Cyprus : Police ready to deal with football hooligans - 28/08/2010

POLICE have been given a handbook on how to deal with high-risk football matches as the new season looms this weekend.

Furthermore, efforts are being made to speed up court proceedings, so swifter exemplary and deterrent punishments can be imposed on hooligans.

These are just part of the force’s measures that hope to put an end to football-related violence, which has been gradually getting worse in recent years.

The lack of arrests, and delays in cases reaching court, have been pinpointed the main reasons behind the increase in football violence, which is why the Attorney-general is currently in talks with the police to come up with new regulations for speedier trials.

Police Spokesman Michalis Katsounotos said: “There will be absolutely no concessions on these measures”.

The handbook contains everything police need to know for high-risk games – such as those between rival Nicosia teams APOEL and Omonia, which have thousands of fans.

A committee has been appointed with representatives from the Cyprus Football Association (CFA) and the police, who will earmark this season’s high-risk games. They will then determine the maximum amount of tickets that can be sold to the game’s visiting fans.

During these games, a crisis centre will be put into operation at the home team’s district police headquarters, which will mean that the district where the game is being carried out will be responsible for any violent behaviour.

Fans under the influence of alcohol or other substances will be banned from the stadiums, while no one will be allowed entry without a ticket, which are now issued with the use of ID cards.

In the event that objects are thrown onto the pitch during a match, the policeman in charge will temporarily interrupt the game and if the incident recurs, the match will be called off altogether.

Katsounotos said the force was determined to act decisively and arrest anyone caught misbehaving.

Meanwhile, the CFA second deputy president, Andreas Santis, has expressed his concerns over organised fans being transported in large groups to other towns to attend matches.

Santis, who listed the employment of special stewards to overlook games as one of the most important measures to help deal with football violence, explained that it was difficult to regulate organised groups of fans.

“We will see how the situation develops, there are legal issues,” he said. “How can you ban someone from moving from one town to another in an organised manner? My personal view is, I have been categorically against this for years because where there are crowds there are more problems than when people go individually to the game.”

Santis added that two games at the start of this season would be played without fans, as the teams were being punished for the violence last season.

The police have announced that all football clubs will be asked to no longer transport fans on organised buses, but if this isn’t adhered to – as it isn’t law – police will carry out thorough checks on the buses and the fans before they head off, but also once they have reached their destination.

Sheffield football fans injured after Hartlepool match

Two Sheffield Wednesday football fans suffered head injuries after a fight following their team's 5-0 win in Hartlepool.

Cleveland Police said the trouble happened at 1754 BST in Station Approach, Church Street.

Two men from Sheffield, aged 46 and 50, were taken to hospital suffering from head injuries. The 50-year-old is in a critical condition.

Five Hartlepool men, aged 24, 25, 27, 45 and 48, were arrested.

Owls fans suffer head injuries in attack

TWO Sheffield Wednesday fans suffered serious head injuries after football violence flared following the Owls' 5-0 win at Hartlepool.

One of them, a 50-year-old Sheffield man who has not yet been named, had to be airlifted to hospital.

The other man, aged 46, was taken by road ambulance.

They were both being being treated at The James Cook University Hospital in Middlesbrough.

Two men from Hartlepool, aged 48 and 25, have been arrested on suspicion of public order offences.

Police say two groups of men were involved in an incident which took place shortly after the match between the two sides yesterday afternoon.

It happened near Hartlepool railway station on Station Approach, near Church Street, just before 6pm.

Police say it was busy in the town at the time with lots of epople making their way home after the match.

Dutch police arrested 30 Rotterdam football hooligans in the northern city of Alkmaar on Saturday evening. They were arrested for vandalism and assault.

The group of men, aged between 17 and 33, will be taken to court on Monday. A number of them were involved in last year’s beach riot in Hook of Holland, which led to one man being shot dead by police. Rotterdam police are assisting in the case.

The group caused havoc in a cafe in Alkaar, vandalising the furniture and beating up other cafe visitors. Five people were injured in the brawl. Then the group proceeded to vandalise fairground attractions outside and threw bicycles and bar stools around.

