POLICE chiefs in Sheffield preparing for today's Steel City football derby admitted: "We know there will be trouble".

The force is gearing up for one of the biggest football policing operations for years and the man in charge of co-ordinating everything, Superintendent Martin Hemmingway, said officers are prepared for trouble.
"To say there's a possibility of lifestyle hooligans trying to get together for a fight is wrong, We expect them to get together," he said.
"We will be doing everything in our power to thwart their plans by trying to predict their movements in advance, trying to disrupt their plans at the earliest opportunity and responding as quickly as we can and in the most positive way when necessary.
"We are expecting the lifestyle hooligans - those who have made it their way of life to behave in this way - to make it their ambition to fight so we have to be prepared for everything."
He revealed there are 150 convicted hooligans with banning orders preventing them from being anywhere near Bramall Lane and parts of Sheffield.
There are a further 43 covered by civil banning orders, which were imposed after South Yorkshire Police went to court with dossiers of information about their behaviour at matches.
Supt Hemmingway said: "It is the biggest game of the season in Yorkshire and because there will be a lot of emotion and excitement involved on both sides we have to be prepared for the potential for feelings to run high.
"It will be the case that people who are the best of friends for 363 days of the year, but who support different teams, will have differences of opinion and will fall out and there will be heated moments, but we know the difference between people like that and those who are lifestyle hooligans - people intent on causing trouble.
"We want people to be able to enjoy the game and the occasion without having to worry about the behaviour of a small minority intent on fighting, which is why so much time and effort has gone into the planning of this police operation."
The operation, which will run until Sunday night, involves extra bobbies on the beat, officers on horseback and mobile CCTV vans monitoring the crowds and public places, such as bar, afterwards.
There will be officers with video cameras recording the behaviour of fans and spotters on the lookout for known troublemakers.

Fans clash with police before Napoli-AS Roma Cup tie

There were clashes between rival fans and police Thursday ahead of Napoli's first leg game in the last 16 of the Italian Cup with AS Roma.

Sections of the 60,000-strong crowd massed in the San Paolo de Fuorigrotta Stadium threw objects at police.

Riot police responded by charging the offending crowd and using teargas to restore calm.

One policeman was injured and taken to hospital while two people were arrested.

Bilbao fined for firecracker incident-8/12/2005

Athletic Bilbao have been fined 600 euros ($706.5) by the Spanish Football Federation (RFEF) after a large firecracker was thrown into the goalmouth during the club's match against Atletico Madrid last Saturday.
The incident occurred during time added on at the end of the game, when the Basque side were losing 1-0. The firecracker landed close to two Atletico players, keeper Ismael Falcon and defender Francisco Molinero.
The match resumed soon after and Bilbao defender Pablo Orbaiz headed an equaliser in the 96th minute prompting vociferous protests from Atletico's players and management.
Atletico claimed the goal had been scored outside the five minutes of extra time signalled by the fourth official, and that the game should have been stopped after the incident.
Bilbao coach Javier Clemente accused the two Atletico players, who fell to the ground after the incident, of time wasting.

SCORES of police and licensees will support a football match operation to ensure hooligans do not foul up the day for others.

Local rivals Wrexham and Chester go head-to-head at noon, on Wednesday, December 28, a time that has angered many supporters because it is a working day.

Now the decision has been taken, for safety reasons, police say they want to reassuring fans, shoppers and visitors that they will be working around the clock on match day to ensure it passes without trouble.

Matches between the two teams have in the past been marred by outbreaks of violence both around the stadiums and further afield. Much of it has been alcohol-fuelled and new tactics are being adopted to ensure history isn’t repeated.

Insp Geoff Williams, of Chester Police, said: “We have asked all pubs and bars to refrain from selling alcohol until noon. We’ve received overwhelming support for this and many shops and supermarkets are also refusing to sell beer and spirits until lunchtime.

“We know from past incidents that the handful of hooligans who cause trouble tend to spend a few hours in a pub or in a group drinking excessive amounts of alcohol before going to the match.

