British police have arrested English football fans to prevent them from travelling to Poland and Ukraine for the European Championship.
A statement by West Midlands police says three known troublemakers were arrested on Thursday during an operation to confiscate passports of sanctioned fans to prevent them from leaving the country before the tournament.
Football fans with a history of troublemaking have to surrender passports to police before big tournaments, and police said the three arrested had failed to do so.
In 2010, authorities grounded 3200 fans who had been banned from attending international matches to prevent them from travelling to South Africa for the World Cup.
Police say most of the 214 sanctioned fans in western England have handed their passports to the police for the duration of Euro 2012. The tournament runs from June 8 to July 1.

Polish thugs have attacked English-speaking football fans as they drank in a pub in the city of Lodz hours before the opening game of Euro 2012.
Around 50 hooligans attacked the fans on Thursday evening.
Eye witnesses said cars pulled up next to the pub driven by masked men who attacked anyone in sight, throwing punches and kicks.
The attackers were described as young men wearing club colours of local team LKS Lodz.
"When they started to hit out, we fled inside," one victim said. "We barricaded the entrance. "Some of us remained outside, and they got the brunt of the attack."
Two pubgoers were injured in the attack.
"They forced two younger men to the ground, with multiple attackers starting to punch and kick them," a local said.
"It was a horrible sight. I fumbled for my phone and called the police.
"They were lying motionless on the pavement. I thought they were dead.
"After a couple of minutes, one of them started to get up, and then the second. I was very relieved."
Police took more than ten minutes to reach the pub.
The pub owner refused to press charges out of fear for retaliation attacks.
The attack appeared specifically aimed at foreigners.
Before the incident, the visitors were reported talking and chanting in English and Russian.
Earlier this week Polish police warned hooligans that they will face police dogs trained to bite “directly in the testicles” if trouble kicks off.
Poland’s police squads are also ready to use shotguns, handguns with live ammo and water cannon on violent fans.
English language newspaper the Krakow Post issued “10 tips to stay safe and legal in Poland this summer”.
It warned police dogs were trained to "bite you directly in the testicles."
It continued: "Polish police are going to come down on troublemakers like a bag full of anvils and you don't want to be there when it happens.
"These lads' mums and and dads rioted under Soviet machine guns - a few chairs thrown by beered up fans is not going to intimidate them."
But it tried to reassure potential hooligans that shotgun-fired baton rounds are not designed to kill – “as long as you are 30 metres away”.
The paper added: “Police will also not tolerate public drunkenness, drinking and driving and will demand respect is shown to women and children.”
Lodz is a popular sleepover for fans visiting Euro 2012. Lodgings in the city remained affordable and venues like Warsaw and Poznan are easily reachable from Poland's third city.
Lodz is also home to a small British expat community. Many Russians are staying in Lodz as it is only 1.5 hours by train to Warsaw. Ireland will play Croatia in Poznan on Sunday, a two hour bus trip.
Polish experts say the culture of random street attacks by hooligans has not been stamped out in the country.
Poland has a poor reputation when it comes to hooliganism. While Polish authorities took all possible precautions in and around the stadiums and the fan zones, the risk for attack outside of those areas remain.

Four stewards needed hospital treatment after being attacked by Russian fans at Wroclaw stadium after the Russia-Czech Republic Euro 2012 clash on Friday, the head of the Polish company in charge of coordinating the tournament said.
"After the Russia Czech Republic match a fight broke out. A large number of fans in Russia T-shirts attacked security guards then ran away. Four guards were hospitalized but soon released after receiving first aid," Marcin Herra told TVP INFO (Polish State Television) on Saturday.
"Such things can occur over the next 22 days. If it gets hot, drinks will be consumed and such things can happen. It's a normal situation."
A police spokesman also reported a fight in a Wroclaw restaurant on Friday night between four drunken Russians. One of them suffered injuries and was taken to hospital for first aid.
Russia beat the Czech Republic 4-1 on Friday in the second match of Euro 2012.
Russian and Ukrainian soccer fans scuffled briefly in the streets of Lviv in Ukraine in the early hours of Saturday.

