Dinamo won 1-0 to increase to five points their lead over Steaua Bucharest who are at home to third placed Politehnica Timisoara later on Sunday. The French football club Paris Saint-Germain are facing the problem of its fans fighting with each other as social tensions in the city hit the Parc des Princes. Hooliganism in French football has risen dramatically over the last year, and much of it has been blamed on PSG, where fans who traditionally gather at different ends of the ground - the far-right white nationalists in the Boulogne end and the multi-ethnic fans opposite them - are continually clashing. PSG chairman Pierre Blayau told BBC World Service's World Football programme that, while the club is doing all it can, it is reaching the limit of its powers. "We could do still more in the way of education, we could launch still more anti-discrimination campaigns, to explain why football should remain entertainment, driven by values of mutual respect," he said. "But there comes a point where the individuals who behave badly and cross the line - and I mean individuals, they're not supporters - become delinquents, both in our eyes and those of the authorities. "In that case, the club doesn't have the powers of the police or the judiciary."
Social tensions The clashes between PSG fans reflects the recent racial disturbances in the country. Two weeks ago, a motorway service station near Nantes was destroyed as two PSG groups clashed using baseball bats. Last season, Auxerre police had the bizarre sight of Paris fans fighting each other within their own enclosure. Similar clashes since then in Toulouse, Lens and Paris. Most of the people are just here to support the team - I don't think the violence comes from supporters, just stupid guys from both sides, here to fight," explained one PSG fan. "They should just go and fight on a field, not at the Parc des Princes." While the far-right nationalists have long been a fixture at the ground, recent years have seen another group has emerge at the opposite end - the Tigris, which is more racially diverse. "They are Arabic, French, black, Asian - but the Boulogne are white skinhead racists, and the others don't like that," explained supporters club leader Larasse Haracet. "This is the reason for the war between the supporters."
New laws Patrick Mignon, a researcher and sociologist at the French National Institute for Sport and Physical Education, explained that as a result, there is political dimension to the clashes between the PSG fans, mirroring the problems in the city's suburbs. "For some years, Paris Saint-Germain only reflected an aspect of the suburbs - the poor, white, lower-middle-class or working class suburbs," he said. But now, it's all the suburbs. At the Parc des Prances, you have the young, white nationalists, poor suburban kids, and the others - which are much more culturally mixed, from all kinds of racial and social backgrounds." Now there is an increasing call for action to tackle the problem. While PSG has run several anti-racism campaigns, and has worked hard to improve its image, the conflict between rival groups has given it a new headache. Meanwhile the French interior minister, Nicholas Sarkozy, has promised a new bill which, if it becomes law, will mean violent supporters groups could be banned. This is of particular significance in France, where fans associations often enjoy semi-official status within the clubs. But increasingly, France is drawing inspiration from England on how to deal with the problems. There is talk of installing monitoring cameras and issuing individual banning orders. German police are planning to calm nerves among fans at this year's World Cup by using officers specially trained in pub-speak to communicate through megaphones. The authorities in Frankfurt are piloting a scheme where officers explain to fans over a loudspeaker what the police are doing, putting them at ease using colloquial language and humour, albeit mostly in German. "The communicators are with the police and come to the scene," said Robert Schaefer, the police chief in charge of security for the event in Frankfurt. "In their training, they learn how to describe a situation speaking colloquially -- as you would talk in a pub." "They say what the police do and why. It could be that friends ask why their friend has been arrested. Then we will make it clear, there was a fight, someone stole something and he was arrested." Schaefer wants to send about 24 communicators into action at the five games which take place in Frankfurt, which include the first round matches England v Paraguay and Netherlands v Argentina. In an interview with Reuters, he said that there would be special attention given to English fans but that communicators trying to ease tension would speak to them in German. "Many of them will understand German, right?" he said, apparently unaware that foreign language skills of the majority of England's huge travelling support amounts to speaking English slowly and loudly. Frankfurt is expecting hundreds of thousands of visitors during the tournament and Schaefer warned that English fans would have to come to games with plenty of time to spare. "In Liverpool, I saw that they come very, very late with thousands coming in the last half an hour," he said. "What is important for the England fans is that they come punctually to the stadium because of the security checks." He warned there would be a policy of zero tolerance towards fans who caused trouble and that hundreds of cells had been cleared at the police headquarters in the city to cope with any overflow. Seven alleged soccer thugs have been banned from travelling to this summer's World Cup finals in Germany.