“We want to put a stop to this, and I’m pleased so many licensees are supporting us. We don’t want to spoil people’s fun. We just know from experience that heavy alcohol consumption is always a factor when violent disorder occurs.

“We want to make sure everyone in the city on match day is safe, and I’m confident reducing the opportunity for alcohol consumption, combined with a heavy police presence, is definitely the way to achieve that.”

Officers will be out in force in and around the city and the Saunders Honda Stadium, in Bumpers Lane. Anyone caught using violent or threatening behaviour will be dealt with “firmly and fairly”.

“We are extremely well prepared. On match day, the officers out on the streets will not be the only ones watching over things. We’ve got support from CCTV and undercover officers. We’ve also got information relating to the planned movements of supporters which we’ll be putting to good use

“The message to hooligans is simple – stay away. Violent and anti-social behaviour is not welcome, nor will it be tolerated.

“True fans have a right to enjoy the match without the worry of fights breaking out and we’ll do everything in our power to make sure the safety of others is not put at risk.”

Wrexham Supporters’ Trust representative Bruce Clapton said he did not feel that alcohol being sold to fans before the match kick-off would be a problem.

He said: “I don’t think there is an issue selling alcohol to real fans. They are generally responsible, and I can understand the police’s point of view in wanting to stop any potential trouble but nowadays hooligans are organised and meet away from the football ground anyway.

“We’re still unhappy that the match is taking place that day, as even though it is over the Christmas period, it is a working day and many fans will not be able to attend.

“It is also an issue for Chester as a lot of their season ticket holders will be unable to go even though they have already paid for their ticket and the club can’t reassign their seats to other supporters.”

Officers from all across the Western Area, the Force's Area Support Group, which is specially trained in dealing with large crowds, and North Wales Police’s specialist support unit will patrol the city on match day.

Offenders who display bad behaviour can expect to be charged and put before a court, where maximum sanctions will be sought and every effort will be made to secure a football banning order.

Wrexham fan James Sherwood was unhappy with the police’s decision.

He said: “I’ve been a supporter as long as I can remember and ever since I’ve been old enough to have a quiet drink before the match I have, but I’ve never been a hooligan and never caused trouble at a game.

“If yobs want to have fights before or after a match they’ll find a way, and if they really want to buy drink for before a game they’ll just buy it the day before. The match shouldn’t even be going on that time because it’s a working day.”

Twenty fans were arrested by police in Naples after violence sparked by Napoli's Italian Cup defeat by AS Roma, police said on Friday.

Napoli were beaten 3-0 in Thursday's first leg. After the final whistle home fans clashed with police, setting fire to at least two police cars and attempting to attack a police station.

At least 15 people were injured during the violence in which the police fired warning shots in the air as they tried to restore order.

Police said on Friday that more arrests were likely.

The match had been moved to an afternoon kick-off at the request of the mayor due to concerns about public order.

Despite new legislation designed to clamp down on soccer violence, Italy continues to suffer from hooliganism. Last week's game between Fiorentina and Juventus also triggered clashes.

Fifteen police officers were injured and 27 people were arrested Thursday during violence outside a stadium before and after an Italian Cup game.

Riot police used tear gas and arrested 10 people when groups of Napoli fans hurled objects at police escorting Roma fans into San Paola stadium before kickoff.

After the game, about 500 people attacked the police headquarters in an apparent attempt to free those detained. Police said two police cars were set afire and garbage also was burned, while attackers hurled stones and bottles, smashed windows. The riot was quelled with tear gas and police charges into the crowd.

Officials said the 15 police were not seriously injured.

There were no disturbances during the game, attended by a crowd of 60,000. AS Roma beat third-division leader Napoli 3-0 in the first leg of a fourth-round game.

With next year's World Cup in Germany fast approaching, fears are mounting that next summer's showcase could be the platform for violent clashes between rival fans. And if the last twelve months across Europe are anything to go by, it doesn't look promising for the month of June.

