Scepticism in Greece after new attempt to crack down on football violence - 01/04/2022
Source : https://sports.yahoo.com/
The Greek government has brought in longer prison sentences and a crackdown on hardcore football supporters' groups following the fatal stabbing of a 19-year-old fan -- but scepticism surrounds the measures.
Alkis Kampanos was killed in February in the northern city of Thessaloniki during violent clashes between supporters of the city's rival clubs Aris Thessaloniki and PAOK.
It was the third death as a result of fan violence in a three-year period in Thessaloniki alone.
In response, the government shut down all sports team fan clubs until July 31 and increased the maximum sentence for crimes of fan violence from six months to five years.
The measures were voted into law on March 9.
"Hooliganism is a global scourge, a sad pandemic that has killed dozens of people. We must unite all our forces, whether it is the government, political parties or teams," civil protection minister Takis Theodorikakos said.
But a leading figure in an organised Athens-based supporters' group which rejects violence said he doubts the measures will make any difference to what has become a deep-rooted problem in Greece.
"When we heard that the Greek state would take measures to fight the violence in stadiums, we just laughed, because we knew that once again absolutely nothing will happen," the 63-year-old man told AFP, asking that his name not be used.
Similar measures were taken in 2006 but were repealed by a later law.
"The political system is at ease when the stadiums become social relief valves and the real causes of this violence are not revealed," said the supporter.
"There is not a real political will to deal with fan violence. No law is needed. I assure you, after 40 years in the stands, that they (the police) not only know hooligans' identities but also their nicknames. These people are not fans, they are members of gangs."
- 'Caressing hooligans' –
After the death of Kampanos in an attack that also left two of his friends injured, the police arrested 12 PAOK fans and shut down 13 fan associations in Thessaloniki.
But this is not the first crackdown -- and former police officer Athenagoras Pazarlis said he did not receive the support from the state that he needed when he tried to enforce the measures in the past.
"In 2012, when I took over the position of Security Director in Thessaloniki, the department for dealing with sports violence was essentially inactive," Pazarlis told AFP.
"We conducted raids on fan associations, seized large quantities of drugs, weapons and arrested dozens of people, including some who were on the payroll of a specific group in Thessaloniki."
Then came the "threats from organised fans".
"I was scared, not for my physical integrity, but for my child because I knew what kind of people I was dealing with. I did not have the support I expected. I never understood why they were ‘caressing’ these hooligans," he admits.
- Going backwards -
The problem with impunity was also raised by a former deputy sports minister.
Giorgos Orfanos had "united" the organised fans of all Greek teams against him because of a law he promoted in 2006 that stipulated tougher sentences for those convicted of fan violence.
As a result, "about 20 people ended up in prison, there was an 80 percent reduction in incidents of fan violence, while the number of fans at football matches tripled".
"You will reasonably ask me 'then why did it change?'. I attribute this to personal ambitions. My opinion remains that these acts of violence are exacerbated due to impunity," he said.
The new law effectively restores the strict criminal framework for those arrested for crimes related to violent violence as it forbids the "suspension" or "conversion of a prison sentence into community service".
Former prosecutor Vassilis Floridis said he did not understand why the previous law was repealed.
"The issue had been resolved," he told AFP, and during his two years as a prosecutor of violence linked to football, "we had almost no incidents."
"Experience clearly shows that the stricter a law is… the fewer people are convicted for violating it," he said.

Troubles caused by supporters took place after the defeat of FC Metz against AS Monaco (1-2), this Sunday at the Saint-Symphorien stadium, during the 30th day of Ligue 1. After the disappointing result of the Grenats, 19th in the standings and in a relegation position, local ultras tried to force a gate giving access to the South stand to see the players. It took a strong intervention from the stewards and the police to push them back, including the use of tear gas.

Sickening footage shows football fans brawl in violent Dundee street fight as men left injured
One teen fan was rushed to hospital following the incident that happened in Dundee on Saturday evening.
Football thugs have been filmed brawling on the streets of Dundee on Saturday night.
Police have launched a major probe into the shocking scenes after a teen suffered a serious head injury in the pitched battle.
The 17-year-old was rushed to Ninewells Hospital for emergency treatment following the incident that happened at 7.20pm on Saturday.
The footage shows two groups of men fighting on a pavement and in the road close to the Hilltown’s junction with Alexander Street.
It is not known what started the flare-up but one fan can clearly be seen lying face down in the road after being struck.
Two clips from the fight appeared on the Scotland REbreak news Facebook page.
It is unclear which fans were involved in the shocking scenes. Dundee FC played Aberdeen in the city earlier in the day. The match ended in a 2-2 draw. Dundee United were away to Hibs in Edinburgh.
At the start of the footage, taken from a window of a nearby flat, a bus and number of cars are forced to stop as the fight spills onto the road.
About 30 fans were involved in the melee that moves from the pavement onto waste ground nearby.
Thugs rain punches down on one another throughout the shocking clip, with several of the yobs seen kicking those already on the ground.
At the end of the clip a group can be seen gathering around the stricken fan who was left face down prior to an ambulance being called.
Police Scotland have since appealed for information following the incident.
They confirmed that the teen suffered a serious head injury and was rushed to Ninewells Hospital for emergency treatment.
And they are hunting a man, believed to be in his later thirties or early forties, in connection with the incident.
A spokesman said: “A 17-year-old man was assaulted following a disturbance between a large group at around 7.20pm on Saturday, 2 April, 2022 in Alexander Street near to the junction with Hilltown.
“He suffered a head injury and was taken to Ninewells Hospital for treatment.”
Police Constable Matthew Rhind of Downfield Police Station added: “We are keen to trace a man aged late thirties to early forties, heavy build, wearing black Adidas trainers, dark blue jeans, a black waist length rain jacket with a hood, a black snood, heavy set face with receding thinning brown hair.”
“We are reviewing CCTV footage in the area and I would ask anyone who may have witnessed the assault or who may have dash-cam footage, and has not yet spoken to us as yet, to contact us as soon as possible.”
“Anyone with any information should call Police Scotland on 101, quoting incident 3089 of April 2, 2022.”

