GSF Ultras from Salerno were put into the side of Napoli hools (curva A), Napoli were put on the near side which made them very angry and they started trouble. They threw some rockets into the GSF part of the ground, the police arrived and fought with Napoli, which resulted in a big riot! At the end of the match Napoli clashed with police resulting in a lot of police being injured after they were hit by missiles!

One hundred and seventy people are expected to appear in court in Glasgow on Monday in connection with trouble before and after the Scotland vs England football match at Hampden.
Although Police made more than 230 arrests on Saturday they were pleased with how the biggest security operation ever mounted for a British sporting event had gone.

The plan to stop trouble between the rival camps was severely tested after the final whistle of the first leg of the Euro 2000 playoff.

Fans clashed fans in Glasgow city centre and outside the Hampden Park ground following England's 2-0 win.

During the operation, closed-circuit television cameras and undercover officers were on constant lookout for troublemakers, and rival fans were strictly segregated before and after the game.

English supporters were escorted in and out by Hampden's King's Park entrance, and the Scottish fans via the Mount Florida gate.

Potential trouble

A huge police presence was maintained in Glasgow throughout the day, stubbing out potential incidents before they could escalate.

More than 250 British Transport Police from England were sworn in under Scots law to travel with supporters taking trains across the border.

In a parallel move, 111 English hooligans were identified by the National Criminal Intelligence Service and served with orders requiring them to report to their local police stations in England just before kick-off.

Scotland will play England at Wembley in the return leg on Wednesday.

SOCCER hooligans are using an internet site to arrange fights on match days in and around Preston North End's Deepdale ground.

A site set up by notorious soccer hooligan Paul Dodd - who boasts to be the country's number one football fighter - is being used by Preston's fighting factions to arrange 'dates' with rival teams, both home and away.

A number of fights were pre-arranged on the controversial site's message board ahead of last Saturday's clash with Stoke City, including a bust-up in the Bill Shankly Kop.

The fight never took place due to a high police presence in the stand.

Instead, boasts one PNE supporter, Wigan fans were waiting for the Stoke fans when a group went to Blackpool.

Police have confirmed to the Citizen that they are viewing the site on a daily basis in a bid to stamp out violence all together, but added the use of modern technology for criminal activity was of concern to them.

Messages on the site currently talk about the Christmas game against local rivals Blackpool, with fans from both sides - arranging times and places for clashes before and after the game.

One PNE 'fan,' using the code name Preston Para warns fans of the Seasiders: "You will go the same way as Diana and Jill Dando."

Another message, from a fan calling himself PPS 88 warns: "All fans be warned. Come to Preston and endure the toughest fight of your life."

Fights are also being arranged in towns around Preston, including Chorley and Blackburn, with opposing supporters.

Officers at Preston Police are aware of the use of the internet and are using it to cut out violence all together.

PC Philip Billsborough, from the town's football intelligence unit, said: "We have been aware of the use of this site and monitor activity on it on a regular basis.

"Fortunately many of the comments are just talk, but we don't take any chances and it is of concern to us."

SOCCER hooligans turned Preston town centre into a bloody battlefield in a series of pre-arranged riots.

Party-goers fled as dozens of fights broke out in crowded pubs last Saturday night following England's victory over Scotland.

The fights - between sets of thugs from four local football teams - culminated in a 100-strong brawl on Preston's railway station at 10.30pm.

The violence, was described by police officers as the worst the town has experienced in several years.

Police told the Citizen that dozens of fans from four local clubs - Preston North End, Manchester United, Burnley and Wigan - had set up the clashes, to coincide with their return home from England's Euro 2000 qualifying game against Scotland. Many of their trains terminated at Preston.

PC Philip Bilsborough, from the town's football intelligence unit, said: "In total there were 27 incidents reported in the town's pubs, which culminated in the main incident on Preston Railway Station.

"We are sure it was pre-arranged."

Several pubs were damaged during the fighting.

One of the worst affected pubs was the Jazz Bar, in Church Street.

PC Bilsborough added: "We know the four football clubs involved. British Transport Police are continuing to study video evidence so more arrests are likely."

England: Pubs shut as soccer thugs threaten clash - 02/12/1999

LANDLORDS in Blackburn town centre have been warned to close their pubs amid fears that violence could erupt between rival football fans.

