Tottenham Hotspur supporters were to blame for clashes with police during their team's UEFA Cup game at Sevilla and seven Spurs fans will appear in court, a Spanish official in Seville said on Friday.
However, Tottenham said they wanted answers from the Spanish authorities over what sparked the trouble because their fans, whose behaviour in Seville before the game had been excellent, were "showing no aggression whatsoever" at the match when some were set upon by riot police.
A number of Spurs fans were injured in the trouble that broke out in the first half of Thursday's quarter-final first leg at the Sanchez Pizjuan stadium, while television pictures showed seats and missiles being thrown at police.
Faustino Valdes, the Madrid government's representative in Seville, told Reuters: "We have two police...who have suffered some serious blows and we also have arrested some (seven) Tottenham fans who should be now appearing in court."
Spanish news agency Europa Press reported that 11 policemen suffered minor injuries as a result of Spurs fans throwing seats at them during the game. One policeman was admitted to hospital, but was released on Friday morning.
Explaining Thursday's events, Valdes said: "Some Tottenham fans under the influence of alcohol attacked the private security officers and police, there were some incidents as security tried to overcome the fans and nothing more."
However, Tottenham hit back on Friday in a statement defending the behaviour of their fans in Spain.
"Our supporters have been on four trips into Europe before this and have behaved impeccably so something was clearly different in the way they were treated last night to suffer this sort of response," said club secretary John Alexander.
"We really need to get to the bottom of just what the police were trying to do when they entered those segregation lines.

"We have been distressed to hear about incidents involving our supporters at a time when they were showing no aggression whatsoever and also in respect of our disabled supporters being set upon by the Spanish riot police.
"We need to understand how we are in a position whereby we have two... Spurs stewards assaulted by the Spanish police, along with our disability co-ordinator being injured too."
Tottenham said they would co-operate fully with European football's governing body UEFA, the British Embassy and the Spanish authorities to try to understand what happened.
Police chief superintendent Simon O'Brien, who was in Seville as an observer and will help the club investigate the cause of the trouble, praised the Tottenham stewards for doing "a remarkable and commendable job" at the match.
"...it was quite clear there was a different level of police intervention to that employed in the UK and the introduction of the police during the match in one particular section of the crowd undoubtedly contributed to the disturbances that we saw."
He said the behaviour of the Spurs fans' throughout the day was excellent and his comments were endorsed by Andy Smith, the FA Security Advisor who was also at the match.
Valdes sought to play down the trouble, adding there was no fan-on-fan violence, a view endorsed by Spurs, and that the afternoon in the city had passed smoothly.
"I really want to play down these events after the fantastic atmosphere that prevailed during the whole day.
"It was an incident surrounding a few people who behaved badly, probably because they had drunk too much."
The disturbances, which marred a 2-1 win for Sevilla, were the second to involve travelling English supporters in Europe in the space of 24 hours.

Seven Tottenham fans were summoned to court after being arrested during clashes with riot police at a UEFA Cup match against Sevilla. They were arrested Thursday as police wielding night sticks charged at English fans ripping up seats at the Ramon Sanchez Pizjuan stadium. Tottenham lost the quarterfinal first leg 2-1.
Police said 11 officers were injured and one had to be hospitalized.
Before the match, about 50 Tottenham fans reportedly clashed with police outside the stadium.
Tottenham insisted that its fans were not being aggressive and accused police of attacking a wheelchair-bound fan in the first half.
"We need to understand how we are in a position whereby we have two clearly identifiable Spurs stewards assaulted by the Spanish police, along with our disability co-ordinator being injured too," club secretary John Alexander said Friday.
"There was one disabled fan who we know was hit with a baton with such force that it knocked him out of his wheelchair."
The violence flared shortly after Sevilla had scored an equalizer from a disputed penalty.
Tottenham goalkeeper Paul Robinson was penalized in the 18th for taking down Adriano Correia. TV replays showed Robinson got a hand to the ball before making contact with Adriano.
Former Tottenham striker Frederic Kanoute then converted from the penalty spot.
It was the second straight night of disturbances in European soccer involving English fans. On Wednesday, Italian police clashed with Man United fans in its Champions League match at AS Roma.