Uefa have opened disciplinary proceedings against Russia over the behaviour of their fans during their European Championship victory over Czech Republic.
Anti-racism campaigners claimed Czech defender Theodor Gebre Selassie was the victim of monkey chants during last night's Group A game in Wroclaw, while fans were caught on camera attacking stewards in a walkway at the Municipal Stadium. Uefa tonight decided to take action. A statement read: ''Uefa has opened disciplinary proceedings against the Football Union of Russia for the improper conduct of its supporters at Friday's Uefa EURO 2012 match against the Czech Republic. ''After having looked at the security reports and available images, Uefa has today announced that disciplinary proceedings have been opened against the Football Union of Russia (RFS) for the improper conduct of its supporters (crowd disturbances), the setting-off and throwing of fireworks and the display of illicit banners. The control and disciplinary body will review the case on Wednesday, June 13. ''In addition, regarding reports of alleged abuse directed at Czech Republic players from Russia fans, Uefa is investigating this further and is working with FARE to collect more evidence.''
The FARE (Football Against Racism in Europe) network today confirmed one of their observers at last night's game heard ''fleeting'' racist abuse of Gebre Selassie. Asked if it included monkey chants, FARE chief executive Piara Powar told Press Association Sport: ''Our observer reported descriptions of that nature. ''It was directed at the Czech Republic's only black player.'' Powar said the abuse came from a ''small section of the crowd'' and admitted: ''It may not be easy to pull together evidence for a case to be brought.'' Polish police make 14 arrests after violent clashes between Ireland and Poland fans
Polish police say they have arrested 14 football fans involved in a brawl that broke out overnight ahead of the European Championship match between Ireland and Croatia. The fighting, which involved glass bottles and chairs being thrown, took place around 1am on Sunday morning on the main square of Poznan.
A police official, Andrzej Borowiak, said police detained 10 Poles, three Irish fans and one Croat, and were still trying to determine what role they had in the fight. Video footage showed chairs toppled on the square and police arriving in force to make arrests. Ireland and Croatia meet for their first Group C match at Euro 2012 later Sunday. A police spokesman said three people were arrested after the incident in Poznan's old town square, where thousands of Irish and Croatian fans, many clad in the national red-and-white checkerboard shirts, gathered ahead of the match. The spokesman said it began after a clash in one of the bars between intoxicated fans of two rival Croatian teams from Zagreb and Split shortly after 5:00 pm (1500 GMT). The police said it would examine closed circuit video from the centre square to identify additional culprits.

The Russian Interior Ministry on Sunday confirmed the arrest of eight Russian football fans over brawls in two Polish cities hosting Euro 2012 matches. Four were detained for causing $1,000 worth of damage to a Wroclaw bar ahead of Russia's opening-day 4-1 win over the Czech Republic on Friday, the ministry said in a statement. River Plate fan dies after violence mars Boca Unidos clash
A supporter passed away on the operating table of a nearby hospital on Monday morning, having been stabbed in the chest in one of the Monumental's seated areas.
A crucial victory for River Plate has been overshadowed by tragedy, after it was confirmed that a young fan who was stabbed during Sunday's meeting with Boca Unidos died from his injuries.
Ole reports that 21-year-old Gonzalo Saucedo passed away on the operating table in Hospital Pirovano as doctors tried frantically to save his life in the early hours of Monday morning.
Saucedo had been rushed to the facility after receiving a knife wound in the Estadio Monumental's Platea Sivori section, after medics initially tried to treat the injury in the stadium.
Details of the attack have not been clarified either by police or the club, but first impressions suggest that Saucedo may have been caught up in the internal battle fought between members of River's barra brava, the 'Borrachos del Tablon'.
If this version of events is confirmed, the Millo face the prospect of once again seeing the Monumental suspended from use; as happened at the start of the 2011-12 season, following shocking violence which accompanied their relegation from the Primera Division.