Police believe next Tuesday's derby between Blackburn Rovers and Bolton Wanderers could be a potential flashpoint between hooligans.

The clubs have a long history of rivalry and the last time Wanderers came to Blackburn widespread fighting broke out in the town centre.

The warning comes just days after thugs sparked a mass brawl in the Adelphi Hotel.

It is believed the fight was started by Blackburn Rovers fans who mistook a group of visiting Stockport County supporters for Burnley fans.

Officers have been speaking to landlords in the town centre and have advised them to close on the night.

Several pubs have already taken the decision to close, including the Adelphi.

When Wanderers visited Blackburn two years ago, there were 35 arrests after the match and fighting in the Boulevard.

Police said at the time the violence was organised and hooligans had been spotted making arrangements on mobile phones.

It was also revealed that the internet was being used to pass on information between rival gangs of thugs and flyers were handed out by trouble-makers. But officers who monitor the activities of football hooligans say this time around they are not aware of any pre-arranged violence.

Inspector Stuart Caley, Blackburn's football intelligence officer, said: "Obviously this game is a flashpoint and we have been advising landlords of the situation. We have not told anyone they have got to close for the night but we are advising landlords it might be prudent to do so.

"The incident on Saturday was due to an unfortunate set of circumstances and we would not want to see a similar situation.

"There have been a number of rumours doing the rounds but that is always the case with a big match.

"As far as we are concerned there is no intelligence to suggest that any organised violence is being planned."

200 fans in Turf Moor battle with police

HOOLIGANS attacked police after rival soccer fans clashed outside Turf Moor at the end of Burnley's biggest match of the season.

There were ugly scenes in Yorkshire Street as a hard core of 300 Burnley and Wigan Athletic supporters fought it out after most of the capacity 20,000 crowd which had turned up to see Ian Wright's debut had left peacefully.

Mounted officers and foot and dog patrols were sent in to separate the rival factions. But police say this triggered an unprovoked attack on officers by 200 Burnley fans in which innocent people became caught up.

Kaleigh Redman, 11, of Nelson, suffered an arm injury and was later taken to Burnley General Hospital after it is believed she was pushed into the path of a police dog.

Today police condemned the behaviour of hooligans who marred Burnley's big day. Police operations manager Supt Gary Stephenson said: "So-called fans shamed the town and the club with their behaviour during the highlight of this season. "A number of complaints have been made relating to injuries received by individuals during the incident and these will be investigated. We re also monitoring CCTV footage from town centre cameras to identify offenders and bring them to justice."

Supt Stephenson appealed to anyone in the area at the time to come forward. "All information will be dealt with in confidence," he added.

Eight people have been charged with public order offences and one has been accused of carrying a CS gas spray after alleged incidents around Turf Moor.

Appearing before magistrates on Wednesday charged with threatening behaviour are: Ronnie Anderson, 36, of Aspen Drive, Burnley; Paul Murgatroyd, 26, Burnley Road, Harle Syke; Paul Morgan, 34, of Temple Street, Nelson; Andrew Harrison, 19, Fenwick Street, Burnley.

Gavin Sturgeon, 18, of Belvedere Road, Burnley, faces a charge of possession of a CS spray

Three men from Wigan will appear on Thursday charged with threatening behaviour.

Burnley: Soccer louts face lifelong Turf ban - 02/03/2000

HOOLIGANS who try to cause mayhem at Saturday's top of the table clash between Burnley and Preston face being banned from Turf Moor and Deepdale for life.

The Division Two Lancashire derby is already a sell-out and Turf Moor bosses are acting early to avoid a repeat of the violence that flared at the last home game against Wigan.

Three hundred Burnley and Wigan supporters fought running battles in Yorkshire Street after 20,000 turned up to see Ian Wright's debut.

That attendance will be topped on Saturday for a tense derby battle which could see the Clarets move to within two points of their local rivals for promotion to Division One.

Both Burnley and Preston North End have agreed that anybody arrested for violence either inside or outside the ground on Saturday will face a ban from Turf Moor and Deepdale.

Chiefs from both clubs met at Deepdale when Burnley Reserves met Preston North End Reserves on Monday to draw up their "zero tolerance" clampdown for Saturday.