Police officer and horse injured as pyrotechnics hurled by supporters before PNE v Blackpool clash
A police officer and a horse suffered injuries as football fans hurled pyrotechnics and pint glasses before Preston North End's clash with Blackpool yesterday (April 5). There was a large police presence around Deepdale stadium ahead of the game, believed to have been attended by 19,000 people.
Blackpool supporters were pictured arriving on coach with a police convoy while home fans were also escorted to the match. Before kick-off at 7.45pm, three Lancashire Police horses were targeted by fans who threw smoke grenade under them on Blackpool Road.
As a result, one of the animals suffered a cut to it’s leg and threw a shoe. The cut has been described as 'minor' and the horse is thought to otherwise be fine.
Another incident saw a police officer, who was mounted on a horse, being hit on the head with a pint pot outside a pub. The officer was wearing and riding helmet and was reportedly luckily injured during the incident.
Police have confirmed that eight people were arrested for offences including drunk and disorderly, assault and football-related offences.

French police ban Lens fans from Ligue 1 match at northern rivals Lille - 06/04/2022
Source : https://www.rfi.fr/
Police chiefs in northern France have banned fans of RC Lens from attending the Ligue 1 match against Lille over fears of violent clashes between hardcore supporters of both clubs.
The police order said Lens fans would not be allowed to approach the precincts of Lille's Stade Pierre Mauroy between midday and midnight on the 16 April.
"The information gathered by the security forces identifies this sporting event as being at risk due to the antagonism between the ultras of these two teams and the risk of provocation by them," said the prefecture.
Ugly scenes between fans scarred the Ligue 1 fixture featuring the two sides at the Stade Bollaert Stadium in Lens last September.
Dozens of home supporters spilled onto the pitch at half-time and headed over to the enclosure holding the Lille fans to goad them.
Six people were slightly injured after Lille supporters ripped out seats and hurled them onto the pitch before riot police stepped in to quell the violence.
After the clashes, the Ligue de Football Professionnel - which organises the top two divisions in France - banned Lille's fans from travelling to away matches until 31 December.
They were also ordered not to attend the Stade Bollaert on 4 January for the last-32 match lin the Coupe de France.

Liverpool fans will have left Benfica's Estadio da Luz very happy with their 3-1 victory.
But many of those fans only saw two of their team's three goals after being held up on their way into the stadium.
Pictures shared on social media showed that there was a heavy police presence outside the venue before kick-off.
Police officers wearing protective riot gear were on the scene tasked with crowd control, although there is no suggestion of any public disorder.
The problems encountered by the police were largely logistical, according to witnesses.

Troubles in Marseille
Electric atmosphere in Marseille. This Wednesday evening, on the eve of the quarter-final first leg of the Europa Conference League between OM and Paok Salonika (Thursday at 9 p.m.), clashes between Marseille and Greek supporters were narrowly avoided in the Phocaean City, where 3,000 PAOK fans (including 200 to 300 deemed violent ultras) are expected on Thursday evening.
As indicated by the police headquarters to RMC Sport, the Greek supporters arrived this Wednesday evening in Marseille in an identifiable group, not respecting the prohibition order issued by the police chief and the device agreed with the PAOK club. They were tracked by a group of Marseille supporters who left the Vieux Port towards their hotel located near the Porte d'Aix.
Greek fans stranded in their hotel
The staff of the departmental directorate of public security intervened to avoid a confrontation between supporters, using tear gas canisters. CRS were deployed in support. Some Greek supporters tried to leave the hotel to fight it out and were trapped inside, where they committed damage.
The Marseille supporters were dispersed and returned to the Old Port. Wednesday evening, the Greek supporters were blocked in their hotel by the police force.

Lyon fans warned over ‘bad reputation’ of West Ham ‘fringe’
Lyon are bringing more than 1000 supporters with them this week for the match against West Ham.
It’s a big event for both clubs, with the chance of a Europa League semi-final on the line.
L’Equipe explain that there’ll be much ‘vigilance’ around the match, even if there’s no history of any bad feeling between the two clubs involved.
The French newspaper say Lyon sent a message to their travelling supporters on Tuesday, which stated: ‘The club strongly advise its supporters not to show signs of belonging (jersey, scarves, flag, etc.) until their arrival in the visitors’ stand.’
According to the report, this due to the ‘bad reputation’ of a ‘fringe’ of West Ham fans.
Lyon have only allowed their supporters to pick up tickets if they present full identification, so they know who’s travelling with them.
L’Equipe add: ‘Regarding security, the French delegation will be led by the boss of the DNLH (National Division for the Fight against Hooliganism), accompanied by three “spotters” (police observers) assigned to the visitor parking lot at the London Stadium.’
The return match in France is also set to be high security, with the report explaining there was trouble when West Ham travelled to Genk and Sevilla this season. They don’t explicitly blame the Hammers support for that trouble, but it’s clear that it’s raised concern.