Whilst football has been synonymous with violence for a number of years, the situation seemed to be showing signs of improvement as football associations across Europe clamped down on bad behaviour after the excesses of the 1980's.

Ironically, England - the worst culprit of that disorderly time, and subsequently labelled as the forefathers of football hooliganism - are one of the few countries to have seemingly learned their lesson.

Only time will tell, but domestically at least, it is true that overt violence at England's football stadia has been on the decline for some time.

But it has been in other parts of Europe during 2005 that have given the organisers of next year's tournament cause for concern.

Cast your minds back to an 'ordinary' weekend of European football this year, one as recently as the 10th and 11th of December.

In Turkey, just before the kick off for a game between Galatasaray and Besiktas, a Besiktas supporter -aged 30 - is stabbed in the leg by a 15-year-old Galatasaray fan.

The victim is attacked outside the Ali Sami Yen stadium, forcing the police to fire shots into the air to disperse the crowds.

In France, violent clashes mar Paris Saint Germain's game against Rennes. The problems, surprisingly, emanate from two disparate bands of Parisian supporters - the left wing Tygris Mystic from the Auteuil end of the Parc des Princes, and the Boulogne Boys, a group of fascist supporters who occupy the opposing kop.

Numerous fans are injured by baseball bats and belts. One eyewitness is moved to claim: "These are the most violent incidents since the start of the problems."

Only a weekend earlier, just as Germany are about to welcome hundreds of journalists from around the world in the run up to the World Cup draw in Leipzig, the violence spreads on to the pitch during a match between Hamburg and Cologne.

Hamburg's Alex Laas has to be carried off by team-mate Daniel van Buyten with blood seeping from a head wound after being hit by a drumstick thrown from the stands.

And more trouble hits a Bundesliga 2 game, as flares and missiles rain down on the pitch forcing the game to be delayed.

A week earlier, in Italy, it is Florence where the violence strikes, outside the Stadio Artemi Franchi, with Fiorentina fans clashing with supporters of bitter rivals Juventus.

The police intervene and deem it necessary to spray inordinate amounts of CS gas towards the fighting fans, so much so that the game has to be interrupted for 20 minutes as the referee and players - coughing and gasping for breath - wait for the gas to dissipate.

Three weeks of European football.

Five major incidents.

And this year, that has by no means been the exception, rather the rule. Just before the festive season, Fiorentina were ordered to play their next home match at a neutral venue following crowd trouble at their game at Empoli.

Few eyebrows were raised, such is the frequency of this type of sanction in Italy.

Numerous other incidents have been witnessed across the continent over the course of 2005, and now fears are rising that the violence will spread to the World Cup.

Germany is no stranger to dealing with such problems and the authorities are undoubtedly well prepared for the invasion of football fans - indeed a mini-tank has reportedly been devised to quell any potential trouble - but with the German borders so vast, 'supporters' intent on disrupting the tournament are invariably going to be able to slip the net.

And to make matters worse, next summer's tournament sees the presence of rival countries who have histories of football violence - think Germany, the Netherlands, England and Poland in any order; add into the mix Serbia and Montenegro and Croatia, and then Tunisia - whose fans forced a friendly in Paris earlier this year to be cancelled - and you've got a recipe for disaster.

It would be a shame for the greatest sporting tournament on earth to be spoiled by a handful of idiots, but as is usually the case, it only takes a few to ruin the show.

Let's just hope that the players are allowed to let their footballing skills make the headlines in the summer.

AEK Athens has been ordered to play two home games in an empty stadium after ticketless fans rioted at an away match.

The club was also fined 60,000 euros ($81,600 Cdn) by the sports disciplinary committee. The violence erupted on Sunday at Levadiakos, around 80 kilometres from Athens, when AEK supporters turned violent after being refused entry. Fourteen policemen went to hospital with light injuries sustained during the clashes.