Burnley director Clive Holt, who is in charge of ground safety at Turf Moor, said: "If people are arrested, come to the attention of the courts and are then convicted they should be aware they will be banned from Turf Moor for life.

"There were problems in the town after the Wigan game, although it has to be stressed there was no problem inside the ground.

"We have had a policy of banning people who are arrested for some time and we quite often get people who have been banned writing to us asking us to reverse the ban, but we say no.

"Burnley have many very loyal fans, and there are lots of people returning to Turf Moor after some time away.

"We don't want them to be put off by violence. We want them to come to the game and enjoy themselves."

Meanwhile, Burnley FC are asking fans to make sure they arrive at the ground well before kick off and make sure they sit in the seat specified on their tickets to avoid problems in the run-up to kick-off.

England: Pub watch plan will ban thugs - 07/03/2000

PUB hooligans could soon find themselves blacklisted from all licensed premises in Horwich and Blackrod in a scheme designed to combat thuggery and drink-related violence.

Get-tough licencees are threatening to impose bans and may join forces to call time on lager louts. The move could become a reality with the formation of a Horwich and Blackrod pub watch scheme.

The pub bosses are warning that anyone barred from one pub or club may be automatically barred from drinking in any one of the other premises in the scheme.

The move is designed to drive out drink-related violence and make the Horwich and Blackrod areas friendler places to visit for a drink or bite to eat.

More than 20 licensees have indicated they will join the pub watch scheme and the first official meeting of will be held at the Horwich RMI Club, Ramsbottom Road, Horwich, at 11am on March 22.

The pub watch scheme will become the only one of its type operating outside Bolton town centre. Three schemes which operated in the Halliwell, Westhoughton, Chorley Old Road, Bolton, and Farnworth areas have folded over recent years.

The new pub watch scheme in Horwich and Blackrod will be run on similar lines to the Bolton town centre Licensees Alliance which has been in operation for the last 12 years.

Bolton police chiefs are encouraging the formation of more pub watch schemes.

Homewatch co-ordinator Mary Harrison said: "The police would welcome many more pub watch schemes springing up throughout the division.

"The intention is to combat drink-related violence and promote the entire town of Bolton as a safe and friendly place to visit."

Turkish restaurant man's soccer vendetta fears - 23/05/2000

A TURKISH restaurant owner claims he has become the victim of a vendetta by football hooligans following the death of two Leeds United football fans in Turkey.

Now, Mr Bayrom Pallrus, says he is considering giving up his premises in Bury and moving back to his homeland.

But he fears a move could be detrimental to the health of his eight-year-old daughter who suffers from cystic fibrosis.

The owner of Ottoman Restaurant, on The Rock, says that since the stabbing of the two fans before the UEFA Cup semi-final match between Leeds United and Galatasaray, his restaurant and staff have been threatened by drunken youths leaving the town centre pubs.

The threats came to a head when vandals smashed the window of the restaurant causing thousands of pounds worth of damage. No neighbouring businesses were attacked by vandals, leading Mr Pallrus to believe the attacks were purely race-related.

And Mr Pallrus claims that only days after the killings in Turkey, the former owner of the restaurant and take-away was dragged outside and viciously kicked to the ground by eight thugs.

Mr Pallrus said: "I am not even a Galatasaray supporter, I support Manchester United, and what happened between the fans disgusts me, I do not agree with such violence."

But he added: "But these people do not care -- they just need an excuse to do what they do. What is happening to me has nothing to do with football -- it's just racism."

Mr Pallrus, aged 34, who now lives in Rawtenstall, moved to the country 18 months ago, leaving behind a successful business, so his daughter, Nancy Elf, could receive treatment for her condition.

"All I feel like doing is closing my business and moving back home with my English wife, Nancy and leaving this country and the trouble behind for good," he said.

17 fans sent home after Belgium violence - 21/06/2000

POLICE today revealed that 17 suspected soccer hooligans from East Lancashire have been deported or arrested in Belgium.

The National Criminal Intelligence Service has been working closely with Belgian police in the wake of the mass deportations of hooligans.

Following the outbreaks of violence during Euro 2000 centred around Brussels and Charleroi a total of 921 English fans were arrested and 464 deported.