Two police officers, who witnessed the incident, called for assistance. The police back-up observed the Rotterdammers until there were enough police officers to make arrests.

About 150 away supporters made the trip with the normal organisation but about twenty other came by their own vehicles and provoked troubles on their way to the stadium said OSK chief security.
No arrest was made but more police arrived during the game to avoid other troubles.

600 policemen and one helicopter were in Lille with the aim to receive 65 PSG supporters who made the trip with the organised coach.
But near the stadium about 30 other fans tried to approach the stadium and were arrested.

Plundered coaches and avoided confrontations

In the afternoon, two coaches of Bordeaux supporters were plundered. Most of the material disappeared…
Then, when some of the Bordeaux fans arrived near the stadium by tram, around 6:30pm, a confrontation was avoided with locals which wanted to unstitch. The police interposed to avoid confrontation.

With final, two local young people of about twenty years were arrested.

Police have come under fire for using banning orders to boot a group of Leeds fans out of Manchester before a match at Old Trafford.

Officers intercepted visiting supporters at the Sedge Lynn pub in Chorlton before the FA Cup match in January.

They issued a number of section 27 orders – which allow police to ban people from an area for up to 48 hours if they fear a risk of alcohol-related crime or disorder.

But the Football Supporters Federation believes some may have been issued unfairly. They are speaking to a number of Leeds fans who claim they were harshly treated, with a view to possible legal action. The FSF said up to 130 fans had been affected.

The move comes just two months after GMP was forced to compensate a group of Stoke City fans after using the same powers to frogmarch them on to coaches and escort them out of the city before their club’s clash with the Reds.

The force – which paid out nearly £200,000 – admitted officers in that case had acted ‘erroneously’ by using section 27s, which are aimed at drink-fuelled disorder in bars.

But Assistant Chief Constable Garry Shewan said his officers’ actions in the Leeds case were ‘necessary’.

He said: "In order to prevent disorder and keep communities safe, Section 27 orders were issued on a number of individuals from the Leeds area, each of whom were identified as a risk due to the level of alcohol consumption and the fact they did not have a match ticket."

Martin O’Hara, vice chair of the FSF’s Yorkshire division, is urging anyone served with a notice in Manchester in January to get in touch.

Owls fan, 50, fights for life - 30/08/2010

AN OWLS fan from Sheffield was fighting for life in hospital today after violence flared in the wake of Wednesday's 5-0 win against Hartlepool United at the weekend.

The 50-year-old had watched Sheffield Wednesday's victory at Victoria Park in Hartlepool on Saturday afternoon, and is believed to have been making his way home, when rival fans clashed near the railway station an hour after the final whistle.

The Sheffield man - named on fan websites as 'Sid' - suffered serious head injuries, and was airlifted to the James Cook Hospital in Middlesbrough.

Today medics said he was in a 'critical' condition.

Fans told The Star he was believed to have banged his head after being knocked to the ground.

Another man, aged 46, from Sheffield, also suffered head injuries and was taken to hospital by road ambulance.

He was treated and declared fit to be discharged yesterday. Police said there had been "an altercation between two groups of men" after the game. Five men from Hartlepool were arrested.

Two of the men - aged 24 and 48 - were arrested on suspicion of grievous bodily harm, while a man aged 27 was arrested on suspicion of assault, violent disorder and actual bodily harm.

Two other men - aged 25 and 45 - were arrested on suspicion of affray.

One fan in his 50s, from Hillsborough, told The Star he had witnessed tensions brewing between rival supporters after the game.

"As I was getting on my train there were fans from both sides squaring up to each other on the platform," he said.

"There was a lot of shouting and bawling and lots of swearing. There was a heavy police presence when I was leaving and at that time it hadn't developed into violence."

But Dave Barlow, 50, a Wednesday season ticket holder, said: "I was at the game and what fans are saying who saw the trouble is there was a distinct lack of policing in Hartlepool around the train station.

"There is a pub nearby where some fans went before catching their train, and between the pub and the station there were no police at all."