The seven Tottenham Hotspur fans who were arrested after crowd trouble during their side's UEFA Cup match against Sevilla on Thursday have been released after paying fines of up to 1,500 euros.
Police said that the seven fans, who had been accused of assaulting policemen and security guards, had returned to England after been fined between 900 and 1,500 euros.
Trouble broke out during the first half of Thursday's quarter-final first leg at the Sanchez Pizjuan. Spanish authorities said that a number of Tottenham fans had attacked security guards and police as they entered the stadium and occupied an unauthorised area.
Police equipped with riot shields and batons were deployed against the fans, while television pictures showed seats and missiles being thrown by Tottenham fans.
A number of Tottenham fans were injured in the clashes, while 11 policeman were also hurt, one of whom spent the night in hospital under observation.

Seven Spurs fans released after Sevilla clashes
SEVILLE, Spain (AFP) - The seven Tottenham Hotspur fans arrested after Thursday's UEFA Cup match between Sevilla and the London side have been released, confirmed a police spokesman here Saturday.
Six were arrested inside the stadium for trying to 'attack an agent of authority' after the game and one more was later apprehended outside Sevilla's Sanchez Pizjuan stadium after the home side had won 2-1.
The seven were each fined between 900 and 1,500 euros (1,200-2,000 dollars) after facing a local court on Saturday morning.
The spokesman did not say whether it was a member of the police or a private security guard who was attacked nor how the seven were going to return to Britain.
Thursday's incidents in Spain came only 24 hours after 13 Manchester United fans were taken to hospital after fighting between rival fans and police at Roma's Olympic stadium in Italy.
Fighting in Seville between the Spurs fans and the police started about 10 minutes in the game.
A hardcore group of between 20 to 30 Tottenham fans threw seats and stones at the police for approximately 25 minutes.
Accounts differ as to the cause of the trouble during the game, for which no one was initially arrested.
Tottenham supporters have suggested that the police were heavy-handed in their treatment of late-arriving Spurs fans.
"It had been a perfect day up to then but was was spoilt by some over-zealous police officers, who started throwing their weight around, for want of a better term," said Daniel Wynne, of Tottenham Hotspur Supporters' Trust.
By contrast, the same police sources and local authorities have accused drunk Spurs fans of causing the trouble.
"Some Tottenham fans under the influence of alcohol attacked the private security officers and police, there were some incidents as security tried to overcome the fans and nothing more," said Faustino Valdes, a representative of the Spanish government based in Seville.
"It was an incident surrounding a few people who behaved badly, probably because they had drunk too much," added Valdes.
Eleven officers were slightly injured on Thursday, with one hospitalised overnight, Spanish police confirmed on Saturday.
"The behaviour of the Tottenham fans outside the stadium was good. What happened inside the Sanchez Pizjuan was sad, the police had to defend themselves," commented Sevilla vice-president Jose Castro on Friday.
Football's European governing body UEFA have already promised an investigation into the clashes inside the stadium, pictures of which were broadcast around the world.

UEFA have revealed plans to establish a Europe-wide police unit in the wake of this week's ugly scenes involving English fans and baton-wielding riot police in Rome and Seville, according to a report.
Manchester United and Tottenham supporters became embroiled in skirmishes with officers during their respective European quarter-finals on Wednesday and Thursday night.
European football's governing body will investigate this week's incidents, which saw officials and supporters from both clubs condemn heavy-handed policing after a number of people required hospital treatment.
UEFA last night said it wanted to ensure a "better attitude" and "greater co-operation" between national police authorities to tackle the upsurge in crowd trouble.
They plan to hold talks with police chiefs before the start of next season, with the aim of creating a cross-border force that applies a clearer form of zero tolerance on football violence.
"We have been seriously concerned about the law and order situation around European games for the last six months," a senior UEFA source told The Daily Telegraph.
"We are looking to create a type of European sports police, a way of dealing systematically with the problem.
"We need cool heads. First of all, we cannot tolerate violence in any form off the pitch, but we also have to understand the mechanics of it."
The source added: "It is over the travelling fans that there are concerns over safety, because it is easier to cause trouble abroad than in England.
"But you have to take note of some reports in the Italian press after the incidents in Rome. One point is the drinking habits of English fans, which do shock many southern Europeans." _________________ | |