Most of the violence took place before and after the crunch game with Germany on Saturday. Police praised the behaviour of England's fans after the national team were dumped out of the tournament last night. The suspected hooligans who were deported were flown back in Belgium military aircraft and have all arrived back in the country.

All the football fans deported and arrested in Belgium will be visited by local police and a decision will be taken on whether their names should be added to a national database.

Anyone whose name appears on the list faces being banned from football stadiums in this country and from travelling to future international tournaments.

Mark Steels, the NCIS spokesman, said: "Everyone of the 921 will get a visit from local police officers.

"They will be interviewed and given information on how to get their belongings back from Belgium if they left any behind when they were deported.

"A decision will be taken at a later date if any of those arrested or deported need to be placed on the national data base."

A total of ten England supporters from Blackburn were arrested or deported from Brussels and Charleroi. Most were picked up for drunkenness and disorder offences and were aged between 21 and 41.

A 29-year-old man from Darwen was also deported along with six men from Burnley who are all aged between 19 and 31.

Bolton soccer fans deported - 21/06/2000

BOLTON and Bury soccer fans have been deported from Belgian following Euro 2000 violence, it has been revealed today.

Bosses at the National Criminal Intelligence Service - a specialised team which monitors football hooligans - confirmed six local men had been booted out of the country and a seventh arrested.

The deportations followed sickening scenes of violence before England's match with Germany at the weekend, which saw a total of 921 people arrested.

More than 460 of those arrested were then flown out of the country on Belgian Air Force flights, with some landing at Manchester Airport.

Many were forced to leave personal possessions and passports in hotel rooms after Belgian riot police swooped on England supporters following pitched battles in Charleroi. Those deported included a 35-year-old man from Bolton, a 35-year-old Daisy Hill man and a 24-year-old Bolton man.

Three Bury men, aged 24, 25 and 28 were also thrown out of the country following the shameful thuggery.

A 29-year-old Bolton man was arrested for a disorder offence in Brussels but was not deported. None of the seven were charged with any offences.

Today an NCIS spokesman confirmed that, subject to new legislation being passed, the seven arrested could have their passports endorsed to show that they had been deported.

He added: "Everyone who has been deported will be visited by a local police officer. They will be advised not to go back to the tournament.

"They will also be told what to do about recovering their property from Belgium which may well still be in hotel rooms."

NCIS officers have worked closely with their Dutch and Belgian counterparts in an attempt to identify known and suspected English hooligans who travelled abroad.

There was no repeat of the violence last night following England's defeat at the hands of Romania, knocking Kevin Keegan's team out of the tournament.

Watching a soccer match is no longer a good idea for a family outing – not in Kenya.

For the second time in six months, riots have marred an international football match.

The chaos that erupted at the Moi International Sports Centre, Kasarani, during the final of the four-nations Castle Lager Cup last Saturday just went a long way to confirm that football hooliganism is indeed taking root in the country, and that watching soccer is no longer a safe and innocent pastime.

The first and perhaps more audacious incident was in April when fans lit up a fire from the terraces during a match watched by the President.

Then, as was the case on Saturday, Kenya's Harambee Stars were trailing in the scores.

The Saturday incident started small. A few minutes into the second half, a small group of Ugandan fans fled from their terrace seats onto the pitch after local bruisers started throwing pebbles and stones at them.

That soured what had been an incident-free and, perhaps, one of the most high-profile football tournaments seen in Kenya.

The trouble had not, however, started on Saturday. On the first day of the tournament, fans broke down one of the gates and spilled into the stadium without paying. Others jumped over the perimeter fence and watched the match free.

Earlier, on that Saturday of the final, tear gas had to be used to drive away fans who wanted to watch the third place play-off between Tanzania and Ghana without paying. Naturally, the tear gas drifted into the stadium, causing a lot of discomfort to fans, players and dignitaries who were not rioting.

The hooligans picked off where they had left after the final. They pelted the rostrum, specially constructed for the award presentation ceremony, forcing the organisers to give the players their awards on the pitch

What made Saturday's thuggery unsettling was the fact that it was watched live by millions of viewers in the over 30 countries where the matches were being broadcast. It also left the Kenya Football Federation dignitaries feeling thoroughly embarrassed. They had taken responsibility for security and matters were not turning out well at all. Worries of the sponsors pulling out must have been foremost on their minds.

