| Austria passes anti-hooligan legislation ahead of Euro - 20/06/2007

Austria's government on Wednesday passed controversial new compulsory registration rules for football hooligans in preparation for the Euro 2008 tournament it hosts together with Switzerland. According to the new legislation, persons with previous convictions related to violent behaviour and hooliganism will be required to report to their local police stations during certain football matches.
This measure is aimed at preventing these persons from being at stadiums or fan zones during the tournament, conservative Interior Minister Guenter Platter told journalists ahead of Wednesday's ministers' council, where the regulations were approved by government.
According to media reports, this measure would affect around 250 persons, who will be informed two weeks ahead of a game to report to a certain police station four hours ahead of the match.
During the match they will be "informed" about the legal regulations, Platter said. Violators of the obligation to report can be detained by police for up to 24 hours.
Ahead of their adoption these regulations led to debates over their constitutionality. Social Democrat Justice Minister Maria Berger, who resisted the interior ministry's original plans for "preventive custody" for hooligans, said she would consent to the new "measures".

| Hooligan sentenced to 18 weekends in jail - 18/06/2007Source : Cyprus Mail A FOOTBALL hooligan has been sentenced to 18 consecutive weekends of detention, the first such punishment to be implemented following the passing of the relevant law last year. Marios Papayiannis, 23, was found guilty of aggravated assault, causing grievous bodily harm and of illegally assembling outside a sports ground. The incident took place after a high-risk football match between Anorthosis and APOEL back in April 2006. Papayiannis was one of a group of nine APOEL fans who attacked and seriously injured 56-year-old Angelos Mina. TV cameras captured the scenes, showing Papayiannis and the others beating and kicking Mina unconscious while the victim’s eight-year-old son looked on. The father and son were apparently targeted because the boy was wearing a sweater bearing the photo of the Anorthosis coach. The fans shoved Mina to the ground, violently kicking him in the head and various other parts of his body. His son watched on in horror, begging them to stop. The 56-year-old suffered head injuries, extensive bruises and two abrasions in his left eye, resulting in a serious sight problem. Using the footage, police soon arrested one of the suspects, 27-year-old Yiannis Pipis, who pleaded guilty to the charges and was sentenced to four months in jail. Pipis also compensated the victim to the tune of £10,000. Papayiannis, a salesman from Nicosia, must now report to the Central Prisons every Friday at 8pm, and will be released at 5am on Monday. He must continue to do so for 18 straight weeks. The law is intended to crack down on known hooligans and keep them away from sports venues. Moreover, if he once fails to show up at the Central Prisons on time, Papayiannis will automatically be sentenced to four full months’ imprisonment. | |

Serbian sports minister Snezana Markovic-Samardzic was disappointed by racist abuse of England Under-21 players by her country's fans.
Several England players were targeted by Serbia fans on Sunday, and the Football Association have also accused at least one Serbian player of racism after the match.
Markovic-Samardzic spoke to British counterpart Richard Caborn on Wednesday and said she wants to learn lessons from Britain about how it has tackled football violence and racism.
Caborn said: "I had a very constructive conversation with the Serbian sports minister who has said she will be looking into the events at Sunday's match.
"She too firmly believes that there is no place for racism in football and has asked us to share information with her about how the British authorities have successfully cracked down on football violence and racism."
A dossier of information from the Government will now be sent to the Serbian Minister outlining the steps that have been taken to beat football violence including the formation of the Football Licensing Authority and banning orders against known hooligans.
Caborn told Markovic-Samardzic that he had been deeply saddened by the racist behaviour of the Serbian supporters at Sunday's match and encouraged her to take action to stop it happening again. | |

