediately took the better on us. Everyone thing about the last Nancy lads action in Metz: they came without escort with the aim to cause havoc. So we want a revenge on it. During the journey we mobbed up with about 80 lads joined by 5 Le Havre lads. We left our city at the end of the journey and we arrived in Nancy at 6pm. Our intention was to avoid a police escort so we took little streets without any songs so finally we arrived just in front of the local stand. We immediately charged them and they retreated as they were surprised by our large number. Just a few of them stood their ground but Metz lads stayed fair with them. Locals who retreated threw missiles but we continued our march on. We were just stopped by the police forces arriving. On local side we saw Saarbrucken, Rouen and Nice lads. After a few minutes of provocations, locals tried to charge us taking another street... At the end of the game, we were escorted by police forces. On our way back to our cars, a local mob (maybe 50/60) tried another charge without any effectas they were pushed back by police. ---------------------------------------------------------------------------------- Some incidents erupted outside the stadium, insulting banners inside but finally not important troubles.Before the game, Metz fans' coaches were escorted to the stadium by police forces with the aim to avoir any troubles with arch-rivals. But, during the journey, troubles erupted near the Stanislas place and on the Barthou Avenue when a group of Metz fans went out of the tramway. Some where arrested. Sparta players and staff attacked by angry fans after defeat
Players and staff at Sparta Prague came under attack from angry fans after the reigning Czech football league champions fell to a 2-0 defeat at the weekend, a club spokeswoman has revealed. Around 60 radical supporters managed to get into Sparta's stadium after the bus carrying the team returned from their away defeat to eleventh-placed FC Slovacko, spokeswoman Lenka Rakova said. Sparta are currently lying fifth after six matches. "A group of around 60 people got into the stadium. Security staff together with the police managed to evict the aggressors and enabled the players and staff to leave in safety," said Rakova on Monday, adding that one security worker was slightly injured during the incident. According to Czech daily Blesk, the fans threw smoke grenades. Rakova added that "tighter security measures" would be put in place during Sparta's home match this Saturday against Banik Ostrava. But she declined to comment on reports that coach Jaroslav Hrebik and his family were under police protection. Sparta are due to take on English side Arsenal on October 8 followed by Dutch side Ajax and Swiss side Thoune during their Champions League qualification matches. A gang of football hooligans who rioted on the day of last season's Scottish Cup Final have been banned from Dundee United's ground.
Police arrested the five men before the game between the club and Celtic at the Hampden Stadium in May.
They were found guilty at Glasgow Sheriff Court of throwing bricks and bottles and fighting in the street.
Dundee United said the men were not welcome at Tannadice and would be removed if they were seen at matches.
Dundee trio John Hepburn, 40, and Stewart and Steven MacKie, both 24, as well as Ian Carson, 40, from Airdrie and James Gallagher, 34, of Barlinnie Prison are due to be sentenced next month.
They were also convicted of blocking Bedford Street near the Carling Academy venue before the game, which Celtic won one nil.
A Dundee United spokesman said: "As far as we are concerned these individuals are not Dundee United supporters, although they may claim to be.
"True Dundee United supporters on that day would already have been inside Hampden.
"We have checked to see if they are affiliated to any supporters' club or are season ticket holders and they are neither of these.
"If they were, their tickets would have been taken away from them."
He added: "These men are not welcome inside Tannadice under any circumstances and if our attention is drawn to the fact they are there, they will be asked to leave." _________________ | |

The presidents of the Italian and English Football Associations will host a seminar at the British Embassy here on Monday about the ongoing fight against hooliganism.
The purpose of the discussion is to look at the results of the recent measures introduced by the Italian Government to combat violence at matches and compare them with the results in England. The seminar, called 'Violence in the stadiums, zero tolerance: the Italian and British experiences', will be opened by Geoffrey Thompson, President of the Football Association (FA), and Franco Carraro, President of the Italian Football Federation (FIGC).
Development of stadiums, crowd control methods, international cooperation and information exchange on troublemakers and the fight against racism will also be discussed during the two day debate. _________________ | |

During the week we tried several times to have ASSE lads on the phone but each time without any response. Strange as they said they will be on top for this game due to our last visit. At 6pm we received a phonecall saying they are near Lille. After that, no other calls. On our side, we mobbed p at 2.30pm. Finally, at 7.40pm, rumours announced a group of visitors surrounded by cops near the tube. Our mob of 60 took the road of the tube with a doubt of this info. When we were there, we saw only scarfers. So, du to this non-event our mob splitted. In the same time, another 5O ASSE mob was seen near the stadium. This time, it was they top boys, without any escort. As we were angry, we decided to go there, but we were at this time about 15. We charged them without weapons and their 50 were not so sure of them...Finally they charged us back, some using belts. We retreated as we were totally outnumbered but we stayed near the action place. After the charge, only a few punches were exchanged and 47 ASSE lads were arrested as one local. _________________ | |

40-50 Hibs in Motherwell yesterday.
Group of around 25-30 older lads, en route to Fir Park, attacked Starka Bar on Brandon Street where around 20 Motherwell lads (mainly younger lads) had gathered in the pub. Hibs gave it the big 'come on' outside the bar but Motherwell never went out. Front door of bar kicked in by Hibs with Motherwell lads throwing bottles, tumblers and ashtrays at the front door area every time they opened. Bit of a piss take by Hibs - OB turned up late after appearing to allow Hibs lads to walk through the town centre without an escort. Reported to be 9 arrests due to the incident at the pub before the match.
15-25 young Hibs lads outside the train station after the match (approx 6pm) waiting on a bus back through to Embra taunting anything that moved.
No punches thrown, mate thumped on the back of the head by an ashtray thrown by a Motherwell lad in the pub, Motherwell gubbed 3-1 on the park.....NOT A GOOD DAY. _________________ | |