But KFF is caught between a rock and hard place, considering that it plans to woo crowds back to the terraces, and must still ensure discipline and good crowd control. The scenes of violence and teargassing are not anybody's idea of a day out with the family.

Kasarani has now earned the dubious reputation of being hit by riots during international matches. The April preliminary qualifying return match between Kenya and Malawi was abandoned two minutes to the end when fans threw objects onto the pitch after it became obvious that the Kenyans would not score the three goals they needed to proceed to the league phase of the qualifiers for the 2002 World Cup finals.

This prompted KFF to take the return leg of 2002 Africa Nations Cup qualifier between Harambee Stars and Swaziland to Mombasa where the Kenyans won 3-0.

Following Saturday's riots, Harambee Stars coach James Siang'a asked KFF not to stage any international matches in Nairobi. Former Kenya international, Sammy Taabu, however disagreed, saying that moving matches from Nairobi is not the solution to soccer violence.

"That will not help. What we need is to educate fans first to understand that their team can lose or win a match. Crowd violence is not a preserve of Nairobi fans only," said Tabu.

Many soccer lovers contend that the troublemakers are known, and that KFF should find ways of ensuring that they do not enter the stadia.

KFF secretary-general Hassan Haji says fans need to be educated on the need to maintain peace during matches.

Dr Anthony Walela, a former AFC Leopards official, says the best way to control violence is to have specific clubs make their own security arrangements during matches. During last year's Premier League return match between Gor Mahia and AFC Leopards at Kasarani, he said, the teams had their own people sitting among fans to identify and discourage any one who started making trouble.

Walela said the best way to control crowd trouble on the terraces is to immediately arrest anybody who throws an object onto the pitch. That can only be done by people sitting among the fans. He adds, however, that arresting the thugs who mug people in the toilets and passages of the stadium should be left to the police.

He blames cases of people jumping over fences on KFF's inefficient ticketing which makes it difficult for fans to gain easy access to the grounds. "KFF should consider selling tickets for major matches in advance. People like to be in the stadium before the games start and when there is congestion, some get impatient and start looking for other options of entry, like jumping over the fence or bribing the people manning the gates," he said.

Deputy police spokesman Dola Indidis said soccer violence is not unique to Kenya but added that the fans should take responsibility for their security and report to the police anybody who causes trouble during matches. He added that while there are general claims that there are specific notorious hooligans, none of them have been reported to the police.

Police in England, where soccer hooliganism has become something of a cult, have developed ways of identifying those who cause trouble and have built up data banks on known hooligans whose movements are watched especially when a major tournament is nearing.

The situation seems to be different in Kenya. Some of the men who caused mayhem in the past have died or simply lost interest in soccer – but they seem to have found ready replacements in young men, mostly from the slums, who will seemingly be around for a long time to come.

English fans have been at the centre of some of the worst cases of soccer violence in the history of football in recent times. In 1985, Liverpool fans rioted after their team lost in the final of the European Cup to Juventus at the Hyssel Stadium in Belgium. Thirty-nine Juventus fans died and 200 injured. Four years later, 96 Liverpool were fans were crushed to death during an FA semi final match between Liverpool and Nottingham Forest at Hilsbrough Stadium in Sheffield.

The problem of football hooliganism has moved across the channels to the European mainland and seems to be transforming itself into an even uglier shape – racism. With so much of this football brought to living rooms through television, there is a danger of some local fans aping what they see. Locally, this could manifest itself in tribalism, the stadium becoming a powder keg – waiting to explode.

Millwall-Cardiff: Police alert as fans head for the Den - 03/12/1999

Police from South Wales and London are on full alert as football hooligans use the internet to try to create trouble as Cardiff meet Millwall at the Den.

There were a number of violent clashes when the two sides met in Cardiff in August but police say they are determined that will not happen again.

A total of 14 people were injured the last time these two sides met in Cardiff for the opening match of this season in August.

Six men were later charged after fans ran amok in the city centre and then clashed at Ninian Park.

Millwall have now announced strict measures to try and prevent crowd trouble on Saturday when the two sides meet again at their New Den ground.

Inflammatory material inciting violence between opposing fans has already been posted on the internet and police say they are constantly monitoring web-sites.

Saturdays game will be an all-ticket affair, but true supporters say they are worried about the way those tickets have been sold.

