Australia : Two more charged over soccer brawl in CBD involving fans of Melbourne Victory and Western Sydney Wanderers - 23/01/2014
Source : http://www.heraldsun.com.au
TWO more men have been charged over a brawl between rival soccer fans in Melbourne last month.
Police swooped on a 21-year-old man's Camrose Court home in Jan Juc, before arresting a 25-year-old man at his Corrunna Avenue property in St Albans, this morning.
Both men have been charged with affray and weapon-related offences and were bailed to appear in Melbourne Magistrates' Court at a later date.
The latest arrests come after five other men were charged over the ruckus, in which dozens of supporters from the Western Sydney Wanderers pelted each other with rocks, threw chairs and wielded metal bars.
The fans were drinking inside a Bourke St pub when they clashed with Melbourne Victory supporters ahead of the A-League game on December 28.
The riot moved to the street, where flares were set off, chairs thrown and glasses smashed, leaving one man in his early 20s admitted to hospital with upper-body injuries.
The rebel behaviour continued at AAMI Park, where five flares and a number of firecrackers were ignited during the 1-1 draw between Wanderers and Victory.
Police have warned more arrests are likely, as investigators trawl through CCTV footage to identify other offenders.
The footage shows rioters throwing rocks and other debris at each other.
Some were filmed trying to hit each other with metal bars.
Among those charged are:
A NSW man, 23, who allegedly let off a flare at the stadium midgame, was charged with conduct endangering serious injury, discharging a missile and possessing cannabis.
A KINGSVILLE man, 19, also accused of firing a flare during the clash, was charged with affray, conduct endangering injury, discharging a distress signal (flare) and throwing/discharging a missile.
A WERRIBEE man, 19, was charged with affray, conduct endangering serious injury, throwing/discharging a missile and possessing a distress signal (flare).
A NORLANE man, 32, was charged with affray, conduct endangering serious injury, throwing/discharging a missile and carrying a dangerous article.
A KINGSVILLE man, 44, was charged with affray, conduct endangering serious injury, throwing/discharging a missile and carrying a dangerous article.
The Sydney man was bailed to appear at the Melbourne Magistrates' Court on April 24, while the four other men are set to face court on May 20.
Their bail conditions include not entering the CBD or licensed premises near AAMI Stadium (Richmond licensed premises) or match venues on game days.
They also face bans from attending matches spanning from five years to life.
Melbourne Recidivist Tasking Unit members are continuing to investigate the incident.

Uruguayan Clásico ends in mass brawl and nine arrests
High-profile South American football matches are a lot like wedding receptions in Liverpool — they start off as an exciting spectacle, but there's a good chance both will end with a fight and some arrests.
Nacional and Peñarol faced one another on Tuesday evening in Uruguay's fiercely contested Clásico Charrúa. Clashes between the Montevideo rivals are often a little feisty, as proven by their meeting in January 2013 which resulted in a complete ban of football in the country for 10 days when Peñarol's goalkeeper punched a riot cop.
In the latest edition, Nacional were leading 1-0 in the 80th minute when Peñarol's Carlos Núñez put in a studs-up challenge on Guillermo de los Santos' groin. The aerial nutstamp sparked a mass brawl between players, substitutes and coaching staff, with punches reigning from both sides.
The match had to be stopped for six minutes and two players were sent off from each team.
The authorities are taking a hard line against the violence, as Spanish newspaper Sport says nine players were arrested on Tuesday evening. Due to the Uruguayan legal system apparently working almost as quickly as the one in Back to the Future II, they were due in court on Wednesday.
Incredibly, this game was actually part of a friendly tournament.
A cop was also injured after he was hit with a bottle.

