There are now grave concerns that thugs could head out to Portugal and wreak havoc and take headlines away from the pitch.
The FA are ready to meet Portuguese police to work out strategies to deal with violence ahead of next summer's finals.
Last month in Seville, England fans ran riot before the Three Lions's game against Spain.
Despite Gareth Southgate's side triumphing 3-2, reports of supporters kicking off wing-mirrors and associated drunken violence took the gloss off the result.
MailOnline reports that "a number of options will be examined, including using the popularity of manager Gareth Southgate as an anti-yob weapon".
It could mean the manager himself sends out a message pleading for good behaviour from travelling England fans.
The possibility of alcohol sales being limited in Portuguese cities is also being considered.
Huge numbers of fans are expected to travel out to Portugal as the feel-good factor continues under Southgate's tenure.
But while many will be members of the official travel club, others will be heading out in the hope of bagging a ticket.
Others will simply be happy to be in and around the action, packing out local boozers to watch the action on TV.
SunSport reported last month on the ugly scenes played out in Seville, despite British police pleading for calm.
Footage showed noisy supporters kicking wing mirrors off vehicles parked in the street and aggressively circling drivers on the night before the Three Lions' clash with Spain.
One hooligan was filmed throwing a glass at a passing car in the centre of the Spanish city.
Riot police fired warning shots in the air as the situation threatened to spiral out of control, provoking a mini-stampede among some of the England supporters out in force.

Ugly Scenes in Argentina as All Boys Fans Attack Police After Atlanta Defeat
All Boys suffered a 3-2 home defeat at the hands of Atlanta in Argentinean Primera B Metropolitana which leaves them in fourth place in the standings, three behind their Wednesday rivals.
All Boys supporters were rather disappointed to see their team lose the match and hit the streets in protest, attacking police and causing ugly scenes all around.

Police in Buenos Aires have closed All Boys stadium after their fans attacked police with guns and weapons resulting in 18 injuries and three arrests, officials said on Thursday (Nov 22).
Trouble flared on Wednesday night after the home side lost 3-2 to Atlanta as police tried to calm violent clashes led by All Boys barra brava, the name given to the radical organised fan groups.
All Boys fans, singing anti-Semitic songs in reference to Atlanta's Jewish origins, advanced towards their team bus as it left the stadium.
"Police were forced to reverse as they (the barras) were armed and could not face up to attackers with lethal weapons," the city's security and justice secretary said in a statement. "The barras were then dispersed by a motorised unit who made three arrests."
Officials said that in addition to closing the third tier ground they would ask authorities to ban All Boys fans from all stadiums for a year.
The violence, the latest in a series of incidents in and around Argentina's football grounds, came three days before Boca Juniors and River Plate, the two biggest clubs in Buenos Aires, meet in Saturday's Copa Libertadores final.
Away fans are banned from derby matches in Argentina due to the recurring violence and only River supporters will be allowed into the Monumental stadium for what is the biggest game of the year.

The Boca Juniors team bus was attacked by River Plate fans before the second leg of the Copa Libertadores final. Several players were in need of medical attention after several windows were smashed when missiles were thrown at the bus. Police fired tear gas to disperse the crowds however some of it drifted into the bus, leaving players visibly unwell.

Manchester United have been fined just over €8,000 by UEFA after three fans entered the field of play during last month's clash with Juventus.
United lost their home game with Juventus 1-0 but the game was further overshadowed by separate pitch invasions.
The first occurred shortly after play got underway in the Group H encounter when a fan ran across the pitch before being restrained by stewards close to the players.
Two more supporters invaded the pitch after the match and sought to get pictures with former United forward Cristiano Ronaldo, with one of them succeeding despite being restrained by stewards.
UEFA fined United €8,000 on Friday for breaching Article 16 of their Disciplinary Regulations relating to field invasions.