Cardiff City have been allocated 1500 seats and the club has defended their policy of selling tickets to all-comers.

"You are going to have tickets which can change hands," said club general manager Ceri Whitehead.

"I've purchased a ticket myself and that could change hands three or four times and you can't account for that."

South Wales Police will be monitoring coach parties leaving Cardiff for Saturdays game and a special team of undercover Welsh officers are liaising with the Metropolitan Police.

In London, the Met have made it clear that any Bluebirds fans arriving at Millwall without tickets could be arrested for possible breach of the peace.

Riot police clashed with Marseille fans after an injury-time 2-1 defeat by Racing Lens sparked a pitch invasion. Lens players rushed to the dressing rooms at Marseille's stade Velodrome when home fans reacted angrily to Frank Queudrue's late winner, storming the pitch as the referee blew the final whistle. Marseille had taken a 1-0 lead in the French first division game before slipping to their third defeat in succession. Incidents occured outside the stadium also, where the CRS had to use teargas to disperse Marseille fans. The Marseille players had to be given police protection away from the stadium.
Marseille fans among the 25,000 crowd had maintained a sullen silence during Saturday's game in response to two heavy defeats, against St Etienne in the league and Feyenoord in the Champions League. Last week's 5-1 defeat at St Etienne was halted for 10 minutes when Marseille fans tore up seats and hurled them onto the pitch.

About 100/150 hools from PSG came to Lyon to fight the local group called "Bad gones".
A lot of parissian lads came by train and others by cars. In the stadium, nearly 1000 PSG fans were there.
The first fight against Lyon lads begame 2 hours before the game near the stadium when only 15 PSG hools have tryed to enter in a "café" full of Lyon lads. After that, several fights (during about 45 minutes) between the 2 groups was hard. About 100/150 PSG hools was involved in the conflict with many injuries in each group and police. A new Police département called "bac" have fired with ruber bullets and gas to disperse the fans. Before the game, about 50 guys have tryed to break the tickets entrance to enter and the Police was here to ripost with rubber bullet. Nothing spécial during game and after. The Hools was escorted by police to the train for Paris at 1h30 in the morning.

Police used plastic balls to disperse psg hools !!!! after the game no troubles. 13 psg fans wounded , 10 by police and 3 during the clashes with hools from Lyon . Several wounded for Lyon hools but number exactly unknown. EXCELLENT FIGHT. There were 1200 Psg fans with 100/120 hooligans."

18 Dutch fans arrested in The Hague - 12/06/2000

Dutch police arrested 18 fans in The Hague celebrating Sunday's Euro 2000 victory over the Czech Republic, but street parties in other areas of the country were largely peaceful.
Fans poured into the centre of The Hague forcing police to redirect traffic, and only a handful of unruly supporters marred the celebrations of the 1-0 win, a police spokesman said.
Six were arrested for breaking windows and the others were rounded up for fireworks violations or for not following police instructions.
The Interior Ministry said a total of 32 other people were arrested throughout the Netherlands on Sunday for public violence and related offences. In Amsterdam, there were fewer incidents than on a normal Sunday.
This afternoon Eindhoven was calm ahead of a match between England and Portugal where the risk of hooliganism was regarded as high, officials said.

Hooligans link up on the Net to plot mayhem at Euro 2000 - 02/04/2000

INVESTIGATION: Thugs from both sides of the Channel will join in a reign of terror in June.