Ian Wordsworth, 67, from Shiregreen, told The Star: "I was surprised when I heard about the trouble because I thoroughly enjoyed the game and thought there was a great atmosphere. Even the Hartlepool fans kept singing when they were 5-0 down.

"To hear of fans ending up in hospital after a brilliant win like that is a sad day for Sheffield Wednesday. It leaves a bitter taste."

Eric Kirby, 74, founder of the Wednesday Wise Old Owls Supporters Club, said: "I am disgusted this can happen in this day and age. You do not expect it these days. Incidents like this spoil a day out for the rest of the fans who have travelled away."

A Cleveland Police spokesman confirmed violence flared at 5.45pm on Saturday, on Station Approach. He said: "One man from Sheffield, aged 50, was airlifted to James Cook University Hospital with serious head injuries. A second man, aged 46, was taken by ambulance to James Cook University Hospital also with head injuries.

"Police believe there were a lot of people in the area at the time, and they are also keen to speak to any Sheffield Wednesday fans who were travelling back to South Yorkshire by train."

The English Defence League (EDL), the anti-Muslim 'street army' composed largely of football hooligans that burst onto the front pages of British newspapers in the last year as a result of its often violent protests, is to hold a rally in Amsterdam in October, EUobserver has learnt.

The EDL is to demonstrate in support of Geert Wilders, the Dutch anti-immigrant firebrand, with a recently launched French Defence League and Dutch Defence League, modelled on the English group, to join them along with other anti-Islamic militants from across Europe.

Formed in 2009, the EDL has held over a dozen often rowdy marches and demonstrations in cities across Britain over the last year. Protests that attracted only a couple hundred militants at the end of last year are now bringing thousands out. On Saturday (28 August) a rally in Bradford, West Yorkshire, home to the second-largest community of south Asians in the UK, turned ugly when members clashed with police and pelted anti-racist activists with bricks, bottles and smoke bombs. Thirteen were arrested, according to media reports.

Anti-racist watchdogs call the EDL one of the most worrying developments on the far-right scene in the UK since the 1970s and the days of the National Front, an openly white supremacist and neo-Nazi political party. The group now appears to be meeting with some success in exporting its novel brand of nativism to the continent, a combination of anti-Muslim vitriol, agressive street marches and attempts to rope in football hooligan gangs by holding rallies around the same time as matches.

Graeme Atkinson, European editor of Searchlight magazine, a UK anti-fascist journal, says that the group is "tapping into a widespread and growing Islamophobia in society," in a way that other far-right groups, weighed down with explicitly fascist iconography and discourse, have not been able to.

He warns against panic regarding the new group, but says authorities should not be blind to the growth of such moevements, describing the new formation as "an utterly socially divisive, politically toxic ideology."

New kind of far-right outfit

Distinct from the traditional far right, the EDL, which originally grew out of the "football casual" subculture, claims to be multi-ethnic, to target "jihadism" rather than Muslims, and employs a rhetoric more in keeping with the fringes of neo-conservative anti-Islamism than the nostalgia for Nazism of other far-right formations.

The group's mission statement declares that anyone is welcome, so long as they are "integrated:" "We are non-racist/fascist and anyone is welcome if they want to live under English values and fully integrate into our way of life."

"English Defence League members recognise that this threat is one that must be stopped at all costs. Our Christian, Jewish, Sikh, and Hindu friends all have tales to tell with regard to Islamic Imperialism," the group's "Exposing the myths" page reads.

One of its leaders is Guramit Singh, a Sikh born in Britain, and it says it is, like Mr Wilders, strongly pro-Israel and maintains both Jewish and LGBT "divisions" while backing a ban on the building of mosques and seeking the burqa to be outlawed. Its LGBT wing was set up after the Dutchman visited the UK in March when he had been invited to show his short anti-Islam film, Fitna, in the House of Lords. At a demonstration in Bolton in March, a man held up a pink triangle alongside anti-Islam placards and banners. Its LGBT division has 107 members at the time of writing.

