Tottenham want police protection for their fans on the night before their Europa League tie against Inter Milan in Italy on March 14.
The club are seeking an agreement with Milan authorities after anti-Semitic attacks on their fans in Rome and Lyon this season.
UEFA have pledged to appoint a security officer for the last-16 second-leg tie but Europe’s governing body deal only with matters in and around the ground. Security officers are regularly recruited by UEFA for matches where there is potential for trouble.
The club have a large Jewish fanbase and three supporters suffered “minor injuries” in Lyon last week when up to 50 masked thugs attacked the Smoking Dog pub.
It was packed with Spurs supporters on the eve of the second-leg clash with Lyon. Eyewitnesses said the attackers made Nazi salutes as they smashed doors and threw cast-iron chairs, wooden objects and a flare in to the pub.
Last November, Ashley Mills was stabbed in the groin and hit over the head and another nine fans were hurt when yobs again chanting anti-Semitic slogans ambushed the Drunken Ship pub in Rome on the eve of their game against Lazio.
Two fans have since been charged with attempted murder.

UEFA president Michel Platini on Tuesday urged Croatia and Serbia to tackle hooliganism ahead next month's high-risk World Cup qualifier between the former foes.
In letters sent separately to Zoran Milanovic and Ivica Dacic, prime ministers of Croatia and Serbia respectively, Platini also asked for an urgent meeting with European football's governing body officials over the issue.
"UEFA is extremely concerned by all forms of violence at certain matches played by Croatian clubs in UEFA competitions," Platini was quoted as saying in the letter to Milanovic, published on the Croatian Football Federation (HNS) official website.
A similar letter was also sent to Dacic, a government statement said in Belgrade.
UEFA tasked its official Frantisek Laurinec to meet top government and football officials from Croatia and Serbia in their respective countries over the issue, Platini said.
He proposed that the meeting take place in March, stressing that tackling of football violence was crucial for the future of football in the two former Yugoslav republics.
Platini has repeatedly warned Croatia and Serbia that if they do not root out violence among football supporters they risk being excluded from international competitions.
UEFA has fined the federations of two countries on several occasions for violence and racist behaviour of hardcore football fans.
The HNS and its Serbian counterpart had decided that, in a bid to avoid crowd trouble, away fans would be banned from the matches between the countries who fought a bitter war in the 1990s as the former Yugoslavia fell apart.
Croatia faces Serbia on March 22 in Zagreb, while the return match is to be played on September 6 in Belgrade.

Inter Milan fined following racial abuse of Mario Balotelli
Inter Milan have been fined 50,000 euros (£43,200) after their fans racially abused Mario Balotelli in Sunday's derby against AC Milan.
The former Manchester City striker has also been fined 10,000 euros (£8,600) for his behaviour during the match.
The Gazzetta dello Sport reported that Inter fans waved inflatable bananas at their former striker. In the second half, Balotelli pressed his finger to his lips in an apparent bid to silence his detractors.
He was also seen spitting in the direction of his former fans.
The Italian international was facing his former club for the first time since joining their rivals in January. Ezequiel Schelotto's second-half goal levelled for Inter, to earn a 1-1 draw after Stephan El Shaarawy's first half opener.
Serie A bosses met today to discuss potential punishments for Inter following the incident and have opted to fine the club for the behaviour of their fans. As well as Balotelli, AC Milan were also hit with a 10,000 euro fine for unveiling "insulting banners".
It is the second such fine for Inter this season, after a section of fans were heard singing racist songs about Balotelli during a Serie A match against Chievo.
Racism has dogged Italian football this season with a number of high profile incidents.
Earlier this month AC Milan vice-president Paolo Berlusconi - the younger brother of club owner Silvio - was filmed at a political meeting calling Balotelli “negretto della famiglia” - translated as “the family's little n****r”.
And a month earlier, the older Berlusconi praised praised midfielder Kevin-Prince Boateng for walking off the pitch after he was racially abused during a friendly against Pro Patria.

Lazio have been fined 140,000 euros ($190,000) by UEFA and warned that any repeat of the racist abuse heard in matches against NK Maribor and Tottenham Hotspur will result in them playing one match behind closed doors.
In a statement on Wednesday UEFA Control and Disciplinary Body fined the Italian club 50,000 euros for the racist conduct of their fans in a Europa League clash in Maribor in December as well as the lighting of fireworks.
A decision ordering Lazio to play their next home UEFA game in an empty stadium was suspended for two years.
Lazio were fined another 90,000 euros for various incidents before and after their home clash with Tottenham in November.
A group of Lazio supporters chanted "Juden Tottenham, Juden Tottenham" ("Jews Tottenham) in German when the game got underway and unfurled a banner saying "Free Palestine".
Tottenham have a large contingent of Jewish supporters while Lazio have long had fans with extreme right-wing sympathies.
The night before the match a Tottenham fan was seriously injured during an attack in bar.
Lazio's misdemeanours also included fans throwing missiles and fireworks and the late handing in of the team sheet.
Tottenham were fined 10,000 euros after their fans were involved in crowd disturbances in the stadium.
Maribor were hit with a 17,000 euros fine for insufficient match organisation for the game against Lazio.
Al three clubs have three days to appeal.