Warsaw authorities appealed for calm on Monday ahead of a planned march by around 5,000 Russian fans to Warsaw stadium to watch their team's Euro 2012 Group A match against Poland, which could be a potential flashpoint of the tournament.
The two neighbours have always had complicated relations strained by historical animosity and the Soviet domination after World War II.
A plane crash that killed Poland's president and 95 others in Russia two years ago first brought the nations together, only to push them apart due to disputes over who was responsible.
Around 5,000 Russian fans wanted to march to the stadium on Tuesday and their representatives told Warsaw officials they wanted only to celebrate "the festival of football", the director of Warsaw's security and crisis unit said.
"I've asked them for peaceful behaviour, not to provoke anyone in the streets," Ewa Gawor, in charge of security in Warsaw, told a news conference. "We want this festival to be peaceful. We have had such assurances, nevertheless we will be watchful."
UEFA has told Warsaw to expect around 20,000 Russian fans in the city, spread across the stadium and the fan zone.
A Warsaw police spokesman said they were fully prepared but declined to give precise numbers of how many officers would be on the streets.
Russia coach Dick Advocaat and the country's soccer chief laid a wreath in Warsaw on Sunday to commemorate the victims of the plane crash in an attempt to defuse tensions.
A movement led by Jaroslaw Kaczynski, the ex-president's twin and leader of Poland's main opposition party, questions whether the crash was an accident and says Moscow may be at least partially to blame.
Poles also fear the Russian fans may display Soviet era symbols that remind them of the 44 years under Moscow's domination behind the Iron Curtain.
"Every little thing brings back all the historical grievances which have not been fully resolved," said Andrzej Rychard, a sociologist at the Polish Academy of Science.
Alexander Shprygin, head of the Russian fan association said: "Our walk has nothing to do with politics, fans have nothing to do with politics. All we want is to show support for our team, we do not want any provocations."
A group of Russian and Polish fans also laid wreaths together at a cemetery for Soviet soldiers and at the monument to the 1944 Warsaw uprising, Poland's PAP agency reported.
EARLIER TROUBLES
Russian fans displayed illegal banners and threw fireworks during the team's opening match against the Czech Republic in Wroclaw on Friday and UEFA has launched disciplinary proceedings against the Russian FA (RFS).
The Russian FA has since appealed to its fans to behave.
Beyond isolated incidents, the tournament has so far been mostly calm.
Poland's interior minister said that out of 905,000 fans attending games at stadiums or in the fan zones, only 72 were arrested, including 41 local fans and 10 Russians.
Tensions are also growing between Russian and Ukrainians in the western Ukrainian city of Lviv, which hosts three Group B games. Russian fans scuffled briefly with Ukrainians outside the fan zone after the side's 4-1 win over the Czechs on Friday.
Lviv is in the western and predominantly ethnic Ukrainian part of the country where Russians are identified with the Soviet control from 1939 to 1991.
Mayor Andriy Sadovyi denied there were tensions, telling a news conference on Sunday; "We all have fun together - Russian, Ukrainians, Poles. I wish the same for other cities".
He said he was not planning extra police for the fan zone on Tuesday and blamed Friday's problems on fans who had drunk too much beer.
Russian and Ukrainian nationalists exchanged blows in Lviv on May 9, 2011 during ceremonies to mark the end of World War Two. The trouble started when the Russians marched with a Communist flag, which the Ukrainians associate with what they see as the Soviet occupation of their land.