Greek police said on Monday they were closing in on the killers of a 22-year-old soccer fan, whose death has shocked the country and prompted the suspension of all sports team matches for two weeks.
Police detained dozens of fans, raiding fan clubs and homes over the weekend and on Monday, 18 people were charged with setting up criminal gangs with intent to kill, injure and steal.
The moves come just over seven weeks before Athens hosts European club soccer's greatest showpiece occasion, the Champions League final at the Olympic Stadium on May 23.
At present the match is scheduled to go ahead as planned there.
Last week's death occured when hundreds of Olympiakos and Panathinaikos fans clashed on Thursday in an eastern Athens suburb prior to a women's volleyball match, turning a major avenue into a war zone. One man died and nine others were injured.
Over the weekend, police raided a total of 21 soccer fan clubs unearthing hundreds of weapons, drugs and home-made explosive devices. "They had large arsenals there with bats, steel bars, knives, flare guns and flares, pistols, chains and axes," a police source told Reuters.
GROWING PROBLEM
"There is information regarding two or three people involved in the murder of the fan. It is a matter of time until the case is made watertight. These people are being watched." The government ordered an immediate suspension of team matches until April 13 and while premier league officials have backed the measure they have accused the government of doing too little to fight a growing problem. "As things are at the moment I would not take my kid to the stadium to watch a match," league chairman and Olympiakos vice- president Petros Kokalis told state television.
He said the government needed to immediatelly install TV cameras and electronic ticketing systems in the stadiums which are under its control.
"Olympiakos's Karaiskaki stadium already has them," he said.
Olympiakos and Panathinaikos are traditional arch-rivals. The last time a Greek fan was killed was in 1995, during clashes during a basketball game between the two teams.
Greece has seen a rise in violent incidents during soccer matches this year.

All Greek soccer supporters' clubs were suspended today, and league organizers escaped with a warning after last week's deadly fan violence.
The measures were announced by the government following clashes between fans of Greece's two largest clubs - Panathinaikos and Olympiakos. Thursday's violence left one fan dead and prompted a two-week ban on all professional team sport matches.
"This will remain in effect ... until a new law is approved, and measures allowing surveillance cameras at stadiums and all match-ticket sales to identifiable with individual fans," deputy minister for sport Giorgos Orfanos said.
Those measures are due to take effect next season - a year later than originally planned.
"We have all decided to join the fight against violence in sport. The government is determined to see these measures through," Orfanos said.
League organizers also agreed to stop distributing tickets directly to supporters' clubs and to help authorities shut down fan organizations operating without a license.
Similar restrictions were imposed on basketball and volleyball clubs.
Clubs had been threatened with playing for the rest of the season in empty stadiums unless they complied, local media reports said.
The government imposed the two-week ban on all professional team sports Friday after fans from Panathinaikos and Olympiakos were involved in bloody clashes a day earlier outside a women's volleyball game.
Both clubs have teams in soccer, basketball and other sports, and rival supporters in the past have clashed at various sporting events.
Panathinaikos fan Michalis Filopoulos, 25, died while he was being transported to a hospital after sustaining multiple stab wounds and head injuries from blows with a baseball bat.
Eighteen fans were arrested after the clashes, 12 under blanket felony charges that include murder. The six other suspects were arrested on lesser charges, and five of them have been released pending trial.
League organizers said they agreed with the crackdown on supporters' clubs.
"Everything must change, we're all in agreement on that," PAS Giannina Alexis Kouyias chairman said. "There will be a new legal framework which will not allow for this kind of violent behaviour to develop ... Something must be done to jolt the public." _________________ | |