Russia’s ‘fan law’ against hooligans demands cultural change - 23/01/2014
Source : http://www.metro.us/
Events of Oct. 31, 2013 proved that Russia had no choice but to address its problem with hooligans in sport. A cup match between Spartak Moscow and Shinnik Yaroslavl had to be stopped due to a racially-charged battle between the supporters, during which the arena was vandalized, fires were lit and Nazi flags flew in the crowd.
Seventy-eight arrests were made that day, from over 14,000 at sporting events over the past three years according to official data. That’s too much for the hosts of the 2018 World Cup, and its deputy CEO Alexander Djordjadze demanded laws to “change the fan culture completely.”
On Jan. 19, the “Fan Law” came into effect. It allows for severe punishment of offenders; fines of over $300 (over half the average monthly wage), three-year bans, and sentences to community work. Repeat offenders can expect prison sentences and much larger fines. Clubs are expected to film and identify troublemakers.
But while there has been widespread relief that action has been taken, the rules have confused supporters.
“It’s unclear how the offenses will be differentiated and on what basis the court will address decisions concerning the offenders,” Alexander Shprygin, president of the Russian Soccer Fan Association (VOB), told Metro.
The changes were produced without consulting supporter groups, which have been regarded with open hostility. VOB leaders and headquarters have been searched and investigated in the past year. This has fueled wider concerns around growing securitization in sport, with a prominent example the severe restrictions around Sochi’s Winter Olympics, which have distressed much of the local community.
A further issue is whether the changes will have the desired impact.
“Our research shows that punishment of this type of hooliganism, involving racism and hate crimes, is rarely effective without educational measures,” said Piara Powar, executive director of Football Against Racism in Europe (FARE). “It can also cause a backlash.”
A World Cup or Olympic Games has always demanded that sporting values be a consideration along with security.
“Governments need to ensure that any legislation for sporting events makes an attempt to follow the Olympic Charter (on the spirit of sport),” says sports lawyer Gregory Ioannidis.
With the 2022 World Cup to be held in Qatar – renowned for its authoritarian government – a worrying precedent could be set.
Russia’s new system is unproven, and with little time before the big events, it represents an experiment. Visiting sports fans will play the guinea pigs.

Malaysia: Johor Darul Ta'zim - Perak - 18/01/2014

Cops nab three soccer hooligans
Police have detained three people for trying to create trouble after the Super League football match between Johor Darul Ta'zim (JDT) and Perak.
Several fans started to behave in an unruly manner as they were waiting for the players to leave the stadium after the match on Saturday evening.
Trouble started when the police requested the fans to leave the stadium and one of the fans resisted.
Some of the fans verbally abused the police officers while making their way out of the Tan Sri Hassan Yunos Stadium here.
In the chaos, a smoke bomb was ignited and some people were seen damaging a parked vehicle.
Police then moved in quickly to arrest several suspects.
When contacted, Johor Baru (South) OCPD Asst Comm Sulaiman Salleh confirmed that the police had arrested three suspects.
"The three suspects are in their 20s and we are investigating the case under Section 427 of the Penal Code," he said adding that there were about 800 policemen including 30 officers on duty at the stadium.

Nuneaton disorder: Six jailed for football violence - 21/01/2014
Source : http://www.bbc.co.uk/
Six Nuneaton Town supporters have been jailed for their part in a violent clash with Lincoln City fans.
The men were handed sentences of between 18 weeks and 18 months at Warwick Crown Court for violent disorder offences.
They had admitted being involved in a clash in Nuneaton town centre last March ahead of the Conference match between the two clubs.
More than 80 people were arrested after the disturbances.
Ryan Palmer, 38, of New Town Road, Bedworth, was jailed for 15 months for violent disorder, while Nicholas Ginnelly, 38, also of New Town Road, received 18 months.
Jack Williamson, 23, of Chancery Lane, Nuneaton, was jailed for 11 months, while Andrew Gadsby, 25, of Higham Lane, Nuneaton, was imprisoned for six months.
Jamie Cheshire, 22, of Meadow Street, Nuneaton, was sentenced to six months in prison and Jack Paul, 18, of Morwood Crescent, Nuneaton, was given 18 weeks' detention.
On Friday, nine Nuneaton fans were handed sentences of between six and 15 months for disorder charges.
The large number of arrests over the incident meant non-league Nuneaton Town had the sixth highest number of fans arrested of all English clubs over the course of the 2012-13 season, despite the number of people attending matches being lower than for the 92 clubs in the Premier League and Football League.

Bristol Rovers - Newport County - 25/01/2014

"Scuffles" between fans before Bristol Rovers' game against Newport CountY
A large police presence has once again been needed on Bristol’s Gloucester Road to keep football fans apart.
Several riot vans and at least one dog unit have stopped Bristol Rovers and Newport fans apparently intent on trouble, getting to each other.
A witness told the Bristol Post that he saw scuffles close to Tinto Lounge just after 2pm, when Rovers followers came face-to-face with supporters from across the Severn Bridge.
After a few punches were traded officers with batons drawn, broke it up.
Frightened shopkeepers could be seen bringing their shutters down.
That group of Newport fans – about 30 in number – were then marched past the Queen Vic pub, which was packed with Rovers Fans.
Although insults were exchanged and a bottle thrown, the police line held and the Newport fans were then escorted to the Memorial Stadium.
Mounted police are also out on the streets to police the game.
The two sides have started their League Two match at 3pm - the first time Newport have travelled to The Mem since they got promoted to the football league last season.
During the first half, inside the ground, in between singing God Save The Queen at their Welsh counterparts, the "Gasheads" delighted in a biblical hail storm as the away terrace, where the Newport fanse were, has no roof.
The Bristol Post understands there may have been some trouble behind the Main Stand outside the ground and that some away fans have been asked to leave by police.