A television station's broadcast van was also destroyed and several cars damaged.

Referee Dimitris Kalopoulos interrupted the match for 20 minutes after players and spectators were affected by the tear gas used by police outside the stadium.

Di Canio at it again

He made the same gesture at the end of Lazio's victory over city rivals AS Roma in January this year and on that occasion the Football League fined him 10,000 euros.

Livorno keeper Marco Amelia urged the authorities to crack down on Di Canio.

"There are measures that can be taken against such behaviour. I hope they are carried out," he was quoted as saying in La Gazzetta dello Sport on Monday.

The match between Livorno and Lazio was as much a conflict of political views as it was a sporting contest.

Livorno are well-known in Italy for the hard left-wing politics of their supporters, while Lazio's ultras have often aligned themselves with the far right.

POISONOUS ATMOSPHERE

Sunday's match was played in a poisonous atmosphere in which one half of the supporters chanted anti-facist songs while the other half held up a swastika.

It was a poor advertisement for Italian football, which this season has introduced new measures to crack down on violent and antisocial conduct in the stadiums.

Their success so far has been limited. In October a Sampdoria fan was almost blinded when a flare launched by opposition fans exploded in her face.

Last month Messina defender Mark Zoro brought a Serie A match against Inter Milan to a standstill when he grabbed the ball and refused to play on after suffering racist abuse from a part of the crowd.

Last week's Italian Cup tie between Napoli and AS Roma erupted in violence that ended in fifteen injured and several arrests.

British police to ban 3,500 hooligans from Germany - 12/12/2005

The British police will prevent 3,500 known hooligans from travelling to Germany for next year's World Cup finals, a high-ranking British police officer said.

Football fans considered a risk will have their passports confiscated in Britain, David Swift, the acting chief constable of the county of Staffordshire, said at a press conference at the British embassy in Berlin.

The hooligans will also have to report regularly to police stations to ensure they are not trying to travel to Germany without their passports.

Swift, the British Association of Chief Police Officers' leading officer tackling football hooliganism, also said the British authorities would supply specially trained officers to assist their German counterparts in policing the finals.

"We will offer our German hosts the extremely well-trained special forces that they have asked for," Swift said.

German Interior Minister Wolfgang Schaeuble is expected to make a formal request for assistance to the British government in the near future.

England were placed in Group B for the first round of the World Cup in Friday's draw.

Their first match is against Paraguay in Frankfurt on June 10, followed by Trinidad and Tobago in Nuremberg on June 15 and then Sweden in Cologne on June 20.

British authorities are desperate to avoid a repetition of the violence caused by England fans in the southern French city of Marseille at the 1998 World Cup finals.

England fans were also responsible for violence during the Euro 2000 finals in the Belgian city of Charleroi.

Andy Battson, the liaison officer for the World Cup at the British Embassy in Berlin, said he expected around 100,000 England fans to travel to Germany.

The World Cup begins on June 9 and ends on July 9.

Boca Juniors moved top of the Argentine championship with one match to play after beating Independiente 2-0 to end their outside hopes of the title.

Previous leaders Gimnasia-La Plata, who are attempting to win the championship for the first time since Argentine football turned professional in 1932, slipped to second place when they were held 0-0 at home by Newell's Old Boys.

Media reports said the halftime interval at Gimnasia lasted 35 minutes because stone-throwing fans smashed the windows of Newell's changing-room.

There was also a brief delay in the 15th minute when a firecracker was thrown into Newell's penalty area.