Merseyside Police and Liverpool FC have issued safety advice as Reds fans prepare for the trip to Paris St Germain.
Officers from the force and stewards from the club will be among those deployed in Paris in a bid to help travelling supporters.
Fans are being told to be vigilant and are being warned about pickpockets - particularly around the Gare du Nord train station and on the city's the underground.
There were entertaining scenes when PSG visited Liverpool in September, with away fans marching to the ground before being welcomed by Reds supporters outside Anfield.
Pictures showed fans of both clubs shaking hands and hugging, while some of the French tourists even began their own rendition of Allez-Allez-Allez.
And Liverpool fans were recently praised by Merseyside Police following the release of national figures surrounding football banning orders.
The return game will see the Champions League clash kick off at 8pm (9pm local time) with the turnstiles opening three hours earlier.
A designated meeting point for LFC fans will be established on the day of the game at the Porte de Saint-Cloud.
The club is urging that fans meet there "for reasons of safety". French police will be present at the meeting point.
Fans will have tickets checked at a checkpoint outside the Parc Des Princes stadium before undergoing a body search at a second checkpoint.
The turnstiles are then operated through ticket barcode scanners.
LFC stewards will be at the ground to help with any issues, and will also be present in the away section.
Home and away fans will be separated by either netting or perspex.
Away fans may be held back after the final whistle depending on advice from French police.
Wishing those making the journey to the French capital a safe trip, Merseyside Police today tweeted to confirm they "will be operationally deployed in Paris. We are identifiable by our blue policing bibs. We will be at the train station, Paris city centre and at the stadium. I will keep you posted regards any up to date information. Safe journey."
The force added: "For your safety and convenience it is important that you approach the stadium from Porte de Saint Cloud (metro line 9). Do NOT use Porte d Auteuill (line 10)."

Oldham Athletic and football fan group looking in to 'incidents' after Tranmere match
Oldham Athletic and a football supporters' group are looking into 'a number of incidents' after the club's visit to Tranmere Rovers on Saturday.
A group of away fans claim they were "penned in like animals" and complained about Merseyside Police's post-match policing tactics at Prenton Park on Saturday.
But today the Greater Manchester club said it had been made aware of "a number of incidents involving supporters leaving Prenton Park" after Saturday's game.
A statement published on the club's website this morning said: "This is something the club are taking very seriously and we hope provide an update in due course.
"We would like to take this opportunity to thank those supporters who behaved impeccably at Prenton Park."
The League Two clash between Tranmere Rovers and Oldham Athletic ended in a 1-1 draw, and away fans claim they were "kettled" outside the stadium.
A number of fans also complained to the Football Supporters' Federation about post-match policing, with the organisation confirming they would be raising the issue with Merseyside Police.
Amanda Jacks, the Football Supporters' Federation case worker, told the ECHO: "We have received several complaints from Oldham Athletic fans about the post-match policing tactics at Tranmere Rovers this weekend.
"We will be taking these up directly with Merseyside Police on their behalf."
She added: "Supporters are welcome to contact us with their observations - with cases such as these, the more evidence we have as to fans' experiences the more helpful it is in presenting their case".
Responding to the claims, Match Commander, Chief Superintendent Dave Charnock from Merseyside Police, said: “Our policing of any football match puts the safety of supporters first, which can involve a number of tactics.
"In this case, we were responding appropriately to information about planned serious disorder following the game, and which was prevented.
“Our message to the small minority of fans intent on planning or carrying out violence or disorder at any match is that this type of behaviour in unacceptable and will simply not be tolerated.
"We can and do identify those responsible for such incidents and will issue sanctions including Banning Orders."
He added: “We will be working closely with both clubs to investigate the events of Saturday and I want to thank the vast majority of supporters who attended the game in good spirits.
“It would have been alarming to those supporters to have been caught up in the events of Saturday and I want to reassure them that we only ever use such tactics for their protection and safety. I would ask anyone with information to come forward and we will take appropriate action.”
Merseyside Police confirmed five arrests were made in relation to incidents around the match.