The Newcastle United fans will not be allowed into the country between June 4 and July 9 while the tournament is played for fears they might cause trouble.
John Jackson, Paul Waugh, Jason Allen and Jamie Clark were all banned from travelling when magistrates imposed a bail condition following their appearance in relation to a pub brawl.
The four - along with Craig Heward, Noel Renton, and Michael Dafter - pleaded not guilty to affray after an incident in the Three Bulls Heads pub on Percy Street, Newcastle, following United's FA Cup clash with Coventry City in January, 2005.
Heward, 24, from Barton Close in Battle Hill, Wallsend, Renton, 29, from Chipchase Crescent in Westerhope, Newcastle and Dafter, 25, from Teams Court in Gateshead, already have a footballing banning order meaning they could not travel to Germany.
But this week Jackson, 24, of Isabella Walk, Throckley, Newcastle, Waugh, 35, of Orpington Avenue, Walker, Newcastle, Allen, 33, of Coleridge Avenue, Gateshead and Clark, 18, of Falcon Way, South Shields, appeared before JPs to apply to have their restrictions lifted.
The bail condition also banned them from Newcastle parking meter zones four hours before and after Newcastle home games, not allowed within five miles of any England or Newcastle game anywhere in the country, and not allowed to enter the Three Bulls Heads pub.
The court heard how none of the four had previous offences for football violence and that the city centre ban was having an affect on both themselves and their families.
But JPs refused and the World Cup ban still stands.
Det Sgt Paul Evans of the Football Intelligence Unit, told the court: "All of the defendants are known to associate with football hooligans and on a number of occasions they have been arrested to prevent a breach of the peace but later released without charge."
Simon Worthy, prosecuting, said: "The issue here is the conditions of bail and the Bail Act says you must assess if there is a risk of further offences - we say there is.
"The presence of a senior police officer in court shows the seriousness of this."
Mark Harrison, defending, said: "The conditions are open to innocent breach and not being allowed into the city centre four hours before and after a match can totally wipe out days.
"And the idea of banning somebody from entering a country for six weeks is extraordinary."
All seven will reappear before magistrates on the affray charge on May 4. _________________ | |

The decision came a day after the Romanian Soccer League banned Dinamo Bucharest fans from their own stadium for two matches due to violent clashes with police during a match in Constanta, when 50 fans were arrested and 19 fined. While the authorities try to calm the situation, some fans are fanning the flames of hatred before the eagerly-awaited game. "It will be a live or die contest," a contributor to one Rapid fans' website said. "It is a perfect opportunity for revenge after 50 years of humiliation." Rapid were seen as the main rival for the "communist" teams Steaua and Dinamo who were largely backed by authorities under Stalinist dictator Nicolae Ceausescu's regime. Steaua fans were in similarly bellicose mood. "Let's destroy them," a fan wrote. "Let's take our swords and chop them." The Romanian sport governing body (FRF) called for peace and fair play. Tunisian press agency talks about violences, damages and rocks threw between fans.
These riots erupted on the motorway between Tunis an Msaken, near Hergla and it seems it opposed rival fans from Etoile Sportive Sahel, who played in EOGK (Tunis) and Esperance Sportive Tunis fans who came back from Monastir where they played local USM.

Fans battle after match
VIOLENCE erupted in the centre of Paisley after St Mirren's 2-1 win over Airdrie, with dozens of rival fans and police engaged in running battles outside Love Street Stadium. The trouble later spread to the area around Gilmour Street Station as a number of arrests were made. Several people were treated by ambulance crews.
Around 40 "casuals" among the travelling contingent - none of them wearing club colours - attacked fans making their way home. Several were detained by police, but a larger group of troublemakers confronted St Mirren fans in the concourse outside the station 15 minutes later.