Lazio were fined 8,000 euros for letting their supporters show a neo nazi symbol in the stands at the weekend but striker Paulo Di Canio was not punished for making a fascist salute.
The Italian football federation however has opened an inquiry into the player's actions on Sunday in the away game at Livorno.
It is not the first time Di Canio's politics have landed him in hot water. In March he was fined 10,000 euros for giving a fascist-style salute at the end of the Rome derby two months earlier.
Livorno were also fined 20,000 euros for a series of problems including the throwing of a small firework at the Lazio team bus as it entered the stadium.
Games between Livorno and Lazio are always tense because of the political leaning of the clubs' supporters. Livorno have always had a strong left-wing following, while Lazio supporters have links to the far right.
The match, won by Livorno 2-1, had Lazio supporters chanting slogans glorifying Italian dictator Benito Mussolini and Livorno supporters replied with Italian revolutionary chants.
Livorno fans waved communist flags with the hammer and sickle emblem, while Celtic crosses (a popular symbol for the neo nazis especially as the swastika is banned) were spotted in the Lazio enclosure

"There are no (first round) matches that pose an obvious risk, so we are happy," Michael Endler, head of the German police unit monitoring hooliganism, said in an interview late on Monday.
"There could be small problems in one or two places, but I stress small. I am not having sleepless nights," Endler said, looking ahead to the month-long tournament.
Large European footballing nations were seeded for the draw and so kept apart in the opening group phase of the month-long tournament. The Netherlands avoided any clash with England or Germany -- all three have some hooligans among their fans.
One problematic fixture could be that between hosts Germany and Poland on June 14 after around 50 fans from each country brawled near the Polish border two weeks ago.
Endler said police were not expecting a repeat when the two countries meet in June.
"We are regarding it in a relaxed way. There's no reason for particular concern," he said.
Endler's anti-hooligan nerve center will receive information on fan movements and potential troublespots, and expects to be handling 800 to 1,000 messages per day during the tournament from June 9 to July 9.
Endler promised police would be "friendly, open, but also firm" toward visiting fans and would seek to step in before violence erupted. Authorities would prosecute and punish troublemakers rather than just deport them.

FIVE hundred England thugs will be able to travel to next year's World Cup after serving bans for soccer violence.

They cannot be stopped from going to Germany because their three-year orders expire before the tournament begins in June.

They will be free to cause the mayhem which marred some of the Euro 2004 event in Spain and Portugal - unless they reoffend before then.

Police expect around 3,500 England fans to be the subject of banning orders by the summer, but 500 will drop off the list.

Staffordshire Chief Constable David Swift, head of the police operation for the World Cup, said: "These are people who have been excluded for soccer-related violence - but they could still go to the tournament if they don't get into trouble again."

Police will monitor the trouble-makers as their bans elapse and keep them a close watch on them if they go to Germany.

Mr Swift added: "We can use all the technological tools at our disposal to keep tabs on known hooligans, we can follow them on CCTV at football matches and city centres." Police fear there may be trouble with around 100,000 travelling England fans and a maximum of only 6,000 tickets available for each of their first three games.

Yesterday German authorities said the army may be used to keep the peace on the streets. Anti-hooligan legislation was introduced after the violence involving England fans at Euro 2000.

Supporters can be banned from attending matches at home and abroad for up to 10 years.

Swiss parliament passes anti-hooligan law - 16/12/2005

The Swiss parliament has passed a law to help counter potential violence at the 2008 European championships co-hosted by Switzerland and Austria. The law allows police to create a national database wtih personal details of known hooligans and restrict their movement, including taking them into custody for up to 24 hours.

This year Switzerland and Austria signed a security agreement setting out cross-border policies to deal with hooligans and the potential threat of terrorism.

Violence marred a World Cup playoff match between Switzerland and Turkey last month as Swiss players were harassed and jeered by Turkish fans in Istanbul before and after a World Cup playoff match.

The aggressive mood spread to the pitch after Switzerland won the match 4-2 to qualify for the World Cup finals. The visiting players left the field under a hail of objects thrown by the Turkish crowd and members of the two teams clashed as they ran off the field.

FIFA launched the biggest disciplinary investigation in its history after the incident, with decisions and sanctions expected early next year.

Switzerland will host Euro 2008 matches at stadia in Zurich, Berne, Geneva and Basel. Austria will stage games in Vienna, Salzburg, Innsbruck and Klagenfurt.