Supporter associations suspended until tighter security measures adopted
Sports clubs and the government agreed yesterday on the unprecedented step of suspending the functioning of all supporters' clubs as part of a crackdown on fan violence following the death of a fan during a mass brawl between hooligans last week.
Sports Minister Giorgos Orfanos announced the measure after a meeting between representatives of Greece's top soccer league as well as officials from lower-division clubs and other sports.
«The sporting family has decided to launch a battle to eliminate violence,» said Orfanos. «You can rest assured that the government has the political will to achieve this and win the battle for the good of society.»
Orfanos said the ban on supporters' clubs, which provide teams with their hardcore support, will remain in place until surveillance cameras and electronic ticketing have been introduced at stadiums.
A law ensuring tighter security at stadiums and that the name of each person buying a ticket be recorded on an electronic database was meant to be implemented last year but has not been enforced by authorities and clubs.
Soccer's Super League and the organizing bodies of basketball and volleyball agreed to stop distributing tickets directly to the fan clubs and vowed to help authorities shut down fan clubs that do not have a license.
Demis Nikolaidis, the president of one of Greece's biggest soccer clubs, AEK Athens, proposed that Greek teams not play in any European competition for the next three years until the problem can be sorted out.
«We have ended up being ashamed of ourselves,» said Nikolaidis. «The Super League has failed… we are kidding each other and no one is really tackling the violence.»
The proposal is unlikely to be accepted by other club presidents, as European soccer, particularly the Champions League, is a key source of revenue for Greece's top clubs.

United officials watched in shock as their 4,000 travelling supporters were attacked by riot police during Roma's 2-1 Champions League win. And, in backing an official government examination into the violent scenes, they have blasted the treatment of their fans. "The disturbing scenes shocked everyone at Old Trafford," said a club statement. "In what the club viewas a serious over-reaction, local police handed out indiscriminate beatings to United supporters. "We warmly welcome the government examination of the incidents and will collect witness statements from fans to submit to the Home Office." As UEFA launched an urgent investigation into the riot, former referee Anders Frisk, who was at the game, also blasted police. The Swede has been at the centre of riots at the ground before. In 2005, he abandoned a match between Roma and Dynamo Kiev after he was struck by a coin thrown from the crowd, leaving blood pouring from a head wound. Frisk was shocked to see more trouble last night and said: "My feeling was the Italian police were very close to the United supporters. What caused it was something that had been thrown. The police reacted very, very aggressively towards one or two incidents, "This is what caused everything to catch fire. It was very bad for me to be back there and witness what was once again not good for football." Angry United fan Chris Marsland, 43, from Lytham-in-Hyde, backed the criticism of the police. He said: "The police were just like wild animals and they kept hitting out at anyone with their batons." Although UEFA's director of communications William Gaillard refused to condemn the police he admitted the way in which matches in Italy are policed is a concern. He said: "In countries where the stadiums are owned by the clubs, in many instances the policing is done by club stewards, which we prefer. In Italy it is the law that such duties are carried out by police." UEFA were warned three months ago about the potential for violence around Anglo-Italian games in a special report by England's leading supporters' group. Trouble flared after rival fans surged towards a barrier separating them and missiles were thrown, the same scenario highlighted in a report by the Independent Football Commission after a study of Middlesbrough's UEFA Cup game against Roma last season. The Foreign Office said 18 British nationals were taken to hospital last night and one attacked on the way into the ground had his throat slashed. HARDCORE Italian football thugs are snapping up tickets so they can provoke a new blood-bath in Britain, according to reports.
Eleven Manchester United fans ended up in hospital as brutal Italian cops battered them during a clash with Roma on Wednesday.
Now there are fears of a repeat on Tuesday when Roma visit United for the the return leg of the Champions' League quarter-final.
Roma hooligans, called Ultras, were squeezing out other supporters to get tickets, said one fan.
He said: "When the booths opened, they got all the tickets."
But Man U boss Sir Alex Ferguson begged fans not to seek revenge.
He said: "We can't take it out on innocent fans."