Gangs of football hooligans throughout Europe are plotting to turn this summer's European Championships into an orgy of violence and mayhem.
Thugs who follow England plan to join forces with local troublemakers to confront the police, stage pitched battles against rival fans and wreck city centres, railway stations and seaside resorts.
The hooligans believe Belgium and Holland, where the tournament will be held in June, will prove an easy touch, because of 'soft' policing, open borders and access to drugs and alcohol. Violent followers of Millwall and Chelsea, two London clubs notorious for misbehaviour by their fans, boasted last week that the Low Countries would be a 'hooligans' paradise'.
An Observer investigation has revealed that thugs are already forging alliances and swapping tips on how to evade police and border controls, and obtain weapons, drugs and alcohol in the cities where games are held.
England fans intent on causing disorder are linking up with Dutch counterparts to form a united front against the Germans. Messages on hooligan websites show that followers of Tottenham Hotspur have already joined forces with hooligans from Ajax of Amsterdam. There have also been contacts between fans of Chelsea, whose 'Headhunters' gang is widely feared, and those who follow Feyenoord of Rotterdam, and between supporters of Millwall and Den Haag from The Hague.
Dutch 'firms' who support rival club sides are also setting aside their usual differences to create a 'National Dutch Army' in time for the start of Euro 2000 on 10 June.
The Dutch police are so concerned by the ease with which thugs can swap information on the Internet that they have set up a special unit to monitor its increasing use by hooligans.
'If everything we read [on the Internet] is true, then for football it will be the end of the world', said Henk van Groenenveld, head of the Dutch national bureau for hooligan intelligence.
Thugs in Breda, in southern Holland, have published a lengthy 'English Hooligans' Guide to Euro 2000' on their website. Breda is close to Eindhoven, where England are playing two key matches - against Romania and Portugal - early in the tournament.
The guide explains where to go for 'serious scrapping' and where there is the 'best chance for a serious ruck'. Tips are offered on where to buy beer if there is a ban and where to buy cocaine, Ecstasy and amphetamines.
'If England play in Brussels,' the guide says, 'it is going to be mental... with plenty of cheap ale, very disorganised Old Bill and... [the] local firms getting their first chance to try it on with the world's best.'
The guide advises travelling thugs to 'sneak' into the Low Countries through Luxembourg where, it says, 'there are no border controls'. Similar advice is freely available on dozens of other sites.
The most likely flashpoint for violence this summer is the England-Germany clash on 17 June in the Belgian town of Charleroi. The 5,000 tickets England have been allocated for the tie will be nowhere near enough to satisfy demand.
Thousands of ticketless fans are expected to make the short journey for the tournament. The segregation of supporters inside the ground - a key security measure - is breaking down.
Last week four English hooligans with a track record of violence told The Observer how they had already bought tickets for the German section of the stadium. Keeping fans apart in the city will also prove difficult. 'You can't police a thousand bars and pubs,' said one official.
In the past few days England fans have posted threats to German fans on a website run by Paul Dodd, the notorious Carlisle United hooligan. One, by a thug calling himself 'Yeti', says: 'Don't f*** with England or you will get hurt. We will do you like we did in the war; my grandad probably killed your grandad.' Another, posted last Wednesday by 'Three Lions', boasts: 'We all know you are tossers who won't show against England's finest.' Messages on the 'soccercasuals' site also spew racist abuse.
This week experts on countering hooliganism, from Britain's National Criminal Intelligence Service, are visiting their counterparts on the continent to discuss policing Euro 2000.
Patrick Murphy, co-author of several books on hooliganism, said: 'One doesn't want to prophesy doom, but - given how close these countries are for England fans, and the presence of many Dutch and German supporters - the potential for disorder is considerable. The problem for the police there is that it could occur anywhere.'
The British authorities claim the worst troublemakers will be prevented from travelling to Euro 2000.
However, NCIS - which co-ordinates anti-hooligan measures - admitted that only 108 convicted hooligans will be forced to stay at home and report to their local police station during the England matches.
The Observer has learned that all of the dozens of England fans arrested and convicted after the trouble surrounding last November's Scotland-England match in Glasgow are free to attend Euro 2000. The Home Office admitted last night that none had yet had a banning order imposed on them, despite convictions for affray, assault and breach of the peace.
Controversially, tournament organisers have decided to rely on civilian stewards, rather than police, to keep the peace inside stadiums.
Euro 2000 spokesman Michel van Schie told The Observer: 'While the police will be inside the grounds, they will not be visible. They will be on stand-by. They will not be visible in case that spoils the happy, hospitable atmosphere. Sometimes the presence of the police can arouse aggression. Specially trained stewards, not the police, will have the main security role.'
England coach Kevin Keegan also expressed concern about hooligans: 'There is often a fair amount of what you might call casual racism and xenophobia around support for England, especially away from home. If there is racism around England, we need to challenge that.'

A Quilmes fan, Victor Guines, aged 55, was assaulted by River supporters.
The man was travelling by train and was attacked by a group of people wearing River shirts.
Mister Guines was transfered at hospital.
Prior to the game, a group of Quilmes fans tried to enter the stadium without paying.