Scotland : Dons fan lands two year ban for waving smoke bomb - 25/01/2014
Source : http://www.eveningexpress.co.uk
AN ABERDEEN FC fan caught waving a smoke bomb at a match has been slammed.
Findlay Duncan was banned from matches for two years after being spotted with the pyrotechnic device among Dons fans on the New Year’s Day clash with Dundee United.
Today, Vicki Bell, football liaison prosecutor for the North of Scotland, said: “There is no justification for having such devices, especially inside a packed stadium.
“Smoke from this device could have caused significant panic and alarm.
“Such irresponsible behaviour will not be tolerated and police and prosecutors are determined to identify the perpetrators and bring them to justice.”
Dundee Sheriff Court heard a string of smoke bombs and flares had previously been set off in the stand at Tannadice before police spotted Duncan.
Duncan, 21, of Kellands Road, Inverurie, admitted being in possession of a smoke grenade on January 1, 2014, at Tannadice Park.
Defence solicitor Christopher Maitland said Duncan, who has previous convictions for behaving in a threatening and abusive manner, was “remorseful” for the stunt.
He said: “Someone passed it to him and out of complete, utter stupidity he took the item.
“He had no intention to set it off. His own view is that he was idiotic. He has significant remorse for what happened.”
Sheriff Tom Hughes also sentenced Duncan to 120 hours of community service.
He said: “I take a very serious view of your behaviour. You were drunk at the time and you are not a first offender. This type of conduct is totally unacceptable and has been causing concern to football authorities and fans recently.
“Flares are extremely dangerous and when they are set off they make it extremely difficult for fans. This must be eradicated from Scottish football.”

Russia introduces harsh measures against football hooligans - 26/01/2014
Source : http://rbth.co.uk/
"Fans Law" will allow authorities to compile black lists of violent fans and create a stadium security corps.
Russia has put into effect the a new law aimed at curtailing hooliganism among football spectators that will, among other things, prohibit spectators from bringing pyrotechnic equipment, coloring substances, anything of a political, Nazi, extremist or provocative nature, to stadiums. They will also not be allowed to hide their faces behind masks. The new law, dubbed the “Fans Law,” restricts also placards containing insults or obscene images at stadiums, and foreign-language signs must have translations that are notarized or otherwise approved by the event organizers.
One of the primary innovations of the law is the compilation of black lists of fans. Stadium visitors accused of serious infractions could be banned from attending sporting events for up to seven years. Those violating the prohibition may be fined 15,000 rubles ($455) or jailed for 15 days. Amendments to the law place responsibility for disorderly behavior on event organizers. The penalty for the first violation is a warning; the second results in a suspension of operations. Significantly, the police, who currently maintain order at the stadiums, will be joined by the stadiums’ security corps – an equivalent of the football stewards now working in a number of European countries. A new surveillance system will also be used, the need for one being a popular topic lately because of the difficulty of identifying perpetrators in footage from stadiums.
The new law comes after a wave of disruptive and potentially violent incidents at Russian stadiums during the past six months. In September 2012 the championship game between the Moscow Dynamo and Torpedo football clubs could not come to an end because fans threw smoke grenades into the field. In November of the same year, during a match between Dinamo and the St. Petersburg Zenit, a firecracker fired from the stands injured Anton Shunin, the Moscow club’s goalkeeper. There were highly publicized mass disturbances at a stadium in Yaroslavl, when Spartak fans clashed with the local Special Police Force (OMON), and a Nazi flag appeared in the guest stands. Before the law was enacted, troublemakers at Russian matches were very rarely identified, whereas law-abiding fans were dissatisfied with the actions of the “radical” fans and the harsh measures taken by the law-enforcement agencies. “Spectators at sports events now know the rules that apply to them, the way it has been with motorists, for instance,” said Alexander Shprygin, president of the All-Russia Organization of Fans. “Still, there are issues that have not been addressed. For example, we don’t like the fact that the law has not been made more specific. When we’re talking about the rules of the road, if you don’t have your seatbelt on, you get one type of penalty; if you are drunk driving, it’s another penalty. But here, whether you were swearing or you ran onto the field and interrupted the match, it’s all at the judge’s discretion.”
Mikhail Grushevsky, a well-known parodist and a CSKA fan, said he believed that such a law is long overdue, although he adds that penalties must be meted out individually rather than in a sweeping wholesale manner. “I believe the most effective measure for dealing with the fans would be the inclusion in stop-lists for lengthy periods of time of the names of those who have altercations with the police, throw firecrackers onto the field, or injure footballers,” Grushevsky said. “You don’t penalize the mass of fans, you penalize individuals. And if someone’s shown himself to be a hooligan, I would keep him away from all sports, not just football alone.”