Dean Gollan, from Edinburgh, has been barred for three months from entering any UK stadium where a regulated match is taking place, a court has ruled.
Gollan, 33, was given the football banning order for a breach of the peace during a match between Aberdeen and Hearts at the Pittodrie ground.
He was sentenced at Aberdeen Sheriff Court on Thursday.
He was also fined £200.
Gollan shouted and swore at fans during the 10 March match and tried to climb over a fence segregating rival supporters.
The order is only the second imposed in Scotland by a criminal court since the introduction of new legislation.
Football banning orders have been in existence in England since 2000.
They came into Scottish law under the Police, Public Order and Criminal Justice (Scotland )Act in September 2006.
The orders can be imposed in a criminal court or by civil application by the police.
Welcome decision
A Scottish Executive spokesman said there had only been one previous criminal football banning order in Scotland.
This was given to a protester who invaded the pitch at Ibrox stadium during Rangers' Uefa Cup tie with Maccabi Haifa and shouted sectarian abuse at the Glasgow team's fans.
Two separate civil orders have also been handed out.
Pc Simon Gardiner, Grampian Police's football banning order co-ordinator, welcomed the decision to impose the latest order.
He said: "I am sure that the vast majority of well-behaved fans not only in Aberdeen but throughout Scotland will see the ban as a positive step towards deterring bad behaviour at football matches.
"People attending football matches should be able to enjoy the sport without fear of trouble by a minority of individuals.
"Fans should be aware that their behaviour at matches could have serious consequences not only in running the risk of criminal prosecution, but also their ability to attend football matches throughout the UK." | |

RIVAL football fans who clashed on the day of a derby match appeared in court yesterday.
Two Hartlepool United supporters were bound over to keep the peace for a year after they denied affray.
But two Darlington followers who admitted the same charge had their cases adjourned for three weeks.
Andrew Dalton, 27, and 19-year-old Adam Webb will return to Teesside Crown Court next month to be sentenced.
The court heard yesterday that the Quakers' fans were seen to advance towards brothers Michael and Andrew Sherry.
Shaun Dodds, prosecuting, said the fighting occurred in Hartlepool town centre about 20 minutes before the end of last October's match.
It was thought rival groups of fans had arranged a showdown and supporters left Victoria Park ahead of the final whistle.
Michael Sherry, 35, of Milton Road, and his brother, Andrew, 32, of Pintail Close, both Hartlepool, were said not to have been the aggressors.
Mr Dodds said police had received intelligence about the confrontation and spotted fans gathering near the Middleton Grange shopping centre.
Dalton was seen to throw punches while Webb held out his arms and was heard to shout: "Come on then, I'll have you."
At the next hearing, prosecutors will apply to have football banning orders imposed on the pair from Darlington.
Yesterday, Dalton came close to being locked up for a Bail Act offence because he failed to turn up for a hearing on Tuesday.
He was arrested yesterday morning as he got off a plane at Manchester Airport after arriving in the UK from a family holiday in Mexico.
Dalton, of Lansdowne Street, Darlington, appeared in the dock in a Liverpool football shirt and a pair of shorts.
He tried to argue that he was unaware of Tuesday's court date, but the Recorder of Middlesbrough, Judge Peter Fox, found him guilty.
The judge fined Dalton £1,000 and told him: "You can think yourself extremely fortunate I am not going to impose a prison sentence."
Webb, of Netherby Rise, Darlington, and Dalton will return to court on July 13 to be sentenced. | |

Passions run high in the footie-mad country - sometimes too high - and the violence kicked off at Monday night's semi-final in the Aperturta tournament. It was being played in the northwest city of Neiva between home team Atletico Huila and visitors Millonairos from the capital Bogota, who have won the tournament 13 times. Two goals from underdogs Atletico in quick succession and there was rumbling in the terraces and riot police were forced to step in. Doctor Antonio Carrea, who treated the injured at a local hospital, said: "There are 18 injured. Most of them have wounds from sharp objects. Some have wounds to their stomachs but most of them are to the chest." Atletico Huila, who have never won the tournament, went on to win and make the final. SAO PAULO, Brazil (AP) — Two Brazilian football fans accused of planning to throw a grenade at a bus full of rival supporters after a league game were arrested. The two Palmeiras fans were stopped at a highway checkpoint Sunday night following the team's 3-1 loss to Cruzeiro in Sao Paulo, the federal highway police said.
The fans were carrying an American-made grenade and confessed they were going to throw it at the bus taking Cruzeiro fans to the team's hometown of Belo Horizonte, about 340 miles from Sao Paulo, police said.
The Palmeiras fans - 22-year-old Jefferson Ferreira Lima and 26-year-old Jorge Luiz Sampaio Santos - had been following the bus since it left Palmeiras' Palestra Italia stadium in Sao Paulo, police said. | |