Polish police have made just 72 arrests since the start of Euro 2012 last Friday, fewer than on an average holiday weekend in the host country, the country's Ministry of Internal Affairs said in a statement on Monday.
The run-up to the tournament, which Poland is co-hosting with Ukraine, was marked by fears over racism and groups of soccer hooligans in both countries. There were violent incidents in the cities of Wroclaw and Poznan over the weekend, mainly involving Croatian and Russian fans. But the ministry pointed to the relative calm at fan party zones in its major cities - the biggest ever at a European Championship - as evidence that the tournament is going off smoothly. "Since the start of Euro 2012 in Poland altogether 905,000 fans have taken part in fan zones and stadiums," the ministry said. "Police have detained 72 people, of which more than half have been under the influence of alcohol. That is decisively less than police normally record on other holiday weekends." Russian fans under attack in Poland
A group of Russian football fans was severely beaten in Warsaw ahead of their national team’s clash with Euro 2012 co-hosts Poland. According to ITAR-TASS news agency, the victims of the assault contacted the Russian consulate after the incident, which occurred in front of their hotel in the Targowek district of the Polish capital on Monday night. “About 20 people approached us and asked something in Polish, but we replied that we didn’t understand them. Immediately after that, they started destroying our car and beating us up,” one of the Russian supporters, who decided not to reveal his identity, said. "It wasn’t a fight, but simply a massacre,” he added. The local police confirmed that the attack took place, while doctors who examined the fans informed that they were lucky to avoid serious injuries.
“The medics worked with us, took X-rays,” the man informed. “Fortunately, everybody’s fine. Heavily beaten, but fine.” According to the fans, they did nothing to provoke the assault and had no Russian symbols with them. "We came to cheer for the Russian team. We don’t have tickets, but we wanted to try buying them at the entrance to the stadium. But now we have no desire to go outside," the supporter concluded. Two Croatians were fined $580 each for taking part in a fight in the old town square in Poznan before Croatian supporters clashed with riot police at Euro 2012 on Sunday, a spokeswoman said on Tuesday. Football fans and riot police have clashed in the Polish capital of Warsaw ahead of tonight's match between co-hosts Poland and Russia in the National Stadium.

Police fires warning shots as Polish and Russian football fans clashed in Warsaw. According to reports, the Russians were marching through the capital when they were attacked by a mob of Polish youths. Preliminary reports say at least 3 people were injured, and had to be taken to a nearby hospital for treating head injuries. Several minutes before the Russian fans began their march, several dozens of Polish youths attempted to attack the column. But the police dispersed the attackers. Among the inured was a Polish national who got inside the column, reports Interfax. Another group of aggressive Poles tried to disrupt the march as it just started, attacking the rally from the opposite sides of the street. But the attempt yielded to no result. The Russian fans' march was set to coincide with Russia Day, celebrated on the 12th of June, and was sanctioned by city authorities.

Police halt Russia fan march in Warsaw after clashes
Polish police broke up a march by thousands of Russia fans towards Warsaw stadium on Tuesday after fighting broke out between Russian and Polish supporters ahead of the Euro 2012 Group A match between their teams.
Several thousand Russians had begun to cross the Vistula river towards the stadium, flanked by riot police, but the atmosphere soured as groups of rival fans began to provoke each other and sporadic fighting broke out.
Television footage showed several groups of 10-15 men scuffling and police helicopters hovering overhead.
Police tried to break up the fighting but the fans threw missiles at them including rocks, flares and bottles.
About 20,000 Russian fans were expected in Warsaw at a time when relations between the Poles and their eastern neighbour have been strained by a plane crash in Russia two years ago that killed Poland's president and 95 others.
Polish riot police were seen dragging people off and firing smoke into the air, as Polish fans chanted "Russia whore, Russia whore" and "Hit the red trash with a hammer, with a sickle."
City authorities had appealed for calm in Warsaw ahead of the game, and the head of the Russia fan association had said the march would not be political in content.
But in a country where many feel deep resentment against Russia, there were fears the march could trigger violence.

Dušan Grijak (24) FC Rad fan was shot during a brawl in a Belgrade restaurant under unexplained circumstances. He was transferred to ER and his state is stable, but still sever. Other participants of the event were detained but refused to cooperate with the police. So far there is no information of what has happened in the restaurant.
The fan was previously known to the police as a member of Nomadi group. As claimed by his father, his younger brother was beaten and stabbed by police previous to last season match between FC Rad and FC Vojvodina.