Stabbed fan talks of Rome ordeal
EAST Lancs football fans have spoken of their terror after being caught up in violence which marred a European Champions League tie.
Mike Skarrett, 51, of Heather Close, Helmshore, and nephew Steve Skarrett, 19, were both stabbed by hooligans before Manchester United's game with AS Roma.
And Ian Boswell, secretary of the Rossendale branch of the Manchester United Supporters' Club, was on the terraces as Italian police armed with batons battled with English fans.
Mr Boswell, who is in his 60s and lives in Bacup has been watching Manchester United for more than 50 years. He wished Mr Skarrett and his nephew a quick recovery.
Mr Boswell said: "We were treated fine in Rome but outside the ground it all started to kick off.
"The Italians started throwing bottles filled with liquid and some started throwing them back.
"I do not condone what happened but then police started wading in. It was really indiscriminate and if you were in the way that was it."
Mr Skarrett was hospitalised after he was stabbed by Roma's fanatical Ultras' before Manchester United 2-1 defeat in Rome's Olympic Stadium.
His nephew was also stabbed but was later released from hospital.
Mr Skarrett, said he awoke to find an Italian standing over his bed.
"I was shaking with fear. He had a broken nose and had been caught up in the violence. He seemed to think I was responsible," said Mr Skarrett.
"He threatened and spat at me. Then he walked away. I think he realised he was not going to get much of a fight."
His nephew said: "After they knifed me, I couldn't move. I was numb with pain and thought This is it'.
"The doctors told me that if my wound was just two centimetres away it would have severed a main artery and I would have been dead."
Trouble flared inside the stadium after Roma took the lead in Wednesday's quarter-final first-leg tie. Police said 18 fans were taken to hospital following the clashes.
The Home Office is investigating and will decide whether to contact UEFA with policing concerns. | |

At the end of the game, lost 0-4 by Feyenoord, about 600 local fans mobbed up near the car parks to cause troubles due to their disappointment. Quickly riots took place with police forces who were assaulted by bricks. Nine fans were arrested but others will follow with the CCTV footages.

United Fans' Body Call For Calm
Manchester United fans' groups have called on supporters not to cause trouble at Old Trafford on Tuesday night.
After United fans suffered ambushes from knife-wielding thugs on their way to the game and then being attacked by riot police inside the Stadio Olimpico during the first leg of the Champions League quarter-final with Roma, there have been fears of reprisals when the Serie A outfit come to Old Trafford.
The visitors have been allocated 3,800 tickets for the second tier of the East Stand, meaning they will be sat at the same end of the ground as United fans.
However, the Independent Manchester United Supporters Association, who are compiling a dossier of violence perpetrated against fans in Rome last week, are anxious the game should not provide an excuse for the Italian authorities to prove their strong-arm tactics were justified.
"We all need to make sure that there are no headlines in Manchester to wipe out the memory of those made by the Italian police last week in Rome," said IMUSA in a statement.
"The Roma fans at Old Trafford on Tuesday will be just like most of our fans who went to Rome last week and will be there only to watch the football."
United are still collecting fans' accounts of last week's events but are awaiting official documentation from the Home Office over the details of their examination into the conduct of the Italians.
However, privately, United are quite relaxed about Tuesday night.
Similar scare stories were aired prior to the second leg of the first knockout round clash with Lille following the trouble that erupted in France but the game passed off peacefully.
There have hardly been any arrests at European games this season, not even when Celtic's 6,500-strong support headed south for September's potentially combustible 'Battle of Britain' encounter.
Unlike Greater Manchester Police, who were represented by plain clothes officers at the Stadio Olimpico, it is not believed the Italian security enforcement will accompany the Roma fans to Tuesday's game. | |

Chelsea reassure supporters over safety for Valencia tie
Chelsea have reassured fans travelling to Spain for tonight's Champions League tie that the club will do everything possible to protect their safety. Last week, Manchester United's visit to Rome was marred by crowd trouble before and during the game, with a number of English fans attacked ahead of the match.
There were also ugly clashes when Tottenham visited Sevilla in the UEFA Cup.
Chelsea, however, say they do not expect any trouble in Valencia tonight and are taking every step to ensure the safety of supporters.
Meanwhile, extra police are being drafted in for Manchester United's home clash with Roma following last week's violence.
Around 3,000 Italian fans are travelling to Old Trafford for the game and there are fears that some hooligans may be among them. | |