It is the second time in a month that the presence of Airdrie fans at an away match has caused the intervention of police. About 20 fans from Lanarkshire were frogmarched off their minibus and frisked for weapons by police as they left St Johnstone's McDiarmid Park four weeks ago.

Germany's Football Association (DFB) will investigate a soccer match in the east German city of Halle in which a Nigerian player was the target of racist taunts from fans and responded with a stiff-armed Hitler salute. German authorities requested a report from the Northeastern Football Federation on the events surrounding the Oberliga (fourth division) match between Halle and Leipzig on Saturday. Leipzig defender Adebowale Ogungbure, a Nigerian national, was taunted by spectators throughout the match and assaulted as he left the pitch. He countered by making a Nazi salute. We take any disputes of a racist nature very seriously," DFB chief Theo Zwanziger said in a statement on Wednesday. "Despite the fact that events like those seen in Halle occur only occasionally among the approximately 80,000 soccer games which take place in Germany each weekend, we give them our fullest attention," Zwanziger said. Making a Hitler gesture is illegal in Germany. However, an investigation into the 25-year-old Nigerian's gesture has been dropped because prosecutors say Ogungbure was acting in protest rather than in support of a banned political organisation. Uruguayan football authorities have confirmed their decision to dock 12 points from Penarol after a gang of the club's supporters stabbed a rival fan to death outside the Centenario stadium.
Thirty-five-year-old Hector da Cunha, a supporter of Cerro, was attacked at a bus stop by a gang of some 15 Penarol supporters after the two sides met on March 11.
Police said that da Cunha, who was with his wife and child, died in hospital after being beaten and stabbed.
Uruguayan football's disciplinary tribunal upheld the decision to deduct points from Penarol at a hearing late on Tuesday.
Cerro also had six points deducted after a group of their fans stabbed and injured a 17-year-old Penarol supporter in a separate incident on the same day.
As a result, Penarol, one of Uruguay's two big clubs alongside Nacional, slipped to bottom of the Clausura championship with minus six points from four games. Cerro are one place above them with minus three.
The decision has caused controversy in Uruguay, with many players and coaches arguing that it was unfair to penalise the teams for incidents outside the stadium.
The Uruguayan championship was halted immediately after the attack and will resume this weekend with the four matches which had been due to be played on March 12.
The Uruguayan association (AUF) has promised tighter security and clubs have agreed to stop giving free tickets to the organised supporters' groups known as barras bravas, who are often blamed for violence.

"They (checks) will be introduced as required by the situation and this will enable us to use this threat filter in an effective manner," he told 280 officials from 40 countries at the last big security meeting before the tournament kicks off on June 9. Travellers in the Schengen zone of 15 European countries can normally move freely across borders without showing an identity card, but member states can suspend the accord and reintroduce controls at times of heightened security alert. Terrorism and hooliganism are the chief concerns of German officials as they prepare to host the month-long World Cup, one of the biggest events in sport. More than a million foreign fans will attend the 64 matches and an unknown number will travel to Germany even though they have no tickets for the games. Schaeuble said the problem of hooliganism in soccer was under much better control than in the past, particularly praising the efforts of British authorities to root out troublemakers among England's big fan contingent. "It also seemed that there were insufficient seats for people who had tickets which caused some friction." The major disturbance came after the fourth goal. A number of people wanted to leave the ground. Police tried to filter out those who had children or were with families. Pc Rutter said: "What they didn't realise was that there was a Lincoln hooligan group which had formed in the High Street and was waiting to pick off anyone who left." Police say for that reason the gates were not opened. People became angry. Grimsby hooligans stormed the gates. At the Lincoln end, fans broke down their gates. "It was quite obvious it was pre-arranged that this had been organised," added Pc Rutter. Now police are appealing to the genuine fans to help them bring the culprits to justice. "The majority of the fans were genuine football supporters. "But there was an element intent on causing trouble. Thomas estimated 100,000 England fans might travel to Germany for the World Cup, most of them there just to enjoy the atmosphere because tickets have long since sold out. German officials have stressed that all foreign visitors, even without tickets, are welcome to enjoy what they hope will be a month-long soccer party, projecting an open, tolerant and friendly image of their country to the world.