Football hooligans have clashed with opposing fans and police before and during Poland's Euro 2012 game against bitter rivals Russia, leaving 15 injured while more than 140 people were detained. Following scattered fighting in the Polish capital before the match, police fired rubber bullets at a group of fans who attacked them with bottles and stones near an outdoor fan zone in central Warsaw where about 75,000 people were watching the game on huge screens. The game ended in a 1-1 draw. None of the injured, which included a police officer, were in life-threatening condition. About 5,000 Russian fans marched to the match at the National Stadium to celebrate the Russia Day national holiday. It was seen as provocative to many Poles. The two countries share a difficult history, including decades of control by Moscow over Poland during the Cold War.
Many Poles felt authorities should not have allowed the Russians to march as a group in Warsaw given the historical wounds. One of the most violent incidents occurred during the march. Polish hooligans attacked Russians, who responded violently. The two sides, made up of dozens of men, kicked and beat each other in the face, while flares could be seen exploding in their midst. Journalists saw several people lying injured and bleeding on the ground. Poland and Russia fans were also seen fighting and throwing stones outside the stadium. Following those incidents, the website of Moscow radio station Ekho Moskvy reported that Russian authorities were sending Mikhail Fedotov, head of the presidential council on human rights, to Warsaw to help deal with the situation. Later, during the match, new fighting apparently unrelated to nationalist tensions broke out among Polish fans near the fan zone. Police responded with rubber bullets and tear gas and made some arrests. Some of the men wore Polish team T-shirts and one said he was attacking police simply because he did not like them. Before the game, Russian fans clashed with police on a bridge near the National Stadium and police were later seen making arrests. The news agency PAP reported that police used water cannons and tear gas to quell the disturbances.

Russia will spend the next three-and-a-half years playing under the threat of a six-point deduction for their 2016 European Championship qualify campaign after UEFA today got tough over the behaviour of their fans.
The Russian Football Union were also fined 120,000 euros (£96,761) for the "improper conduct" of their supporters during their opening Euro 2012 Group A match against Czech Republic on Friday.
UEFA said in a statement: "The UEFA Control and Disciplinary Body has today decided to impose a deduction of six points on the Football Union of Russia (RFS) in the qualifying round of the next UEFA European Football Championship.
"This decision is suspended for a probationary period running from now until the end of the play-offs of the next UEFA European Football Championship (UEFA Euro 2016).
"The Football Union of Russia (RFS) has also been fined 120,000 euros.
"The RFS was facing charges for the improper conduct of its supporters (crowd disturbances), the setting off and throwing of fireworks and the display of illicit banners at last Friday's UEFA Euro 2012 Group A match against the Czech Republic in Wroclaw.
"An appeal can be lodged against this decision within three days of the dispatch of the written decision."
UEFA opened disciplinary proceedings 24 hours after Russia's 4-1 win in Wroclaw on Friday night.
Violence erupted at the game when a handful of stewards were attacked by groups of fans in a walkway in the 40,000-capacity Municipal Stadium.
Reports claimed four members of stadium staff were taken to hospital and released later that evening.
Footage released online the following morning showed one steward left in a heap on the ground after being set upon by several assailants, while another was kicked in the head while trying to evade a lone attacker.
Supporters in the stands also set off and threw fireworks and displayed a nationalist 'Russian Empire' flag, something which has been associated with the far right.
It was unclear this afternoon if UEFA's punishment was also for the alleged monkey chants aimed at Czech defender Theodor Gebre Selassie or whether that would be dealt with separately.
Russia could face further sanctions for the behaviour of their supporters during last night's 1-1 draw with Poland, which was marred by violence outside the National Stadium in Warsaw.
Fans inside the ground also displayed a giant 'This is Russia' banner, something that could be seen as a taunt about the decades of Moscow control over Poland during the Cold War.
Today's sanctions are a huge embarrassment for Russia, who are under increasing pressure to deal with supporter problems having been named hosts for the 2018 World Cup.
