"The arrangement will involve many police officers in an operation of great complexity as required for a Champions League final," Luis Cardoso da Silva, the police commander for the Porto metropolitan area, told a press conference.
With the approval of the local authorities, UEFA has issued 16,500 tickets for the game at the Dragon stadium, a third of capacity. Both clubs have been allocated 6,000 tickets, and 1,700 tickets were made available to the general public. The rest will be distributed by UEFA.
The police said they could not provide a precise estimate of the number of foreign fans who will travel to Porto this weekend.
The police did not specify how many officers would be on duty but the force will be "robust", said the head of the Porto police, indicating that they will be distributed in three hot spots: the stadium, the city centre and the airport.
Traffic restrictions will be imposed in three perimeters around the stadium, to which ticketed fans will be transported, and fan zones are expected to be set up in the city, although details of how they will be organised have not yet been decided.
The Portuguese authorities will be supported by eight British police officers who are used to dealing with Chelsea and City fans.

English fans descending on Porto for the Champions League final were involved in violent clashes on Thursday night.
Video footage shows a number of different skirmishes by the Douro river and supporters are said to have locked horns with the local police after the bars closed at 10.30pm.
Local television in Porto showed footage of various incidents with Chelsea and Manchester City fans arriving ahead of Saturday night's huge game.
According to reports, Chelsea and City fans clashed with Porto police and each-other in altercations that could lead to heightened security being deployed on the streets.

Portuguese riot police had to disperse brawling English football fans after a second night of violence ahead of Manchester City’sChampions League final clash against Chelsea on Saturday
Two people were reportedly injured after skirmishes near Porto’s Sao Bento railway station and in the city’s popular riverside quarter known as the Ribeira.
Police confirmed one man had been taken to Santo Antonio Hospital following an incident near the station around 10pm local time on Thursday night.
The second incident occurred around half an hour later.
Baton-wielding officers were filmed dispersing a small group of brawling yobs in the first skirmish.
One man was knocked to the ground moments before the riot officers appeared on the scene as cars tried to manoeuvre round the brawling fans at a traffic light.
The clashes occurred after rival football yobs were baton-charged by police in the Algarve resort of Albufeira on Wednesday night.

According to EXPRESS information, at least two people were taken away.

Hundreds of fans are already in Portugal for Saturday's big game featuring the two English teams.
However, tempers have boiled over as supporters booze at local bars in the city.
One clip shows two small groups of fans scuffling outside a boozer including two lads who exchange punches and kicks.
Others at the bar throw drinks at each other before police officers with batons disperse the crowd.

After the game, at 7pm, as they celebrated Fürth, supporters have pelted police forces with bottles. Riots broke out until 10pm with also some fights with fans. Some people were wounded.

Two irked City fans were arrested in Porto’s Ribeira district for allegedly clashing with opposing fans.
It came just hours after thousands of fans clashed with police in riot gear as crowds of supporters descended on Porto before the final.
Boozy Britons took over pubs and bars in sunny Porto as they geared up for all-English fixture – the pinnacle in the European football calendar.
But the festivities quickly got out of hand as large crowds supporters were seen clashing with police officers, who were dressed in riot gear, later in the afternoon.

AN ex-bouncer who dodged death after he was allegedly beaten with an iron bar by footie hooligans told of his hope that a six-year wait for justice could be over.
Bernard Smith, 57, has demanded 15 Dutch ultras standing trial this week are caged over the pub attacks ahead of a Europa League match between Celtic and Ajax.
The dad of three revealed his life was “turned upside down” when a gang jumped him as he worked the door at the Hoops Bar in the Gallowgate, Glasgow.
Bernard, of the city’s Sandyhills, has been unable to work since the alleged assault from the group in 2015 — which has left him with memory loss and torn apart his family life.
He told how he’d never experienced violence like it at a Scottish boozer in his 25 years on the doors and said: “I never thought I would see the day when I would get to see justice.
“It’s been a long time coming. The attacks were planned and out of control. The Scottish courts never had the guts or desire to bring this case to court. All I want is some closure.”
Dutch prosecutors have confirmed the case will start at Amsterdam District Court tomorrow and last until at least next month.
The charges relate to “public violence against persons and goods”.
But mystery surrounds the quality of evidence against the 15 men, aged between 19 and 38, after no Scottish witnesses were called to give evidence.
Lawyers will instead rely on statements made to Police Scotland.
Celtic fan Bernard suffered horror head wounds in the alleged assault as the group smashed up the pub.
He told how he was hit “out of nowhere” ahead of the powderkeg group stage clash at Parkhead.
The doorman told how he staggered before feeling “warm and wet” blood pouring down his face. Cops raced him to the nearby Royal Infirmary over fears he wouldn’t make it if they waited on an ambulance. He was diagnosed with a severe concussion which has resulted in memory loss, mobility problems and personality changes.
Bernard said: “It’s like the lights are on but nobody’s home.
“I can’t go to the shops on my own. I have problems remembering why I went into rooms and it affects my speech. I’m scared of being out in crowds.
It caused the breakdown of a 25-year relationship because she could not deal with the mood swings.”
Bernard lost son Jordan, 33, after a lung condition battle 18 months ago.
Bar boss Neil O’Donnell, then 37, suffered facial nerve damage when allegedly beaten and stamped on.
Grant Kelly, then 29, told how he was dragged into the street and kicked by the 30-strong balaclava-clad gang. He suffered a broken jaw, fractured cheekbone and lost eight teeth.
The Crown Office said Dutch chiefs claimed jurisdiction over the case, adding: “After considering the facts and circumstances, Crown counsel instructed that the matter be transferred there for Dutch prosecutors to take forward.”

More than 200 police in Cologne operation for play-off
Police in Cologne will have more than 200 officers on duty in the city on Saturday, when the Billygoats play the second leg of their Bundesliga play-off at Holstein Kiel.
Even though the game will take place in Kiel, Cologne police said on Friday that officers "will be present in a wide area starting in the afternoon and will take consistent action against all of those who want to fire pyrotechnics or commit violence."
The focus will be on popular meeting places for football fans as well as the Cologne-Bonn airport, the police said in a statement.Cologne are on brink of relegation after losing the first leg at home 1-0 to second tier Kiel.There was some unrest after the last Bundesliga matchday against Schalke around the stadium, when Cologne escaped direct relegation, but things remained relatively calm after the play-off first leg.

Wednesday, the Antwerp Criminal Court sentenced 66 men for their participation in "free fights", fights organized between hooligans in remote places often bringing together dozens of people.