Đorđe Prelić, who was in Serbia sentenced to 15 years in prison for the murder of French national Brice Taton, has been arrested near Barcelona.
Serbian Interior Minister Ivica Dačić told Tanjug that Prelić was arrested for auto theft and use of fake passport.
He added that Prelić was in custody in Barcelona.
“We have received information from Spain that the identification has been done and that finger prints have confirmed that this is Đorđe Prelić for whom Serbia issued an arrest warrant,” Dačić said.
Prelić’s lawyer Ivan Bajazit does not believe that his client will be extradited to Serbia soon. He told B92 that he would request a retrial.
Taton was attacked and beaten by a group of hooligans on September 17, 2009 in downtown Belgrade ahead of the Partizan-Toulouse match. The Frenchman succumbed to his injuries in Belgrade’s Emergency Center on September 29, 2009.
The attackers were initially sentenced to 240 years in prison in 2011. Prelić and Dejan Puzigaća were sentenced to 35 and 32 years in prison and Ljubomir Marković and Ivan Grković to 30.
Another eight Partizan fans received sentences ranging from 12 to 14 years in prison.
The Appellate Court, however, halved their sentences in 2012.

At 4pm, a severe fight broke out before the game, opposing two rival factions of Barra del Matador (Tigre), knew as "La 13" and "Los de Pacheco". Serious troubles broke out during the game. After insults and missiles exchanged between both sides, Velez supporters broke out a fence so uruguyan police used rubber bullets against them. Then troubles continued outside the stadium as local supporters tried to confront Velez ones. Two supporters from both teams were arrested said police. Two local fans and five policemen were also wounded and three police vehicles damaged.

A Millwall fan who hurled racist abuse at Leeds United striker El-Hadji Diouf has been fined £425 and banned for life by the club. Gerrard Scanlon, 53, from Enfield, north London, pleaded guilty to a racially aggravated public order offence at Bromley Magistrates' Court. He was fined £425 and ordered to pay £100 costs, as well as being banned from watching Millwall for five years by the courts - but the club have made that a lifetime ban.
The delivery driver was arrested after Sky Sports News broadcast footage that appeared to show some Millwall fans hurling racist insults at Senegal forward Diouf during a game at The Den on November 18. Millwall said they were 'appalled' by the footage and vowed to reopen an investigation into allegations of racial abuse, which initially emerged online. The club issued the following statement today: 'Millwall Football Club understands Gerrard Scanlon, the man caught in the recent Sky Sports News documentary uttering racist abuse at a Leeds United player, appeared at Bromley Magistrates Court on Wednesday morning. 'The club had already decided to ban Scanlon for life from all matches at The Den. 'We are pleased that the behaviour of this individual came to notice, and that the police and the courts have now taken action against him. 'Millwall Football Club will continue to operate a zero tolerance policy to target and ban any fan guilty of displaying racist behaviour, and we look forward to developing even closer links with other agencies, including those in the media who share our determination to eradicate racism from our game.'
At the time, Millwall captain Danny Shittu said he was 'deeply saddened' by what he had seen in the Sky Sports documentary. Millwall chief executive Andy Ambler said that an initial investigation by the club was closed after Diouf said he heard none of the racist abuse aimed at him. Diouf was clearly seen to indicate during the game to the referee that he was being targeted, however. 'Like all Millwall fans and football fans generally, we're appalled by the footage we've seen,' Ambler said. 'Sadly racism exists in our society and certain individuals want to bring it into football grounds. It's down to us in football do to more.
Shittu later released a statement on the club's website which read: 'I am deeply saddened by the documentary on Sky Sports showing racism by the minority at matches including at Millwall FC. 'As the current Millwall captain, racism is something I do not stand for or condone. 'I am currently in talks with the club about any further measures we can take in dealing with and eradicating racism at matches. 'I do not want the events shown yesterday to tarnish the hard work done by the club thus far and their efforts in tackling this issue. 'Every player at all levels has the right to represent their club without being subjected to homophobic or racial taunts. I will do all I can to help eradicate racism at my club and in football.'

Portuguese club Vitoria de Guimaraes will play two matches behind closed doors as punishment for crowd violence in a Second League game between their reserve side and Sporting Braga's team B over the weekend, the Portuguese Football League (LPFP) said on Tuesday.
The LPFP published on its website a statement from the Portuguese Football Federation which also said Guimaraes must pay a 10,200 euros fine. (www.lpfp.pt)
Sunday's match between the northern clubs was suspended after dozens of fans clashed in the stands. The violence raised safety concerns over austerity-driven spending cuts that left several Premier League and amateur games without police protection.
A league spokeswoman said it was still not clear if the two-match punishment would be applied only to matches played by Guimaraes's reserve side or also to Premier League matches.
Guimaraes had decided not to request policing for the match as allowed under a new transitional money-saving law in Portugal, so there were only stewards and private security in the stadium. The unrest was contained after police in the surrounding area rushed to the ground.