In what would normally be anathema to traditional, antisemitic far-right outfits, the group has taken to brandishing the Israeli flag at rallies and, according to the Jewish Chronicle, its Jewish division had signed up hundreds of members on its Facebook page until the page was recently deleted, though Jewish leaders in the UK actively discourage young people from joining, with the Board of Deputies of British Jews describing the organisation as "built on a foundation of Islamophobia and hatred which we reject entirely."

Links to BNP, Swedish Democrats

As with other formations in Europe that far-right monitoring organisations describe as "far-right-lite," notably Mr Wilders, Denmark's People's Party and the late Pim Fortuyn, some in the EDL try to distance themselves from, in the words of the group's website, the "Adolf-worhipping neanderthals."

But these same monitors say that while the EDL is not an outright "fascist" or neo-Nazi formation, links with the traditional far right remain, with many leaders being ex-members of the British National Party. Its leader, Tommy Robinson, is an ex-BNP activist. One of the organisation's main strategists is 45-year-old IT consultant Alan Lake, who has advised the far-right Swedish Democrats on tactics.

Meanwhile, at every demonstration but two in the last year, dozens have been arrested. The group's marches regularly involve anti-Muslim sloganeering and frequently descend into violence. At a rally in Dudley in July, a Hindu Temple was attacked as well as a number of shops, restaurants, cars and homes.

Figures for the size of the organisation and its supporters are hard to pin down and no figures have emerged for the new continental franchises. The group claims it has "thousands" of supporters and has spawned a Scottish Defence League and a Welsh Defence League, both of which have held rallies in their respective countries, as well as an Ulster Defence League. Police meanwhile reckoned that 1,500 to 2,000 EDL demonstrators marched in Newcastle upon Tyne in May this year, one of its bigger rallies.

Ground Zero 'Mosque'

The EDL has received endorsements from Robert Spencer and Pamela Geller, two of the main agitators behind the right-wing movement opposed to a Muslim community centre being built two blocks away from the site of Al Qaeda's attacks on New York in 2001, the so-called Ground Zero Mosque. Geert Wilders, for his part, is scheduled to speak at a protest in Manhattan on 11 September this year by Stop Islamization of America (SIOA) against the building of the community centre.

Although Mr Wilders is not thought to have direct links with the EDL, SIOA is an affiliate organisation of Stop Islamisation of Europe (SIOE), which has marched alongside the English hooligan movement. SIOE itself was founded in 2007 by Anders Gravers, previously the leader of a tiny Danish party called Stop the Islamisation of Denmark (Stop Islamiseringen af Danmark), in reaction to the Jyllands-Posten Mohammed cartoon controversy. On 11 September 2007, the SIOE staged a demonstration in Brussels.

Other affiliate organisations have been created in 10 European countries including Denmark, Russia, Finland, France, Germany, Norway, Poland, Romania, and Sweden and the United States of America. Mr Gravers is reportedly on friendly terms with Mr Wilders, is his "friend" on Facebook and will be speaking alongside him at the anti-Mosque rally in New York.

The demonstration in Amsterdam is due to take place on 30 October, according to the EDL website. Mr Wilders heads to court at the end of next month on charges of inciting racism. The case begins 5 October, with a verdict expected 2 November.

Joining them there will be members of the recently formed Dutch Defence League' and French Defence League, both modelled on the EDL. The latter draws its members from the ranks of far-right supporters of the Paris Saint Germain football club, known in France for long harbouring a far-right element among the club's supporters, although elsewhere on the continent, according to EDL spokesman Steve Simmons, not all the defence-league-linked groups have their origins in football hooliganism.

Paris Saint Germain supporters

The French Defence League, which employs both an anglophone version of its name and "Ligue Francaise de Defense," founded in May and more latterly takes the name Ligue 732, after a group of Paris Saint Germain supporters, that, according the outfit, "tries to unify all French Casuals, Ultras and French Fans to fight against Radical Islam."

The 732 figure references the year that the French king Charles the Hammer, the grandfather of Charlemagne, won a victory at the Battle of Tours halting Islamic expansion in western Europe.

Mr Simmons told EUobserver that militants from the "anti-Jihad movement" in Germany, Belgium, Switzerland and "other European states" will join them in Amsterdam for the launch of what is termed the "European Defence League" or, alternately, the much cuddlier "European Friendship Initiative."

"I would also like to take this opportunity to announce a new demonstration that is to take the English Defence League global," Tommy Robinson, the pseudonym of the group's leader, Stephen Yaxley-Lennon, a former member of the BNP, wrote on the EDL website in a missive in July.

"You may be aware that the great man Geert Wilders is in court for race hate charges," he continued. "The EDL has been in contact with our European brothers and sisters and we have decided that on Saturday, 30 October the European Defence League will be demonstrating in Amsterdam in support of Geert. We hope that all of you will be able to join us for this, what promises to be a landmark demonstration for the future of the defence leagues."

"We feel that freedom of speech is being eroded and a lot of appeasing of radical muslims and Islam in general. Geert has the courage to take this on and we want to support him," the group's spokesman, Steve Simmons, told EUobserver.

Counter-Jihad conferences

In June this year, the EDL sent two representatives to Counter-Jihad 2010 - a conference in Zurich held by the International Civil Liberties Alliance, which does not focus on civil liberties at all but is instead an anti-Muslim movement. It was the fourth such pan-European conference in as many years.

The Zurich conference may have been where the idea for a European Defence League originated. According to an EDL report back from the meeting, which attracted "counter-Jihad" activists from Denmark, Sweden, France, Germany, Norway, Austria, Switzerland, the UK and the US, the conference "built on the important work that had already been done as well as doing the groundwork for new initiatives and the inclusion of new organisations and activists in the work of the global counter jihad."

Mr Simmons for his part in a slight detour from the announcement of Mr Robinson, told EUobserver that the Amsterdam rally will see the launch of the "European Friendship Initiative," and that a "European Defence League" will be just part of this broader alliance of "Defence-League"-branded movements.

He said that talks are ongoing with in particular German, Dutch, Belgian and French groups ahead of the Amsterdam demonstration. Already, in April this year, the EDL took part in a small pro-Wilders rally of 100 people in Berlin outside the Dutch embassy, organised by the Burger Bewegung Pax Europa (Pax Europa Citizens' Movement).

He also explained why the EDL and allied groups are heading to the Netherlands: "We feel that freedom of speech is being eroded and there is a lot of appeasing of radical muslims and Islam in general. Geert has the courage to take this on and we want to support him."

He downplayed the group's rowdy reputation: "We want to turn it into a sort of celebration rather than a protest, with food, drink and entertainment."

He claimed that off-duty serving UK, Dutch and German soldiers which had joined "Armed Forces Unite," (which grew out of "Armed Forces Defence League," a Facebook group for EDL-supporting soldiers and sailors) have offered to help Dutch police to steward the event.

The city of Amsterdam government for its part is aware of the plans for a demonstration and is tracking developments, but will not discuss details of preparations due to "security considerations."

In Bradford over the weekend, in what was a massive police operation, some 1,600 officers from 13 forces took part.

Men in court over Hartlepool-Sheffield Wednesday fight - 31/08/2010

Two men have appeared in court after violence flared between Hartlepool fans and Sheffield Wednesday supporters.

Trouble broke out in Station Approach, Church Street, Hartlepool, on Saturday after Wednesday beat Hartlepool 5-0.

Paul Bennett, 23, of Hartlepool, has been remanded in custody charged with assaulting two Sheffield Wednesday fans aged 46 and 50.

Dean Carroll, 27, accused of assaulting the 46-year-old, was bailed by magistrates.

Four other men, aged 25, 45, 48, and 20, arrested during the fight, have been bailed pending further inquiries.

The 50-year-old victim is critically ill while the 46-year-old Wednesday fan suffered head injuries and is recovering in hospital.

Mr Carroll and Mr Bennett will next appear before Hartlepool Magistrates' Court on 3 September.
